Mumbai, Konkan brace for torrential rains, high alert sounded

The water accumulation is severe near Kurla north end. Even the slow line between Sion and Kurla is seeing steady rise in water levels. Central railways running shuttle services.between CST and Panvel. Services on main line between CST, Kalyan and beyond almost 45 minutes to one hour late.

* The India Meteorological Department has warned that heavy to very heavy rains will hit Mumbai and coastal Konkan over the next 72 hours.

All agencies concerned with disaster management, relief and rescue operations have been put in a state of high alert and people have been warned against venturing outdoors unless absolutely essential.

IMD Mumbai director V.K. Rajeev said that entire Maharashtra is expected to get heavy to very heavy rainfall in the next 12-72 hours.

With rains lashing the city, more and more office-goers in Gurgaon and Noida tend to depend on Metro to reach their destinations. In case of Gurgaon, absence of any other reliable mode of transport has added to the rush during peak hours as was seen on Monday with long queues of commuters stretching outside the stations. 

“It took me more than half-an-hour to enter the station and another five minutes to reach the platform. The DMRC should do something about it,  because two checking points and four long queues with more than 200 people in each queue is certain make our lives difficult,” said Anant Aggarwal, a commuter.

“I wanted to go to Model Town and since it rained in the morning I thought Metro will be a better option. But, entering the station was very difficult,” said Amit Sehrawat, a Gurgaon resident.

According to the DMRC figures, about eight lakh people travel on Gurgaon-Jahangirpuri Metro line during weekend. On weekdays, the footfall remains around four to five lakh. And that can be a bit too exhausting for the CISF officials who carry out security checking. “With such a huge crowd and just two entry gates, life is bound to become miserable. Both we as well as the DMRC can do little about it since putting additional checkpoints outside is not an option,” said a CISF official at the Huda City Centre station.

Rains have compounded the trouble as the station premises often get waterlogged. “We can’t enter the station because the whole premise is filled with filthy water,” said Ashish Chaturvedi, a commuter.

Many commuters suggested that the ticket counters at the station be shifted outside. But that is not feasible, said Metro officials. “The counters are fixed and more than more than 60% of commuters use Smart Cards and they don’t stand in queue for token,” said an official.

मुंबई व परिसराला मंगळवारी पहाटेपासून पावसाने अक्षरश झोडपून काढले. मुंबईच्या पूर्व-पश्चिम उपनगरांत पावसाची संततधार सुरू आहे. नवी मुंबई, ठाणे, कांजूरमार्ग,  पवई परिसरातही मुसळधार पाऊस सुरू आहे. अंधेरी, जोगेश्वरी, गोरेगाव, मालाड परिसरात पावसाची रिमझिम सूरू आहे. मुंबईची 'लाईफलाईन' असलेल्या रेल्वे वाहतुकीचा वेग मंदावला असून, पश्चिम रेल्वेची वाहतूक तीस मिनिटे उशीराने सुरू आहे. कुर्ला आणि चुनाभट्टी दरम्यान पाणी साठल्यामुळे हार्बरवर सीएसटी ते पनवेल मार्गावरील लोकल वाहतूक मंगळवारी दुपारी बंद करण्यात आली.
मुसळधार पावसामुळे मुंबईकरांना अनेक अडचणींना सामोरे जावे लागत आहे. मुंबईच्या रस्त्यांवर पडलेले खड्डे प्रवासाच्या अडचणींमध्ये भर पाडत आहेत. सांताक्रूझच्या लिंकीग मार्गावर तसेच भांडूपच्या एलबीएस मार्गावर पाणी साचले असल्यामुळे वाहतूकीची कोंडी झाली आहे. त्याचबरोबर पश्चिम द्रुतगती महामार्गावरच्या वाहतुकीलाही 'ब्रेक' लागला आहे.
दादरच्या हिंदमाता, परळ, कुर्ला परिसरातील सखल भागात पाणी साचल्यामुळे वाहतूक ठप्प झाली आहे.  तसेच ऐन पावसात मुंबईच्या समुद्रात ४.८८ मीटरच्या लाटा उसळल्यामुळे मुंबापुरीची रुपांतर काही भागांत तुंबापुरीमध्ये झाले आहे.
राज्यातही मुसळधार
राज्यातील परिस्थितीही काही वेगळी नाही. चंद्रपुरात सोमवारी दिवसभरात 'टाईम प्लीज' घेतलेल्या पावसाने मंगळवारी पुन्हा रौद्र रुप धारण केले. इरई धरण भरल्यामुळे धरणातून पाणी सोडण्याचा निर्णय प्रशासनाला घ्यावा लागला आहे. त्यामुळे चंद्रपुरात पूरसदृश स्थिती निर्माण झाली आहे. तर गडचिरोलीच्या सिरोंचा गावात पूरस्थिती निर्माण झाली आहे. कोकणातही पावसाचे धुमशान सुरू आहे. त्यामुळे कोकण रेल्वेचीही वाहतूकही मंद गतीने सुरु आहे. 
दुष्काळी सोलापूरातही जोरदार पाऊस सुरू आहे. एकंदर सध्याच्या परिस्थितीवरून आजचा मंगळवार मुसळधार राहण्याचीच चिन्हे आहेत.

