The pilot project of deployment of doctors in Duronto trains has not been found to be very useful for passengers due to technical constraints faced by medics deployed on trains, Lok Sabha was told on Thursday.

“In view of this it has been decided to discontinue deployment of doctors and para-medical staff in Duronto trains having a run of less than six hours,” Minister of State for Railways Adhir Ranjan Chowdhury said in a written answer.

However, it has been decided by railways to deploy a para-medic trained in Emergency Medical Response with all essential life saving medicines and equipment in place of a doctor in Duronto trains having a run of more than six hours.

All long distance passenger carrying trains are provided with First Aid Boxes containing essential drugs and dressing materials. In addition, augmented First Aid Boxes with wide range of medicines and disposable medical material have been provided with the train superintendents of Rajdhani and Shatabdi Express trains and guards of other nominated trains.

The frontline staff deployed on trains is trained in rendering First Aid. Services of doctors travelling as passengers are utilised to attend to passengers who are in need of urgent medical assistance.

Trains can also make unscheduled halts, if necessary, at the stations en-route in emergencies. The Station Masters have details of doctors, clinics and hospitals both government and private, in the vicinity of the station, so that their services could also be availed in emergencies.

ALLAHABAD: The railway administration had decided to fix quota in the selection of Jan Sadharan Ticket Booking Sewak (JTBS) operators. Under the scheme, the selected persons are empowered to issue general tickets to the passengers at major locations in the city. Director (passenger marketing), Railway Board, Monica Agnihotri had written letters to all the chief commercial managers of the zonal railways in this regard. There would be 49.5% reservation of the total number of JTBSs on the divisional basis. Of this, 12% has been reserved for people belonging to Scheduled Caste, 8% for Scheduled Tribes, 20% for persons belonging to other backward classes (OBCs) while 9.5% has been reserved for person belonging to the minorities communities. The minorities would include Muslims, Sikhs, Christians, Buddhists and Zoroastrians (Parsis).

Apart from this, 10% reservation for the disabled persons would be applicable in the general category also.

The JTBS operators are allowed to issue season tickets. Each season ticket is to be treated as a single ticket/single passenger for the purpose of levy of service charge. Service charges to be realized by JTBS is Re 1 per passenger. Bank guarantee had been reduced to Rs 20,000 from Rs 40,000 and security deposit has been reduced to Rs 5,000 from existing Rs 15,000. JTBS operators are also permitted to operate one additional counter provided the sale of tickets is more than 800 per day on each counter for a period of one month. They may be allowed to shift from the original location to a new location at own cost with a view to increase sale of tickets.

The tenure of contract is enhanced to three years, renewable by a tenure of three years, subject to satisfactory performance. and the operators abide by terms and conditions prevailing at the time of renewal.

The railway ministry had introduced this scheme in 2008 with a view to appoint JSTB Sewaks in various parts of cities for issue of unreserved tickets through Computerized Unreserved Ticketing System (UTS).

JAMSHEDPUR: The construction of the bridge under the railway line near the Tata Pigment Company in Jugsalai is set to see the light of the day after several delays.The project was initially scheduled to be commissioned in November 2012, but owing to unspecified delay attributed to the divisional office, the construction work is set to start in September 2013.The engineering department officials of Tatanagar railway section along with the contractor of the firm entrusted with the responsibility of building the bridge visited the site on Wednesday to study the ground realities ahead of commissioning of the work. The three-member panel led by AEN Tatanagar R P Meena did a recce of the site near the existing underbridge on the directive of the Chakradharpur divisional office of South Eastern Railway zone.The estimated expenditure of the construction work is Rs 5.7 crore and it is set to be completed in three months. An official of the Tatanagar railway section said, "If things go according to plan, the new bridge will be built by 2014."

More than 2.5 lakh residents of Jugsalai, Baghbera, Pursudih and other areas in the periphery of the Steel City have been facing a lot of trouble in going over to Bistupur, barely a few kilometers away, owing to the absence of a proper bridge.

