पलपल इंडिया संवाददाता, जबलपुर. रेल आरक्षण केंद्रों में पदस्थ कर्मचारियों के मोबाइल प्रतिबिंधित किए जाने पर कर्मचारियों में व्यापक प्रतिक्रिया है. आरक्षण में दलाली प्रथा बंद करने के लिए लिए गए इस निर्णय का मजदूर संघ ने विरोध किया है. जबलपुर में पिछले दिनों यह आदेश डीआरएम की ओर से जारी हुआ जिसमें सभी आरक्षण करने वाले कर्मियों को ड्यूटी पर आते ही अपने मोबाइल फोन जमा कराने होंगे जिन्हें वापस जाने उन्हें दे दिया जाएगा.
रेल अधिकारी यात्रियों की सुविधा के लिए इस कारगर मान रहे हैं, माना जा रहा है कि इस नई व्यवस्था से बुकिंग क्लर्क काम के समय किसी से बात नहीं कर सकेंगे जिससे समय की बर्बादी के साथ ही टिकिटों की दलाली पर भी रोक लगेगी. पिछले दिनों रेलवे बोर्ड ने इस आशय के आदेश जारी किए थे जिसके पालन में जबलपुर में भी इसे लागू किया गया है. सभी बुकिंग क्लर्क को अपने मोबाइल मुख्य आरक्षण अधिकारी के पास जमा कराने का निर्देश दिया गया है.

इस नई व्यवस्था का रेल मजदूर संघ ने विरोध किया है, संघ के मंडल सचिव एस.के. वर्मा का कहना है कि यदि मोबाइल फोन पर रोक लगानी है तो सभी विभागों में इसे लागू करना चाहिए सिर्फ आरक्षण केंद्र में ऐसा करना गलत है. संघ ने इसे तुगलकी फरमान बताते हुए वरिष्ठ अधिकारियों से चर्चा करने की तैयारी की है यदि उसमें कोई हल नहीं निकलता तो आंदोलन करने की बात की जा रही है.

टिकिटों की दलाली को रोकने रेलवे बोर्ड ने सख्त रवैया अपनाया है, तत्काल टिकिट के नियमों को बदलने के साथ ही अब कर्मचारियों की ओर से इसकी संभावना खत्म करने बुकिंग र्क्लक पर ध्यान केंद्रित किया गया है. ऐसे प्रकरण भी सामने आए हैं कि दलाल मोबाइल फोन के माध्यम से कर्मचारियों से बात कर टिकिट बुक कराते हैं इस संभावना को समाप्त करने के लिए यह निर्णय लिया गया है. इससे समय की बचत के साथ ही काम में पारदर्शिता आएगी तथा यात्रियों को लाभ मिलेगा. जबलपुर डिवीजन में इस आदेश का सख्ती से लागू किया गया है जो कर्मचारी इसका पालन नहीं करेगा उस पर कार्रवाई की जाएगी.

MANGALORE: Trains on the Konkan Railway route are moving slowly in the Ratnagiri and Nivsar area after track on the Konkan Railway at km 216/8-9, which is on a six-metre high embankment, got disturbed due to settlement of embankment in length of about 35 metres.

Konkan Railway officials aid that no trains have been cancelled so far due to this development. There has been a continuous downpour measuring 200-250mm in the Ratnagiri Region of Konkan Railway for the last three days.

Konkan Railway engineers are working day and night for restoration and maintenance of embankment. The trains passed over the affected area with a speed of 20 kmph. The railway authority said the situation is under control as of now.

Ratnagiri region has seen cumulative rainfall of 2500mm during the current monsoon season, which is a record 47% more than the last year during the same period.