ठाणे

झोडपून काढणारा पाऊस आणि ठरलेला मेगाब्लॉक यामुळे आधीच रखडलेल्या मध्य रेल्वेच्या लोकलसेवेचा बदलापूरजवळ लोकल रूळावरून घसरल्याने रविवारी दिवसभर बोजवारा उडाला होता .

बदलापूर रेल्वे स्टेशनजवळील क्रॉसओव्हरवरच हा प्रकार घडल्याने बदलापूर ते कल्याणदरम्यान अप आणि डाऊन अशी दोन्हीकडील सेवा तब्बल चार तास बंद पडली होती . या बिघाडामुळे पुणे - जयपूर एक्स्प्रेस आणि डेक्कन एक्स्प्रेसही रखडल्या होत्या .

मध्य रेल्वेने कल्याण ते अंबरनाथदरम्यान रविवारी दुपारी २ ते साडेतीन या वेळेत आणि कल्याण ते ठाणेदरम्यान सकाळी १० ते दुपारी ४ या वेळेत मेगाब्लॉक जाहीर केला होता . मेगाब्लॉकच्या वेळेत प्रवाशांचे हाल होऊ नये यासाठी बदलापूर ते कर्जतदरम्यान विशेष शटल सेवा सुरू केली होती .

या शटलपैकी एका लोकलच्या पहिल्या डब्याची तीन चाके दुपारी २ वाजून १८ मिनिटांनी रुळावरून घसरली . या घटनेत कोणीही जखमी झाले नसल्याचे मध्य रेल्वेचे मुख्य जनसंपर्क अधिकारी अतुल राणे यांनी सांगितले . हा प्रकार नेमका क्रॉसओव्हरवर घडल्याने अप व डाऊन अशा दोन्हीवरील वाहतूक बंद पडली . काही वेळात डाऊन मार्ग सुरू झाला मात्र , अप मार्ग तब्बल ४ तास , म्हणजे साडेसहा वाजेपर्यंत बंद होता . त्यामुळे प्रवाशांना कल्याणपर्यंत जाणेदेखीस शक्य झाले नाही .

The proposal for a new railway terminus at Mysore New Goods Terminal (MNGT) station to cope with the growth in traffic in Mysore seems to score over other options proposed in the past.For, there are already six 750-metre long tracks here with a link to receive trains from the Bangalore–Mysore line and they can easily accommodate rakes of long-distance express trains with 24 coaches whose span does not exceed 540 metres.Sources in the Railways told The Hindu that the current inward movement of freight to MNGT was about 15 rakes to 17 rakes a month while there was no originating freight from Mysore but for a rake booked occasionally by a private sugar mill.“The growing competition by roadways and the government’s policy of cross-subsidising passenger traffic by freight have made the latter uncompetitive in the market and hence the MNGT itself may become redundant in future. Hence, the suggestion made by A.H. Vishwanath, MP, at a meeting on Saturday that the MNGT at Metagalli be considered as a possible choice for a new railway terminal for the city, was ideal,” they said.

