दरसू में भूस्खलन से रेलवे टनल क्षतिग्रस्त होने के कारण ऊधमपुर-जम्मू रेल सेक्शन दूसरे भी बंद रहा। टनल में गिरे मलबे में फंसे मालवा एक्सप्रेस की पावर (इंजन) को निकालने का प्रयास दूसरे दिन रात नौ बजे तक जारी रहा। बुधवार को मौके पर पहुंचे उत्तरी रेलवे के प्रिंसिपल चीफ इंजीनियर की देखरेख में जारी मलबा हटाने के काम कर रहे जेसीबी मशीनों और मजदूरों की मदद से अब तक टनल में गिरा 70 फीसद मलबा हटाया गया है। रेलवे अधिकारी देर रात तक टनल में फंसी पॉवर को निकालने के बाद वीरवार दोपहर तक ऊधमपुर-जम्मू रेल सेक्शन पर परिचालन शुरू होने की उम्मीद जता रहे हैं।
गौरतलब है कि दरसू इलाके में सड़क किनारे भूस्खलन के कारण 1200 क्यूबिक मीटर गंदगी व मलबा टनल पर गिरने से जम्मू-ऊधमपुर रेल सेक्शन की कट एंड कवर टनल नंबर 16 का 20 मीटर हिस्सा क्षतिग्रस्त हो गई। हादसे के कुछ ही मिनट बाद टनल में पहुंची मालवा एक्सप्रेस मलबे से टकरा कर फंस गई। बोगियों में सवार यात्रियों को कुछ ही घंटों में निकालने के बाद बोगियों को भी निकाल लिया गया था।
इसके बाद से रेलवे टनल में फंसे इंजन को निकालने में जुटा रहा, लेकिन हर संभव प्रयास करने के बावजूद इंजन बुधवार रात नौ बजे तक नहीं निकल पाया था। बताया जा रहा है कि इंजन मलबे में मौजूद बड़े पत्थरों के बीच फंसने के कारण हिल नहीं पा रहा। इसके चलते वाइब्रेटर की मदद से इन बड़े पत्थरों को तोड़ा जा रहा है। रात नौ बजे तक यह काम जारी था।
उधर, रेलवे ने मलबा हटाने के लिए प्रभावित क्षेत्र में चार जेसीबी मशीनों के अलावा कठुआ, ऊधमपुर, जम्मू के अलावा फिरोजपुर डिविजन के अन्य हिस्सों से अपने करीब 250 से ज्यादा मजदूरों को यहां बुला कर मलबा हटाने व इंजन को निकालने के काम लगाया है। उत्तर रेलवे के प्रिंसिपल चीफ इंजीनियर भी बुधवार सुबह मौके पर पहुंच गए। उनके साथ फिरोजपुर के डीआरएम मलबा हटाने व इंजन को बाहर निकालने के काम की निगरानी कर रहे हैं।
डीआरएम फिरोजपुर एनसी गोयल ने कहा कि इंजन को निकालने का काम युद्ध स्तर पर जारी है। अगले दो से तीन घंटों में इंजन को बाहर निकाल लिए जाने की पूरी उम्मीद है। उन्होंने बताया कि टनल में गिरा 70 फीसद मलबा हटा दिया गया है। जम्मू-ऊधमपुर रेल सेक्शन पर वीरवार दोपहर बाद तक रेल परिचालन शुरू कर दिए जाने की संभावना है।
वहीं, टनल में लगे गंदगी के अंबार से उठ रही असहनीय दुर्गध में फंसे मालवा एक्सप्रेस के इंजन को निकालने में लगे रेल मजदूर व कर्मचारी अधिक देर तक अंदर नहीं टिक पा रहे। 20 मिनट से आधे घंटे तक ही काम करने पर दुर्गध के कारण उनको उल्टियां हो रही है।
ऊधमपुर की ओर जाने वाले ट्रेनों को बजालता रेलवे स्टेशन तक रवाना किया गया है। वहां से बसों में बैठ कर अपने गंतव्य ऊधमपुर की ओर रवाना होंगे। वहीं, गत मंगलवार को रद हुई मालवा एक्सप्रेस को बुधवार को जम्मू से रवाना किया गया। उधर, ऊधमपुर से चलने वाली ट्रेनों की साफ सफाई तथा उन्हें यार्ड में खड़ा करना स्थान उपलब्ध करवाने के लिए रेलवे प्रबंधन को खूब मशक्कत करनी पड़ी। रेलवे कर्मचारी ओवर टाइम ड्यूटी कर सभी ट्रेनों को समय पर रवाना कर रहे हैं।