धुळे - मनमाड - इंदूर रेल्वेमार्गासाठी राज्य शासनाने सन 2013-14 या वर्षासाठी 63 कोटी 72 लाख रुपयांची तरतूद केली आहे. या मार्गासाठी रेल्वे बोर्ड किंवा मध्य रेल्वेने जादा निधीची मागणी केल्यास तोही वितरित केला जाईल, असे लेखी उत्तर राज्य शासनाने औचित्याच्या मुद्दय़ावर बोलताना दिले आहे, अशी माहिती आमदार अनिल गोटे यांनी दिली.

आमदार गोटे यांनी 17 एप्रिल 2013 रोजी विधानसभेत औचित्याचा मुद्दा उपस्थित केला होता. त्यावर शासनाकडून लेखी पत्राद्वारे माहिती देण्यात आली आहे. त्यात 63 कोटी रुपयांची तरतूद केल्याचे शासनाने म्हटले आहे. मनमाड-इंदूर या 350 किलोमीटर लांबीच्या रेल्वेमार्गासाठीचा सर्वेक्षण अहवाल रेल्वे बोर्डापुढे सादर करण्यात आला आहे. त्याचा खर्च 2256 कोटी अपेक्षित आहे. या रेल्वेमार्गातून येणारा परतावा दर 9.55 कोटी इतका आहे. तसा अहवाल रेल्वे बोर्डास सादर करण्यात आला आहे. या मार्गाची लांबी 350 किलोमीटर आहे. त्यापैकी 192 किलोमीटर रेल्वेमार्ग हा महाराष्ट्रातून जाणार आहे. त्यासाठी सुधारित खर्च एक हजार 278 कोटी इतका आहे. या प्रकल्प खर्चाच्या 50 टक्के सहभाग देण्याचा निर्णय मंत्रिमंडळाकडून घेण्यात आला आहे. महाराष्ट्र शासनाने रेल्वे प्रकल्पासाठी सन 2013-14 या आर्थिक वर्षात 63.72 कोटी इतका निधी अर्थसंकल्पित केलेला आहे. रेल्वे बोर्ड, मध्य रेल्वे मुंबई यांनी सदर रेल्वे प्रकल्पासाठी निधीची मागणी केल्यास निधीच्या उपलब्धतेनुसार वितरित करण्याची कार्यवाही करण्यात येईल, असे शासनाने पत्रात नमूद केल्याची माहिती आमदार गोटे यांच्याकडून देण्यात आली आहे.

254 कोटी रुपये झाले उपलब्ध मनमाड-इंदूर रेल्वेमार्गासाठी सातत्याने पाठपुरावा सुरू आहे. केंद्र सरकार, रेल्वे विभागाने या विषयाला पुरवणी अर्थसंकल्पात मंजुरी दिली आहे. महाराष्ट्र सरकारने आतापर्यंत 127 कोटी रुपयांची तरतूद केली आहे. आता मध्य प्रदेश सरकारलाही तेवढाच पैसा उपलब्ध करून द्यावा लागेल. महाराष्ट्र आणि मध्य प्रदेश सरकार देईल, तेवढाच पैसा केंद्र सरकारला द्यावा लागेल. त्यामुळे सद्य:स्थितीत एकूण 254 कोटी 88 लाख रुपये या मार्गासाठी खर्च करण्याची सोय झाली आहे. आता मात्र शासनाच्या राजकीय इच्छाशक्तीची आवश्यकता आहे.

