मोबाइल एसएमएस के माध्‍यम से आरक्षण

रेल मंत्रालय में राज्‍य मंत्री श्री अधीर रंजन चौधरी ने लोकसभा में प्रश्‍न के लिखित उत्‍तर में बताया कि 01 जुलाई, 2013 से आईआरसीटीसी द्वारा मोबाइल फोन आधारित गैर-इंटरनेट के माध्‍यम से टिकट बुक करने की पॉयलट परियोजना शुरू की गई है। इस योजना की मुख्‍य विशेषताएं निम्‍नानुसार हैं :-

• इसमें किसी भी स्‍तर पर अर्थात् बुकिग, भुगतान, टिकट रद्द आदि करते समय इंटरनेट की आवश्‍यकता नहीं है।

• उपयोगकर्ता तुरंत टिकट का ब्‍यौरा लघु संदेश सेवा (एसएमएस) के जरिए पा सकते हैं।

• यात्रा के लिए एसएमएस के सा‍थ-साथ मूल फोटो पहचान पत्र का इस्‍तेमाल किया जा सकता है, टिकट के प्रिंटआउट की आवश्‍यकता नहीं है।

एसएमएस के माध्‍यम से गैर-इंटरनेट आधारित मोबाइल फोन के जरिए टिकटों की बुकिंग को लोकप्रिय बनाने के लिए निम्‍नलिखित कदम उठाए गए हैं :

• प्रमुख अखबारों में प्रकाशन।

• एमएमएस बुकिंग के बारे में ब्रोशरों का वितरण।

• आईआरसीटीसी के सभी रजिस्‍टर्ड उपयोगकर्ताओं को ई-मेल के जरिए इस योजना का विवरण भेजना।

• आईआरसीटीसी की वेबसाइट पर संदेश का प्रदर्शन।

रेल मंत्रालय में राज्‍य मंत्री श्री अधीर रंजन चौधरी ने लोकसभा में प्रश्‍न के लिखित उत्‍तर में बताया कि भारतीय रेलों के स्‍टेशनों पर एसटीडी/आईएसडी/पीसीओ बूथों के 25 प्रतिशत पहले से ही विकलांग व्‍यक्तियों के लिए आरक्षित हैं। प्रेस में अधिसूचना जारी करने के बाद पारदर्शी खुली निविदा/स्‍क्रीनिंग समिति प्रक्रिया के माध्‍यम से स्‍टेशनों पर एसटीडी/पीसीओ बूथों का आबंटन किया जाता है। प्रेस अधिसूचनाओं के प्रत्‍युत्‍तर में प्राप्‍त आवेदनों पर तदनुसार निर्णय लिए जाते हैं। उन्‍होंने यह भी बताया कि एसटीडी/पीसीओ बूथों की व्‍यवहारिता को बढ़ाने के उद्देश्‍य से मौजूदा एसटीडी/पीसीओ बूथ धारकों को अनुमति दी गई है कि वे प्रत्‍येक अतिरिक्‍त मद के लिए अतिरिक्‍त प्‍लैट लाइसेंस शुल्‍क का भुगतान करके अपने बूथों पर मोबाइल फोन रिचार्ज कूपनों, नए सिम कार्डो (नए कनेक्‍शनों) मोबाइल फोनों और संबंधित सहायक सामग्री की बिक्री कर सकते है।

रेल राज्य मंत्री श्री अधीर रंजन चौधरी ने आज लोकसभा में एक प्रश्न के लिखित उत्तर में बताया कि पायलट आधार पर 'गो-इंडिया' स्मार्ट कार्ड की शुरूआत की घोषणा रेल बजट 2011-12 में की गई थी और 'गो-इंडिया' परियोजना (चरण-1) का कार्य जून, 2013 में स्वीकृत किया गया है। गो-इंडिया स्मार्ट कार्ड परियोजना की नियम-पद्धतियों को वित्तीय वर्ष 2013-14 में पायलट आधार पर दिल्ली-मुबंई और दिल्ली-हावड़ा खंडों पर क्रियान्वयन के लिए अंतिम रूप दिया गया है।

CHENNAI: More than 16 trains, including express trains, will be delayed by more than an hour from Saturday since the Southern Railways will be carrying out yard remodelling work as part of gauge conversion between Pollachi and Podanur.
The trains that will be delayed at different spells from August 10 to 26 are: No 16107 Chennai Egmore-Mangalore Central express will be detained for 60 minutes at Coimbatore on August 11, 12, 13, 14, 15, 17, 18, 19 and 26 while No 16318 Jammutawi-Kanniyakumari Express will be regulated for 105 minutes at Coimbatore on August 15. No 12678 Ernakulam Junction-Bangalore Express will be regulated for 45 minutes at Madukkarai, No 13352 Alleppey-Dhanbad-Alleppey Express will be regulated for 75 minutes at Madukkarai, No 13351 Dhanbad-Alleppey-Dhanbad Express will be regulated for 60 minutes at Coimbatore, No 16107 Chennai Egmore-Mangalore Central Express will be regulated for 120 minutes at Coimbatore and train No 12660 Shalimar-Nagercoil Express will be regulated for 90 minutes at Coimbatore on August 16.