"The underbridge will lessen the need for using level crossing and will certainly help us in preventing fatal accidents, which had risen over the years," said Jugsalai resident Manjit Singh, one of the campaigners for the early commencement of construction of the bridge.

The State is likely to face several challenges in setting up a suburban corridor and commencing suburban rail services on the Thiruvananthapuram-Chengannur-Harippad sections as suggested by the Railways for hassle-free travel by short-distance commuters. The biggest challenge will be the huge cost to be incurred by the State for suburban trains as the Railways wants the project as a joint venture with the State. A special purpose vehicle had also been mooted.Railway sources said this had been recommended in view of the huge throw-forward of ongoing projects and limited availability of resources and hence the State would have to share cost of the suburban project.The Planning Commission has decided that the project proposals to be taken up on socio-economic considerations by the Ministry of Railways have to be supported by the State government by providing land free of cost and 50 per cent of the cost of construction, it has been pointed out.

Going by the announcement by Chief Minister Oommen Chandy that suburban corridor was cheap compared to the north-south high-speed rail corridor. The cost would be Rs. 20 a km, and Rs. 4,800 crore for the 240-km stretch from Thiruvananthapuram to Haripad and Chengannur.

The entire 240-km stretch will have to be track circuited and it would cost minimum of Rs.3.5 crore per km to introduce automatic signalling system by replacing the absolute signalling system.

In addition, the cars for suburban trains, strengthening of the track for withstanding the heavy suburban rakes, and raising of the platform at the stations have to be taken up and this will need huge funds. “The argument that suburban trains can run on the existing track and platform height is wrong. A dedicated third line is needed for it,” said a Railway official. Railway sources said the State would have to find 50 per cent of the project cost that will touch Rs.10,000 crore as per the current estimates.

The move is to reduce stops of long-distance mail and express and superfast trains on the Thiruvananthapuram-Shoranur stretch to six and to run suburban trains during the gap in between by introducing the automatic signalling system. Restricting stoppages for superfast trains on the Thiruvananthapuram-Shoranur stretch, the boundary of the Thiruvanthapuram railway division, and running them at permissible speed can save one hour running time for these trains.

इलाहाबाद (ब्यूरो)। वीआईपी ट्रेनों में शुमार राजधानी एक्सप्रेस अगले दो साल में 21 कोचों के साथ फर्राटे लगा सकती है। इससे यात्रियों को राजधानी एक्सप्रेस जैसी ट्रेनों में बर्थ के लिए तरसना नहीं पड़ेगा। रेलवे बोर्ड राजधानी एक्सप्रेस में कोचों को बढ़ाने की योजना पर अमल शुरू कर चुका है। पटना राजधानी एक्सप्रेस को 21 कोचों के साथ चलाना शुरू किया जा चुका है। सियालदह राजधानी भी जल्द ही 20 कोचों के साथ दौड़ने लगेगी। यात्रियों के लिए राहत की बात यह है कि राजधानी में नए जोड़े जा रहे कोचों में ज्यादातर एसी-3 श्रेणी के हैं। प्रतीक्षा सूची से दिखने वाली मांग और कोचों की उपलब्धता के आधार पर दूसरे राज्यों के लिए चलने वाली राजधानी में भी कोचों की संख्या बढ़ाई जाएगी। दो साल पहले तक राजधानी एक्सप्रेस में कोचों की संख्या बढ़ाना नामुमकिन था। तब, राजधानी में 14 से 16 कोच ही जुड़ते रहे हैं। बताते हैं कि आरडीएसओ ने राजधानी एक्सप्रेस में कोचों की संख्या बढ़ाने पर शोध किया। इलेक्ट्रिकल सुधार करने को कहा था। शोध संगठन की गाइड लाइन के आधार पर आगे बढ़ा रेलवे बोर्ड सालभर में अधिकतर राजधानी एक्सप्रेस में कोचों की संख्या बढ़ाकर 18 कर चुका है। अब इसे 21 कोचों तक पहुंचाने की योजना पर काम चल रहा है। रेलवे अफसर बताते हैं कि राजधानी एक्सप्रेस के लिए नए एलएचबी कोचों की उपलब्धता ने इस कार्य को आसान बना दिया है। सूत्र बताते हैं कि निकट भविष्य में राजधानी एक्सप्रेस से जेनरेटर कोच हट सकते हैं। आरडीएसओ ने इसके भी तरीके बताए हैं। इनकी जगह यात्री कोच ले लेंगे। इससे सभी राजधानी में दो-दो अतिरिक्त कोच जोड़ने में मदद मिलेगी। रेलवे बोर्ड के एडीजी जनसंपर्क अनिल सक्सेना बताते हैं कि पटना राजधानी में 21 कोच और दिल्ली-मुंबई राजधानी 20 कोचों के साथ चलाई जा रही है। दिल्ली-सियालदह राजधानी भी जल्द ही 20 कोचों के साथ चलने लगेगी। कोचों की उपलब्धता होने पर दूसरी राजधानी एक्सप्रेस की भी लंबाई बढ़ाई जाएगी। अतिरिक्त कोच स्थाई तौर पर जोड़े जा रहे हैं। फिलहाल, राजधानी में कोचों की संख्या बढ़ाने का फायदा यात्रियों के साथ-साथ रेलवे को भी मिलने लगा है। बिना नई ट्रेन दौड़ाए अतिरिक्त कोचों से रेलवे को प्रति ट्रिप एक से तीन लाख रुपये की ज्यादा कमाई हो रही है।