The computerised passenger reservation centres in the Tamil Nadu and Puducherry region of the Southern Railway will function for one shift , similar to Sunday pattern of working, between 8 a.m and 2 p.m., on Friday on account of Ramzan festival, a release said.

Even as the railway officials convinced the local people that all the facilities being provided to passengers at Vadamadurai railway station would continue, a section of the general public and the members of the Chamber of Commerce still expressed concern. But for many, the railway’s assurance came as a relief.

Divisional Railway Manager A.K.Rastogi, in a statement issued on Wednesday, assured that there would not be any change in passenger amenities, platforms, booking of tickets and stoppages of trains at Vadamadurai station.

The Hindu had carried a report on Wednesday that the shops downed shutters and autorickshaws stayed off the roads following a proposed move by the railways to close down the station.

The Divisional Railway Manager said as part of doubling of track, modern signalling equipment were being installed in the Tiruchi-Dindigul section, and an intermediate block signal system would be installed at Vadamadurai. Booking clerks would be available at the station. Similarly, the existing passenger facilities at Chettiapatti would also continue, he added.

Vadamadurai Chamber of Commerce president S.Thiagarajan said calculating the distance between stations while doubling the tracks had shattered the hopes of the residents.

“We do not think that continuance of booking staff and other facilities would ensure a long life to Vadamadurai station. At this juncture, we cannot predict whether the assurance is a permanent relief or a temporary joy,” he said.

“If they (Southern Railway officials) were really interested in continuing the operations at Vadamadurai station, we all will welcome it, because this station has been serving the people for more than 100 years,” he added.

However, regular rail commuters, particularly college students, heaved a sigh of relief over the announcement by the railway authorities.

नागपुर रेलवे स्टेशन की तमाम खोखली सुरक्षा दीवारों में एक बार फिर सेंधमारी हुई है। इस बार यह करामात भिखारियों ने कर दिखाई है। बार-बार इन्हें भगाने वाली रेल पुलिस खुद सकते में दिख रही है, जबकि उसे हाल ही में चाक-चौबंद सुरक्षा व्यवस्था रखने की चेतावनी खुफिया विभाग ने दी है। हर छोटे स्टेशनों को भी एके-47 की निगहबानी में रखने के निर्देश हैं, फिर मानवता की दुहाई का क्या मतलब।
कुछ दिनों की मुस्तैदी
कुछ ही दिनों पूर्व रेलवे स्टेशन पर ही दो कचरा बीनने वाले भिड़ गए थे। मारपीट हुई। एक की मृत्यु तक हो गई। कुछ दिनों तक मुस्तैदी कायम रही फिर ढीली पड़ गई। अवांछित तत्वों का कब्जा बढ़ता जा रहा है और आम यात्रियों की सुरक्षा व्यवस्था पर भी प्रश्नचिन्ह।
इनमें अधिक संख्या है भिखारियों की। रेलवे स्टेशन के मुख्य प्रवेश द्वार से लेकर स्टेशन के अंतिम छोर तक इनका ठिकाना बनता जा रहा है।  तामझाम के साथ पसरे इन भिखारियों के चलते आम यात्रियों को काफी असुविधा हो रही है।  दिनभर स्टेशन पर आने वाली गाडिय़ों में भीख मांगकर यात्रियों को परेशान करते हैं। प्रशासन ने कई बार इन्हें बाहर करने की हर संभव कोशिश की, लेकिन नाकाम रहा।
रोक-टोक नहीं
रेलवे स्टेशन की वर्तमान स्थिति ऐसी है कि यहां डेरा जमाना आसान होता जा रहा है। स्टेशन पर कुल सात प्लेटफार्म हैं। सुरक्षा व्यवस्था के अभाव में बिना रोक-टोक अवांछित परिसर में आ जाते हैं और भीख मांग गुजारा करते हैं। प्लेटफार्म पर खड़े यात्रियों को तंग करने के साथ गाडिय़ों के भीतर घुसकर यह यात्रियों से पैसे की मांग करते हैं। पैसे नहीं देने पर कपड़े खींचना, गाली देना, चिढ़ाने जैसी हरकतें करते हैं।
घूम रहे हैं मानसिक रोगी
परिसर केवल लावारिस व भिखारियों को पनाह देने तक सीमित नहीं है, कई मानसिक रोगी भी घूम रहे हैं। पीआरएस सेंटर व प्लेटफार्म नंबर एक से सात तक कहीं भी इन्हें देखा जा सकता है। ये जोर-जोर से चिल्लाते हैं, गालियां बकते हैं। इनके बर्ताव से यात्री अक्सर डर जाते हैं।
कई बार निकाला परिसर से
प्रशासन की ओर से कई बार इन्हें डाट-फटकार लगाकर परिसर से बाहर निकाला है। लेकिन यह केवल कुछ ही देर के लिए परिसर से बाहर जाते हैं। दूसरे दिन फिर स्थिति जैसी की तैसी हो जाती है।
परेशानी से हैं वाकिफ
यात्रियों को भिखारियों से हो रही परेशानी की जानकारी रेलवे को है। कई बार आरपीएफ की मदद से इन्हें परिसर से बाहर निकाला है। लेकिन वापस चले आते हैं। परिसर से इन्हें भगाने के लिए लगातार प्रयास जारी है।