Even as the railway officials convinced the local people that all the facilities being provided to passengers at Vadamadurai railway station would continue, a section of the general public and the members of the Chamber of Commerce still expressed concern. But for many, the railway’s assurance came as a relief.

Divisional Railway Manager A.K.Rastogi, in a statement issued on Wednesday, assured that there would not be any change in passenger amenities, platforms, booking of tickets and stoppages of trains at Vadamadurai station.

The Hindu had carried a report on Wednesday that the shops downed shutters and autorickshaws stayed off the roads following a proposed move by the railways to close down the station.

The Divisional Railway Manager said as part of doubling of track, modern signalling equipment were being installed in the Tiruchi-Dindigul section, and an intermediate block signal system would be installed at Vadamadurai. Booking clerks would be available at the station. Similarly, the existing passenger facilities at Chettiapatti would also continue, he added.

Vadamadurai Chamber of Commerce president S.Thiagarajan said calculating the distance between stations while doubling the tracks had shattered the hopes of the residents.

“We do not think that continuance of booking staff and other facilities would ensure a long life to Vadamadurai station. At this juncture, we cannot predict whether the assurance is a permanent relief or a temporary joy,” he said.

“If they (Southern Railway officials) were really interested in continuing the operations at Vadamadurai station, we all will welcome it, because this station has been serving the people for more than 100 years,” he added.

However, regular rail commuters, particularly college students, heaved a sigh of relief over the announcement by the railway authorities.

CHANDIGARH: The Punjab Government has approved the construction of three new Railway Over Bridges (ROBs) that would start in the month of October this year.
Disclosing this here today Mr. Sharanjit Singh Dhillon, Minister for Public Works Department said that these ROBs would be constructed with the cost of 94.18 crore. He said these ROBs would be built in Malwa region of the state in Malerkotla on Raikot Road, Gobindgarh and Northern Bypass Patiala.
Mr. Dhillon said that all these three ROBs are expected to be completed within 18 months. He added that construction work of Kapurthala ROB is in progress with estimated cost of RS 34 Crore and target has been fixed to complete this project by December, 2014.
He further said that ROBs on Gurney, Khanna on Khanna-Lalheri Raod, Mukerian, Chhajli on Sunam Lehra and Sahnewal is at full swing and more than 80% work is complete. These two ROBs are being constructed with the estimated cost Rs. 111.80 crore. He said that all these five ROBs are expected to be completed within 6-8 months.
The Minister said that the state Government is committed to provide better infrastructure and road connectivity for the development of the state. He said that the SAD-BJP Government strengthened the state road infrastructure by constructing 33 Railway Over/Under Bridges with the cost of   Rs. 564.95 crore during its previous tenure. 

पलपल इंडिया ब्यूरो, मुंबई.  हॉकर से गैर कानूनी तरीके से पैसा लेने के आरोप में मध्य रेलवे आरपीएफ ने दो सहायक उपनिरीक्षकों को डिसमिस कर दिया. डिसमिस किए गए दोनों सहायक उपनिरीक्षक (एन.जी. राणे और आर. एस. खर्डे) कल्याण में तैनात थे. दोनों पर अवैध हॉकर से गैर कानूनी तरीके से पैसा लेने का आरोप लगाया गया था, जिसकी छानबीन के बाद दोनों को डिसमिस करने का निर्णय लिया गया.

सूत्रों की मानें तो खर्डे और राणे ने एक हॉकर से 500 रुपए लेकर उसे जमानत पर रिहा कर दिया था. कोर्ट में पेशी के दौरान उस हॉकर ने मजिस्ट्रेट से पैसे लेने की बात कही, उसके बाद मजिस्ट्रेट ने संबंधित विभाग को इस मामले की जांच कराने का निर्देश दिया. जांच में पैसे लेने का आरोप सही पाया गया, जिसके बाद दोनों को सेवा से डिसमिस कर दिया गया.

Hyderabad: Andhra Pradesh Director General of Police (DGP) V Dinesh Reddy on Thursday warned Samaikyandhra agitators of stringent action if they go ahead with their proposed rail roko agitation in Seemandhra regions. "For the impending rail roko we have appealed to them (protesters) in view of the Supreme Court direction (and on the likely misery that will cause to the travelling public) to withdraw from their move," Reddy said in Hyderabad. "We are fully prepared to tackle the rail roko. Lot of forces (from within the state) and central paramilitary forces have already been deployed and we are in full control of the situation. We will also keep vigil by aerial survey," he said warning of initiating stern measures against those indulging in squatting on tracks and rail roko and resorting to violence. Referring to the ongoing protests by united Andhra Pradesh supporters in Rayalaseema and coastal Andhra districts, which entered ninth day on Thursday, the DGP said, "In AP, the law and order situation is well under control. The police is in total grip of the situation. No need for any worry at any point of time and there isn't any marked violence."

