In order to clear extra rush of passengers, South Central Railway (SCR) has extendedthe run of special trains between Secunderabad and Kurla (Lokmanya Tilak Terminus) with ten more special train services.

In a release, the SCR here said today Train No. 02220 Secunderabad-Kurla (Lokmanya Tilak) special train will depart Secunderabad at 2200 hrs on December 2, 9, 16, 23 and 30 (all Sundays ) and arrive Lokmanya Tilak Terminus at 1105 hrs on the next day.

In the return direction, Train No. 02219 Kurla (Lokmanya Tilak Terminus)-Secunderabad Special Train will depart Lokmanya Tilak Terminus at 2305 hrs on December 3, 10, 17, 24 and 31 (all Mondays) and arrive Secunderabad at 1105 hrs on the next day, enroute to Begumpet, Seram, Wadi, Sholapur, Daund, Pune and Lonavala in both the directions, the release added.

NEW DELHI, NOV 30:  The Railways finds it “very difficult” to complete projects at the desired pace as new schemes are announced in response to the demands of MPs, Railways Minister Pawan Kumar Bansal said in the Rajya Sabha today.

The Railways is one of the departments where announcements are made for new projects on the demands of MPs, he said during Question Hour.

The Railways finds it “very difficult” to complete projects at the desired pace, he said.

The Minister, however, said work on different projects was going on in line with the allocated budget.

He said a project is announced and an estimated cost is worked out. However, the actual cost is worked out after in-principle approval for the project.

The cost of projects always rises due to the prolonged period of execution.

Referring to Rajasthan, he said funds have been provided yearly in line with the availability of resources for completion of projects.

“Steps have been taken to generate extra-budgetary resources through State participation, public-private partnership, defence funding, declaring some projects as national projects and implementation of bankable projects through Rail Vikas Nigam Ltd (RVNL),” he added.

The Southern Railway has been directed by the Madras High Court to fill the vacancies of booking clerks as quickly as possible, preferably within four months.

The first bench comprising Chief Justice M Y Eqbal and Justice T S Sivagnanam gave the direction while passing orders on a public interest writ petition from advocate S Sathiya Chandran, on Thursday.

It came to light from the counter-affidavit filed by the Southern Railways that many posts of booking clerks had been sanctioned, of which 68 were earmarked as booking clerks /officers. Therefore, the bench said that it was clear that there was insufficient number of booking clerks in many suburban railway stations.

Therefore, the bench directed the Railways to take steps to fill the vacancies.

Amritsar: Seizure of 17 parcels containing grocery items without bills from the Golden Temple Mail by the Excise and Taxation Department recently has again raised the issue of evasion of taxes by traders.Many city traders resort to evasion of taxes to maximise their profits by reducing their investment cost and then sell the same at a high price in the retail market.Assistant Excise and Taxation Commissioner-cum-Deputy Director Investigation PS Randhawa said despite a limited staff, his officials managed to increase the revenue from penalties and fines as compared to the previous year. The department earned revenue of Rs 2 crore from April to November 2011. While the figure stood at Rs 2.84 crore in the corresponding period this year.He said a majority of the goods being supplied here by trains were readymade garments, hosiery, grocery items (all of these products attract 5 per cent VAT), electronics (on which tax varies from 5.5 per cent to 12.5 per cent) and footwear (which attracts 12.50 per cent VAT).He said sleuths of this department seized a majority of this merchandise during the raids. “A penalty to the tune of 50 per cent of the value of the consignment seized would be imposed on traders,” he added.He said without a bill, consignments are transported through bogeys, which are leased out by the Railways for a certain period. This is also called small luggage parcel, commonly known as SLR.

Another common way to evade taxes is to send the material in the cargo on a luggage ticket, where the sender pays the charge of the ticket of an adult. He said a railway parcel is another popular option among the law evaders.

He said the Railways is not concerned with bills of these merchandise. But the department has conveyed their administrators to ensure that cargos being transported in trains must carry addresses of consignee and consigner besides tax index number (TIN).

A number of traders in connivance with officials of the department concerned evade entry tax on merchandise being brought from outside Punjab. It is alleged that the people unload the packets and bundles of consignments at a rail crossing when the train slows down before reaching the railway station.