वाराणसी। बाइक, कार वगैरह सड़क पर छोड़ने से पहले उसमें ताला बंद करने की सावधानी तो लोग बरतते ही हैं, लेकिन पटरी पर रेलगाड़ी को छोड़ने से पहले लॉक करने की हिदायत आपको अजीबोगरीब लग सकती है। जी हां, ऐसी हिदायत पर अमल ड्राइवरों के लिए रेलवे के बड़े अफसरों ने जरूरी कर दिया है। ड्राइवरों से कहा गया है कि वे वाराणसी के स्टेशनों पर बिना लॉक किए ट्रेन के इंजन को कतई न छोड़ें, इस अंदेशे के कारण कि कोई उसे लेकर भाग न जाए। अंदेशा बेवजह भी नहीं है। करीब दस साल पहले मंड़ुवाडीह स्टेशन से कांवरिया ट्रेन लेकर इलाहाबाद भाग गया था। वहां ट्रेन को ब्रेकर के जरिए किसी तरह रोका गया था। यह घटना सावन के दौरान ही हुई थी। बलिया जाने वाली पैसेंजर ट्रेन का रेक मंडुवाडीह स्टेशन के प्लेटफार्म नंबर तीन पर इंजन के साथ लगा था। कांवरिया रात करीब 12.30 बजे इंजन में सवार हुआ और ट्रेन को लेकर भागने लगा। रेल प्रशासन में हड़कंप मच गया। कहीं कोई बड़ा हादसा ना हो जाए इसलिए सभी स्टेशनों पर ट्रेन को ग्रीन सिगनल दिया गया। इस बीच इलाहाबाद सिटी स्टेशन पर ट्रेन को ब्रेकर प्वाइंट पर रोकने की पूरी व्यवस्था की गई। ब्रेकर लाइन पर ट्रेन पहुंची तो वहां पर डाले गए बालू में इंजन धंसा और ट्रेन रुक गई। कांवरिया गिरफ्तार हुआ कानूनी कार्रवाई की गई। महज ढाई घंटे में यह ट्रेन वाराणसी से इलाहाबाद पहुंच गई थी। जबकि आम तौर पर अब भी इस रूट से इलाहाबाद पहुंचने में ट्रेनों को तीन घंटे से अधिक समय लग जाते हैं।

ऐसी और भी हिदायतें हैं रेलवे की सावन मेले और कांवर यात्रा के मद्देनजर। मसलन, प्लेटफार्मों पर बेतरतीब ढंग से पार्सल नहीं रखने दिए जाएं। यात्री हाल और प्लेटफार्म पर कुर्सियां लगाई जाएं। स्टेशन परिसरों में साफ-सफाई हो और पेयजल, शौचालय की अच्छी सुविधा हो। कैंट स्टेशन पर सावन मेले की तैयारियों का उत्तर रेलवे लखनऊ के मंडल रेल प्रबंधक जगदीप राय ने सोमवार को निरीक्षण किया। इसके बाद पत्रकारों से कहा कि कैंट स्टेशन के यात्री हाल में अब यात्रियों को सोने नहीं दिया जाएगा। यात्री हाल में एक पखवारे में कुर्सियां लगाने का कार्य शुरू हो जाएगा। इसके बाद प्लेटफार्मों पर भी कुर्सियां लगाई जाएंगी। स्टेशन परिसर में यात्रियों के आने-जाने के लिए अलग-अलग द्वार होंगे। इसके अलावा प्लेटफार्म पर मेडिकल स्टोर खोलने के लिए टेंडर की प्रक्रिया चल रही है। बिना रबर लगे ठेलों से अब प्लेटफार्म पर सामान नहीं ढोए जा सकेंगे। इसके पहले डीआरएम ने सुबह कैंट स्टेशन के प्लेटफार्म नंबर एक, चार-पांच और छह का निरीक्षण किया।

Ludhiana: Four unidentified migrant labourers were found unconscious on a train at the railway station here this morning. The migrants had boarded the Jan Seva train at the Amritsar railway station and were headed for Bihar.According to officials of the Railway Protection Force (RPF), passengers of the Jan Seva train, which arrived at the railway station at 9.15 am, told the police about some persons lying unconscious on the train.The police is suspecting the role of the Zehar Khurani gang, which used to loot migrants by giving them poison in food.The police admitted the victims to the Civil Hospital, where doctors said all labourers were out of danger. Yaswant Singh, in charge of the RPF at Ludhiana, said "No document, address, luggage or money was found from their possession. It is difficult to say what happened with them. We will record their statements after they gain consciousness.""Passengers told us that the victims were lying unconscious on the seats from Amritsar. Initially, the passengers thought that they were sleeping, but when they tried to wake them, the labourers did not respond," said Yaswant Singh.RPF officials ruled out the theory that the migrants might have been targeted by the Zehar Kuhrani gang.