Samaikyandhra agitators have announced that they will go ahead with their proposed agitation for a united Andhra Pradesh. The AP police chief further said no permission has been granted to anyone to hold rallies in Hyderabad city and also warned of stern action against the AP non-gazetted officers (APNGOs), if they picket government offices. "I have appealed to everyone that as long as the protests are within the walls of democratic norms we have no objection. We have appealed to them not to take law into their hands. Once if law is taken into hands and if there is any violence, it is the primary duty and responsibility of police to protect the rights of the individuals," Reddy added. Those who are agitating have the right in a democratic way but those rights will not go to the extent of infringing the rights of others. We will take very serious view of such acts, he said. Replying to a query on reported threats to the people of non-Telangana regions staying in Hyderabad, the DGP said, "We assure their safety. The police is ever vigilant." To a question on the visit of Gujarat Chief Minister Narendra Modi to the city on August 11, Reddy said, "The fact is that we have not made any statement on banning his visit...so he is welcome and we are making all arrangements (for his visit)." Modi is scheduled to address a meeting here on August 11.

टिटवाळा ते खडवली दरम्यान गुरवली स्टेशन निर्माण करण्याच्या दृष्टीने रेल्वेच्या वाणिज्य विभागाच्या मुख्य अधिकाऱ्यांनी पाहणी केली असता या भागातून रेल्वेला अपेक्षित उत्पन्न मिळू शकेल, त्यामुळे येथे रेल्वे स्टेशन होण्यास हरकत नाही असा अभिप्राय त्यांनी नोंदवला आहे. त्यामुळे गुरवली स्थानकच्या निर्मितीची मागणी प्रत्यक्षात येण्याची आशा निर्माण झाली आहे.

कल्याण ते खडवली दरम्यानचे अंतर ८ किमी असून, या परिसरात ३३ गावे आणि पाडे आहेत. या भागाची लोकसंख्या १ लाख ४० हजार ८४८ इतकी असून, या नागरिकांना रेल्वे स्थानकापर्यंत जाण्यासाठी बराच रिक्षाप्रवास करावा लागतो. रिक्षा चालकांकडून अडवणूक होत असल्यामुळे प्रवासी धोका पत्करून चालत येतात. काळू आणि उल्हास नदीच्या पुलावर पाणी भरल्यास यापैकी अनेक गावांचा संपर्क तुटतो.

रेल्वेने प्रवास करणाऱ्यांमध्ये महाविद्यालयीन तरुण तरुणींचे प्रमाण मोठे आहे. तिसा धरण आणि टिटवाळा मंदिर परिसराकडे जाणाऱ्या भक्त आणि पर्यटकांची संख्याही दिवसेंदिवस वाढत आहे. यामुळे टिटवाळा रेल्वे स्टेशनपासून ४ किमी अंतरावरील गुरवली येथे रेल्वे स्टेशन व्हावे यासाठी स्थानिक आणि रेल्वे प्रवासी संघटना पाठपुरावा करीत आहेत. तब्बल ५७ वर्षे पाठपुरावा केल्यानंतरही रेल्वेकडून त्यांना हुलकावणीच मिळत आहे. यानंतर मागणी झालेली शेलू, नाहूर आणि कोपर स्थानके रेल्वेने प्रत्यक्षात आणली. बुधवारी रेल्वेच्या वरिष्ठ प्रबंधकाच्या आदेशानुसार वाणिज्य विभागाचे अधिकारी भानुदास तपस्वी यांनी गुरवली येथील गेट नं. ३ च्या जागेची पाहणी केली.

नव्या रेल्वे स्थानकातून दरमहा ६० हजार ते १ लाख रुपयांपर्यंतचे उत्पन्न मिळू शकेल असा अहवाल वाणिज्य विभागाकडून मिळाल्यानंतरच रेल्वे प्रशासनाकडून नव्या रेल्वे स्थानकास परवानगी दिली जाते. आजूबाजूच्या परिसरातील नागरी वस्ती पाहता आणि रेल्वेने प्रवास करणाऱ्या प्रवाशांची संख्या पाहता याठिकाणी रेल्वे स्टेशन झाल्यास रेल्वेला अपेक्षित उत्पन्न मिळू शकेल. यामुळे या स्थानकास परवानगी देण्यास हरकत नसल्याचे तपस्वी यांनी सांगितले.

मात्र आता रेल्वे प्रशासनाने हे स्थानक व्हावे यासाठी तातडीने कारवाई करावी अशी मागणी उपनगरीय रेल्वे प्रवासी संघटनेचे जनसंपर्क अधिकारी नंदकुमार देशमुख आणि कल्याण कसारा रेल्वे प्रवासी संघटनेचे अध्यक्ष राजेश घनघाव यांनी केली आहे.