Dressed in a beige hand-embroidered kurta with a brick red jacket, and a tightly wrapped red towel resting on his head, Mohammed Yousuf, a porter, eagerly waits for passengers at the city railway station in Bangalore.He is among the scores of porters, who despite fasting during Ramzan, continue to work at the station, exerting themselves by carrying passengers’ luggage. Picking up two suitcases and two bags, Mohammed Ghouse, another hamal says, “This alone must be close to 40 kg. It gets very tiring during the afternoons.”Describing his daily routine during this month, Ghouse says that he wakes up early and ensures that he eats a good meal around 4 to 4.30 a.m. and then heads to work. The porters sometimes work up to 11 p.m. “There is a mandatory break we take at 5.15 p.m. for prayers. After that, we watch the clock tick and the moment it is 6.47 p.m., it is Iftar time. We head to our waiting room to break our fast and also distribute sweets and food to people.”

Room provided

The South Western Railway officials have provided a room and made arrangements for them to pray and break their fast. Explaining that the mood is upbeat in the room during Iftar, Ghouse says that they pool their money and buy snacks and other food articles for everybody and distribute it so that the hamals get their much-needed nutrition. “Sometimes when officers come during Iftar, we are lucky as they end up giving us Rs. 50 or Rs. 100. With their contribution, we ensure that we have a feast.”

Mohammed Shabbir, who earns around Rs. 8,000, says that some months are particularly hard on his pocket. “There are several times when we need money. But, during this month we make sure that we do not compromise on anything — be it food or clothes. In fact, we work throughout the year so that we earn enough to spend during this month,” he says.