HYDERABAD: Footage from a closed circuit television (CCTV) camera at the Secunderabad railway station helped police nab a woman who abducted a newborn baby from the Gandhi Hospital on Sunday. Within hours, the woman and her associate were arrested at the Tenali railway station and the baby boy was rescued.

Mary, 35, of Palakollu in West Godavari district, abducted a baby boy born to a couple, Sumitra and Manohar, at around 6.30 am. Natives of Kadapa, Manohar and his wife have been staying at Borabanda since the past few years and works as a private security guard in a local company.
Sumitra was admitted to Gandhi Hospital on Saturday morning and gave birth to a boy in the afternoon. Since the couple does not have relatives in the city, Sumitra did not have any female attendants with her at the hospital. After the delivery, Sumitra and the baby were shifted to the 'Delivery Ward' where men are not allowed. It was then that Mary approached Manohar saying she was an 'aaya' whose relative was admitted at the hospital and offered to help the couple.

She gained their confidence by taking care of the baby and the mother.

At 6.30 am on Sunday, Mary told Sumitra that Manohar wanted to see the boy. Believing her, Sumitra handed over the baby. But when Mary did not return even after 30 minutes, Sumitra grew restless and sent a message to her husband. Realising the turn of events,

Manohar searched Mary for more than an hour on the hospital premises before approaching the Chilakalguda police.

Based on the preliminary information, Chilakalguda police immediately dispatched five special teams to all railway and bus stations in the city. While examining the CCTV footage at the Secunderabad railway station, police officials identified a woman wearing a brown sari and carrying a baby wrapped in a green towel boarding the Janmabhoomi Express. With Manohar identifying the suspect, all railway and law and order police units on the train's route were alerted.

The train was approaching Tenali station when the alert was sent at 1.30 pm. The III Town police station cops scoured all the bogies once the train stopped and found Mary with the baby accompanied by one Naveen.

The duo was taken into custody and the baby was shifted to a local multi-specialty hospital for treatment as he was running a temperature. A special team was dispatched to Tenali to bring the culprits to the city.

The newborn would be brought to the city after his fever subsides.

Meanwhile in Tenali, Mary told the police that she had abducted the boy on the directions of Naveen. Chilakalguda police said the accused wanted to sell the boy, but added that the details would be known after a thorough interrogation. Based on a complaint lodged by Manohar, Chilakalguda police have registered a case under sections 363 (Kidnapping), 420 (Cheating) and 448 (Trespass) of the Indian Penal Code (IPC).