Block station

The MNGT is also a block station between Mysore and Naganahalli and hence it has adequate staff, signalling mechanism and even a mechanical shed to handle any snags. These only need to be upgraded while funds have to be sought for constructing platforms.

Given the availability of land at MNGT, there can be six to eight platforms and coupled with six platforms at the existing station, they can together cater to long-term future requirements of Mysore. It also has a pitline for maintenance of rakes.

The earlier proposals were to operate a few trains on the Mysore–Hassan section from Belagola but the distance was a factor that went against it. Belagola is 9 km from the city on the outskirts and there is no approach road.

Likewise, Ashokapuram was another station to develop but the idea did not gain popularity as the trains towards Bangalore will have to pass through Mysore station and this would defeat the very purpose of having a new terminal to decongest Mysore.

A factor in favour of developing MNGT into a full-fledged terminal on the lines of Yeshwantpur station in Bangalore is the warehousing facility that has been established by the Central Warehousing Corporation at an estimated cost of Rs. 8 crore. The warehouse has a storage capacity of 12,500 tonnes and about 20,000 sq metres of land has been leased for 30 years to the CWC.

But, if there is an overwhelming growth in passenger traffic and push comes to shove with decline in freight traffic, the lease could be terminated to pave way for a new terminal, said the sources.

Growth of traffic

At present, the six platforms at the Mysore railway station handle 84 trains, including weekly specials. With the completion of track-doubling work and electrification of lines on the Bangalore–Mysore section, this number will go up and hence the need for an alternative terminal for Mysore.


It can easily accommodate rakes of long-distance express trains

Schedules of trains on Howrah-Mumbai route via Tatanagar went haywire on Monday, after downpour in the north washed out or waterlogged railway tracks between Nagpur and Wardha.
Howrah-Mumbai Geetanjali Express, which was scheduled to reach Tatanagar at 8.20am, is expected to arrive after midnight, 16 hours late.
Howrah-Kurla Express, which arrives at 6.50 am, chugged in at 12.25pm. Howrah-Ahmedabad Express and Howrah-Mumbai Duronto Express, scheduled to reach at 9.20pm and 3.55pm respectively, are running indefinitely late.
Howrah-Mumbai Duronto Express (Up) had to be rescheduled. Instead of starting from Howrah at 8.20am, it started at 10.30am and arrived at Tatanagar at 3pm.
We have been kept in the dark as far as timing of the railways are concerned. We had no alternative but to cancel our tickets at the last moment. The railway authorities simply know to postpone the timings of the trains. They should have told us about the gravity of the situation from morning itself, said Apu Adhikari, a member of the Aam Aadmi Party and a resident of Kadma who was scheduled to attend a family function in Mumbai on Wednesday.