फायरिंग का सबसे ज्यादा असर उधमपुर-कटड़ा रेल लिंक प्रोजेक्ट पर पड़ा है। अब यात्री अगस्त माह के बाद नहीं बल्कि सितंबर माह के बाद ही ट्रेन में बैठकर कटड़ा पहुंच पाएंगे। क्योंकि यह प्रोजेक्ट जोकि पहले अक्टूबर के अंत तक खत्म होना था। अब काम में देरी के चलते यात्रियों को और इंतजार करना पड़ेगा। जिससे अब सितंबर माह के बाद ही यात्री ट्रेन का सफर करके कटड़ा पहुंच पाएंगे। इसके पीछे कारण रामबन फायरिंग आया है। इस फायरिंग के बाद सैकड़ों बाहरी मजदूर काम को छोड़कर वापस घरों को चले गए। जोकि अभी तक वापस नहीं आए है। ऐसे में काम उस गति से नहीं हो रहा है। जिस गति से पहले चल रहा था। हालांकि अधिकारियों का खुद से कहना है कि सितंबर माह तक काम पूरा हो जाएगा। लेकिन जिस हिसाब से काम में देरी लग रही है। उससे साफ लग रहा है कि अक्टूबर से पहले काम पूरा नहीं होगा। जानकारी के अनुसार कश्मीर रेल प्रोजेक्ट का हिस्सा उधमपुर-कटड़ा लाइन में सैकड़ों मजदूर काम में लगे थे। जिसमें ज्यादातर गिनती बाहरी राज्यों के मजदूरों की थी। जिसमें बिहार, झारखंड, वेस्ट बंगाल तथा अन्य राज्यों के मजदूर शामिल थे। इसके अलावा स्थानीय मजदूरों की भी गिनती थी। लेकिन रामबन फायरिंग के बाद इलाके में इतने हालात खराब हो गए।कि मजदूर काम कोस छोड़कर घरों को चले गए। बाहरी मजदूरों के अलावा कश्मीर से जुड़े मजदूर भी चले गए। घटना के इतने दिन बीत जाने के बाद भी मजदूरों की काफी बड़ी गिनती वापस नहीं आई है। जिसके बाद काम के लिए नये मजदूरों को रखा गया है। लेकिन इससे काम उस गति से नहीं हो रहा है। क्योंकि एक तो मजदूर पूरे नहीं हो रहे है। दूसरा नये मजदूरों के भी काम पर लगने से दूरी से काम हो रहा है। रेलवे के सूत्रों का साफ तौर पर कहना है कि रामबन फायरिंग से उनके काम पर बहुत असर पड़ा है। इसकी एक रिपोर्ट रेल मंत्रालय को भी भेजी गई है। जिसमें साफ तौर पर स्पष्ट किया गया है कि काम में देरी हो रही है।
हालांकि काम के लिए हर रोज नये मजदूरों को लाया जाता है। लेकिन फिर भी उतनी गिनती पूरी नहीं हो रही है। जितने फायरिंग की घटना के बाद काम को लगे हुए थे। इस परेशानी के चलते लोगों को ट्रेन के माध्यम से कटड़ा पहुंचने में अभी और इंतजार करना पड़ेगा।
इस बारे में पूछे जाने पर प्रोजेक्ट पर काम कर रहे रेलवे कंस्ट्रक्शन विंग के सीओ डीडी गर्ग ने माना कि रामबन की घटना के बाद काफी मजदूर घरों को लौट गए है। जोकि अभी तक वापस नहीं आए है। उन्होंने कहा कि काम में देरी लगेगी। लेकिन हमारी तरफ से पूरा प्रयास चल रहा है। उनका कहना था कि सितंबर के अंत तक काम को पूरा कर लिया जा सकता है।