"We can't say anything before recording their statements. Maybe, they had unhygienic food on the train after which they fell unconscious," said Yaswant Singh.

Farm labourers, who mostly come from Bihar and Uttar Pradesh, return to their states after the paddy cultivation. It has been observed that the Zehar Khurani gang becomes active during these days and tries to loot the earnings of labourers.

Steps taken to ensure safety of pachyderms: NFR

GUWAHATI, July 22 – As wildlife conservationists and others rue incidents of elephants getting killed by trains, the Northeast Frontier Railway (NFR) said that steps have been taken to ensure safety of pachyderms, even while ensuring smooth passage of trains.
As per NFR data, eight elephants have been killed and three had sustained injuries after being hit by running trains in the NFR region since January this year.

“We are as much concerned about it as any other member of the public. Way back in 2010, the Union Ministry of Environment and Forest had issued a general advisory for prevention of accidents involving elephants and we have taken steps to adhere to it,” a senior NFR official said.

The official said that over Rs 80 lakh have been spent in the last three years for construction of ramps to enable elephants to climb inclines at places where the railway tracks are shadowed by hillocks on both the sides.

He added that in the 10 identified elephant corridors falling under NFR drivers are issued permanent caution orders to restrict speed limit to maximum 50 km per hour, along with constant whistling.

“In addition to the identified elephant corridors, there are a few local sections in between Salsa-Nagrakata and Gulma-Sivok sections in Alipurduar division where the Railways has imposed speed restrictions on its own,” the official said.

Steps for clearing vegetation within railway land in consultation with forest departments for ensuring clear vision to drivers, placing of signages for benefit of drivers, sensitization of railway staff and clearing of food wastes along the tracks are taken, he added.

He called for more understanding of technical aspects. “The weight of a goods train is around 1,300 MT with full load. The braking distance of such a train running at 75 kmph is 655 metres. It would be about 450 metres at the speed of 50 kmph. Thus, a driver needs a warning of elephants’ presence on a railway track at least half a kilometre ahead.”

The official said that in West Bengal, there is a greater coordination with the Forest department whose personnel monitor passage of elephants and inform the Railways about latest movements, which are then conveyed to the drivers.

“Many experts’ reports have pointed to the loss of habitat due to which elephants are forced to move to other places. To tackle the issue properly, joint effort of the Railways, state governments and conservationists are required,” he said

Hubli: South Western Railway has revised timings of train number 17315 Vasco da gama-Velankanni weekly express. The train will depart from Vasco da gama station at 2 pm instead of 9 am, with immediate effect for eight trips, up to September 9. It will arrive at Velankanni station at 7.30 pm instead of 12.25 pm, the next day. Accordingly, the train will arrive and depart at Yesvantpur at 5.15 am and 5.30 am, instead of 11.10 pm and 11.30 pm, respectively. Meanwhile, North East Frontier Railway has decided to temporarily augment train numbers 15902 and 15901 Dibrugarh-Yesvantpur-Dibrugarh weekly express, with one additional second class sleeper coach. This is effective from Dibrugarh between July 19 and Aug 30, and from Yesvantpur between July 22 and September 2.

With a view to avoid rush in regular trains and to provide comfortable journey to the passengers, East Coast Railway has decided to increase the composition of Puri-Paradeep-Puri Express permanently with immediate effect.

18414/18415  Puri-Paradeep-Puri Express will be augmented with o­ne AC Chair Car Coach permanently, with immediate effect. Now the train will run with o­ne AC Chair Car Coach, 07 Second Class Chair Car Coaches and two Guard cum luggage van coaches.