अपमार्ग उद्यापासून : एकाच मार्गाने दुतर्फा सेवा
वर्धा : सिंदी (रेल्वे)जवळ महावृष्टीने रेल्वे रुळाखालील माती व गिट्टी वाहून गेल्यामुळे विस्कळीत झालेली मध्य रेल्वेची सेवा डाऊन मार्ग सुरळीत झाल्याने आज सकाळपासून रुळावर आली आहे.
या एकाच मार्गावरून दुतर्फा वाहतुक सकाळी साडेनऊ वाजतापासून सुरू झाल्याने रेल्वे प्रशासनाने काही प्रमाणात सुटकेचा श्‍वास घेतला. दुसर्‍या अप मार्गाचे कामही युद्ध पातळीवर सुरू आहे. हा मार्ग देखील एक-दोन दिवसात सुरळीत सुरू होणार असल्याचे संकेत रेल्वे प्रशासनाने दिले आहे. रेल्वेसेवा पूर्ववत रुळावर आणण्यासाठी पाच पोकलॅन्ड मशीनच्या आधाराने ५00 मजूर दिवसरात्र एक करून युद्ध पातळीवर कामाला लागले आहे. रेल्वेचे विभागीय व्यवस्थापक ब्रिजेश दीक्षितसुद्धा येथे तळ ठोकून आहे. अशातच आज सकाळी ९.३0 वाजता डाऊन मार्गाच्या रुळाखाली सिमेंटचे सिलीपाट टाकून हा मार्ग पुर्ववत करण्यात रेल्वे प्रशासनाला यश आले.
या मार्गावरूनच अप-डाऊन मार्गाने ये-जा करणार्‍या गाड्या सोडण्यात येत आहे. सर्वप्रथम दोन मालगाड्या काढून हा मार्ग सुरळीत झाला वा नाही याचे निरीक्षण करण्यात आले. यानंतर हैदराबाद - निजामुद्दीन ही प्रवासी रेल्वे गाडी या ठिकाणाहून काढण्यात आली. यानंतर या मार्गानेच दक्षिण भारत व मुंबई-हावडा मार्गाच्या गाड्या सुरू करण्यात आल्या.
आज सकाळची नंदीग्राम एक्स्प्रेस वगळता सर्व रेल्वे गाड्या या मार्गाने सोडण्यात आल्या.
१९ जुलैला दुपारनंतर सेलू तालुक्यात महावृष्टी झाली. या पावसाने बोर नदीला पूर आला. पुराचा प्रवाह प्रचंड वेगाने असल्यामुळे रात्री ८ वाजताच्या सुमारास सिंदी रेल्वे स्थानकापासून पश्‍चिमेस एक कि.मी. अंतरावर रेल्वे रुळाखालील माती व गिट्टी वाहून गेली.
तसेच या आपत्तीत रेल्वेचा एक वीज खांब मुळासकट उपटल्या गेला, तर अन्य तीन खांब झुकले. यामुळे एकाएकी मध्य रेल्वेची सेवा विस्कळीत झाली होती. यामुळे तिकिट आरक्षण करून ठेवलेल्या व इतर रेल्वे प्रवाशांना कमालीचा त्रास सहन करावा लागला. इतकेच नव्हे, तर रेल्वे प्रशासनाने प्रवाशांना तिकिटाची रक्कम देखील परत केली. बाइक, कार वगैरह सड़क पर छोड़ने से पहले उसमें ताला बंद करने की सावधानी तो लोग बरतते ही हैं, लेकिन पटरी पर रेलगाड़ी को छोड़ने से पहले लॉक करने की हिदायत आपको अजीबोगरीब लग सकती है। जी हां, ऐसी हिदायत पर अमल ड्राइवरों के लिए उत्तरप्रदेश के रेलवे के बड़े अफसरों ने जरूरी कर दिया है।

ड्राइवरों से कहा गया है कि वे वाराणसी के स्टेशनों पर बिना लॉक किए ट्रेन के इंजन को कतई न छोड़ें, इस अंदेशे के कारण कि कोई उसे लेकर भाग न जाए।

अंदेशा बेवजह भी नहीं है। करीब दस साल पहले मंड़ुवाडीह स्टेशन से कांवरिया ट्रेन लेकर इलाहाबाद भाग गया था। वहां ट्रेन को ब्रेकर के जरिए किसी तरह रोका गया था।

यह घटना सावन के दौरान ही हुई थी। बलिया जाने वाली पैसेंजर ट्रेन का रेक मंडुवाडीह स्टेशन के प्लेटफार्म नंबर तीन पर इंजन के साथ लगा था।

कांवरिया रात करीब 12.30 बजे इंजन में सवार हुआ और ट्रेन को लेकर भागने लगा। रेल प्रशासन में हड़कंप मच गया। कहीं कोई बड़ा हादसा ना हो जाए, इसलिए सभी स्टेशनों पर ट्रेन को ग्रीन सिगनल दिया गया।

इस बीच इलाहाबाद सिटी स्टेशन पर ट्रेन को ब्रेकर प्वाइंट पर रोकने की व्यवस्था की गई। ब्रेकर लाइन पर ट्रेन पहुंची तो वहां पर डाले गए बालू में इंजन धंसा और ट्रेन रुक गई।

कांवरिया गिरफ्तार हुआ, कानूनी कार्रवाई की गई। महज ढाई घंटे में यह ट्रेन वाराणसी से इलाहाबाद पहुंच गई थी, जबकि आम तौर पर अब भी इस रूट से इलाहाबाद पहुंचने में ट्रेनों को तीन घंटे से अधिक लग जाते हैं।