जोधपुर से जयपुर के लिए नई इंटरसिटी ट्रेन 15 अगस्त के दिन चल सकती है। रेल बजट में घोषित इस ट्रेन के लिए रेलवे ने तैयारियां शुरू कर दी हैं। रेलवे फिलहाल इसे होली-डे स्पेशल के रूप में शुरू करेगा। इसको लेकर बुधवार को जयपुर स्थित रेलवे मुख्यालय में बैठक भी हुई। यह ट्रेन कुचामन स्टेशन पर भी रुकेगी।
रणथंभौर इंटरसिटी को पहले सवाई माधोपुर फिर इंदौर तक बढ़ाने के बाद जोधपुर व जयपुर के बीच कनेक्टिविटी बढ़ाने के लिए नई इंटरसिटी ट्रेन की मांग इस साल के रेल बजट में पूरी हो गई थी। बीते कई दिनों से जोधपुर मंडल व जयपुर स्थित उत्तर-पश्चिम रेलवे मुख्यालय के बीच इस ट्रेन के संचालन को लेकर पत्र व्यवहार किया जा रहा था। मुख्यालय में बुधवार को आला अफसरों की बैठक मेंभी इसको चलाने पर बात हुई। उम्मीद है कि स्वतंत्रता दिवस के दिन जोधपुर से इसे होली-डे स्पेशल के रूप में चलाया जाएगा।
जोधपुर-जयपुर सुपरफास्ट इंटरसिटी जोधपुर से शाम 6 बजे रवाना होकर रात 10:40 बजे जयपुर पहुंचेगी। वापसी में जयपुर से सुबह 6 बजे रवाना होकर सुबह 10:30 बजे जोधपुर आया करेगी।
जयपुर के लिए इंटरसिटी चलाने के साथ बजट में घोषित जोधपुर-भीलड़ी पैसेंजर ट्रेन को भी शुरू किया जा सकता है। डीएमयू शुरू करने पर पैसेंजर ट्रेन का रैक उपलब्ध हो जाएगा। यह होली-डे स्पेशल के रूप में ((गाड़ी संख्या 04853)) जोधपुर से रात 9 बजे रवाना होकर अगले दिन सुबह 5 बजे भीलड़ी पहुंचेगी। वापसी में गाड़ी संख्या 04854 भीलड़ी से सुबह 6 बजे रवाना होकर दोपहर 1 बजे जोधपुर आएगी।

New Delhi: Rail traffic between Jammu and Udhampur continued to remain affected on Wednesday after a portion of a tunnel was damaged due to falling boulders and garbage, with Railways seeking state government's help to stop recurrence of such incident. The mishap, yesterday, also led to the damage of tracks between Ramnagar and Manwal near Udhampur, forcing cancellation of services. Traffic is expected to resume tomorrow. Trackman Arvind Kumar Pandey, who was deployed for patrolling of the tunnel, noticed the falling garbage and boulders over the tunnel and immediately alerted driver of a passenger train coming from Udhampur towards Jammu Tawi. "The track was disturbed due to sudden breakage of road above and about 1,200 cubic metre of garbage which was dumped near the road above," said a Northern Railway release today. Officials said the landslide occurred due to continuous seepage and obstruction to flow of water by the dumped garbage along the road-side. About 20-metre of the tunnel was damaged.

Traffic has remained affected since 7.30 am yesterday following the incident and senior railway officers including principal chief engineer of Northern Railway and divisional railway manager of Firozepur are personally monitoring the restoration work, the statement said.

Officials said the road running above is also not safe for traffic and more garbage is expected to come down unless it is not cleared immediately.

They said deputy commissioner of Udhampuar has been requested by Northern Railway administration to take immediate action for stopping the dumping of garbage and removal of already dumped garbage to avoid recurrence of incident.

CHANDIGARH: The Punjab Government has approved the construction of three new Railway Over Bridges (ROBs) that would start in the month of October this year.
Disclosing this here today Mr. Sharanjit Singh Dhillon, Minister for Public Works Department said that these ROBs would be constructed with the cost of 94.18 crore. He said these ROBs would be built in Malwa region of the state in Malerkotla on Raikot Road, Gobindgarh and Northern Bypass Patiala.
Mr. Dhillon said that all these three ROBs are expected to be completed within 18 months. He added that construction work of Kapurthala ROB is in progress with estimated cost of RS 34 Crore and target has been fixed to complete this project by December, 2014.
He further said that ROBs on Gurney, Khanna on Khanna-Lalheri Raod, Mukerian, Chhajli on Sunam Lehra and Sahnewal is at full swing and more than 80% work is complete. These two ROBs are being constructed with the estimated cost Rs. 111.80 crore. He said that all these five ROBs are expected to be completed within 6-8 months.
The Minister said that the state Government is committed to provide better infrastructure and road connectivity for the development of the state. He said that the SAD-BJP Government strengthened the state road infrastructure by constructing 33 Railway Over/Under Bridges with the cost of   Rs. 564.95 crore during its previous tenure.
