NEW DELHI: CBI hasn't chargesheeted former Cabinet minister Pawan Bansal in the alleged Rs 10 crore cash-for-post railway bribery scam, with sources in the agency saying that the investigation into his alleged role in the politically sensitive case was still underway.

The agency filed the chargesheeet in the Special CBI Court on Tuesday while meeting the 60-day timeline, whose breach which would have resulted in the arrested accused, including Bansal's nephew Vijay Singhla and suspended Railway Board member, being automatically released on bail.

Sources in the agency said that the probe into any role that Bansal might have played in the bribery scandal was still on, but acknowledged that the investigators were yet to find evidence that the former minister was in league with his nephew Singla who has been charged with demanding Rs 10 crore from Kumar for fixing his appointment as Member (Electrical) in the Board.

Bansal, who quit after the scam broke out and has been extensively questioned by the agency, maintains that Singla was acting independently and had bluffed Kumar into believing that he could arrange his posting as Member (Electrical).

There were doubts whether the CBI would be able to file the chargesheet within the stipulated two-month period because the agency has not received the sanction it needs from the railway ministry for Kumar's prosecution.

It filed the document after Special CBI Judge Swarna Kanta Sharma took the view that it could do so even in the absence of the sanction from the ministry. The Judge took the view that the issue of sanction would come into play at the time court took cognizance of the chargesheet. CBI is hopeful of getting the sanction anytime now.

The Special CBI Judge is likely to take up the case for consideration on Wednesday.

Besides Singla and Kumar, CBI has accused eight others for their involvement in the scam. They include railway contractors Sandeep Goyal and Narayan Rao Manjunath, who tried to arrange the bribe Singla has demanded in the hope that Kumar's appointment as Member (Electrical) would boost their business with railways. Two of Manjunath's aides — Murli and Venugopal — who did not feature in the FIR, are also named in the chargesheet.

Others who have been chargesheeted are middlemen Sushil Daga, Ajay Garg and Rahul Yadav.

The agency, however, has let off courier boys — Vivek Kumar and Dharmendra Kumar — who delivered the money to Singla. The investigators were satisfied with their explanation that they, being paid employees, were merely carrying out the task assigned to them by their employer, and had no idea of the bribery conspiracy.

CBI sources said they have been able to corroborate all the allegations levelled in the FIR registered by them and got enough evidence which points to the involvement of Kumar, Singla and other accused in the case.

In its FIR, CBI has alleged middleman Sandeep Goyal had promised Kumar to arrange the plum post of Member (Electrical) in the Railway Board in return for promised Rs 10 crore, the sources said. They said Goyal, who was in touch with Singla and another middleman Ajay Garg, was trying hard to get the post of Member (Electrical) for Kumar as several lucrative projects were in the pipeline.

In the meanwhile, Kumar was appointed as Member (Staff) in the Board which is not seen a coveted posting in railway power circles, they said. Following his appointment, Kumar allegedly approached Goyal for managing additional charge of General Manager, Western Railway and Signal and Telecommunication till he is appointed as Member (Electrical). For this arrangement, Goyal demanded Rs 2 crore as immediate payment.

CBI had alleged Kumar had approached Managing Director of Bangalore-based G G Tronics India Pvt Ltd Narayan Rao Manjunath and other businessmen and industrialists dealing with the railway work for making payment in return for the promised favours from him, the sources said.

Manjunath could only arrange Rs 90 lakh of the promised Rs 2 crore, which he passed on to Goyal and Singla through conduits arranged by his Delhi-based confidante.

नई दिल्‍ली। रेलवे घूसकांड में सीबीआई ने मंगलवार को पटियाला हाउस अदालत में आरोप पत्र दा‍यर कर दिया है। चार्जशीट में दस लोगों को बतौर आरोपी शामिल गया है। इनमें रेलवे बोर्ड सदस्‍य महेश कुमार, रेल मंत्री पवन बंसल के भांजे विजय सिंघला और अजय गर्ग समेत कई लोगों का नाम शामिल है।

सूत्रों से मिली जानकारी के अनुसार इस आरोप-पत्र में पूर्व रेल मंत्री पवन बंसल का नाम शामिल नहीं है। इस मामले के कारण  ही पवन बंसल को रेल मंत्री के पद से हटाया गया। इसके अलावा उनके पूर्व निजी सचिव राहुल भंडारी का नाम भी आरोप पत्र में नहीं है। इससे साफ है कि सीबीआई ने इस केस में दोनों को क्‍लीन चिट दी है।

विशेष न्‍यायाधीश (सीबीआई्र) स्‍वर्ण कांता शर्मा की अदालत में दाखिल आरोप-पत्र में दस लोगों को आरोपी बनाया गया है। इसके अलावा संदीप गोयल, अजय गर्ग, मंजूनाथ, पीवी मुरली, राहुल यादव,समीर संधीर, सुशील डागर और वेणुगोपाल के खिलाफ भी चार्जशीट दायर की गई है। सीबीआई सूत्रों के अनुसार, रिश्‍वत की रकम लेकर सिंघला के पास गए कुरियर ब्‍वॉय विवेक और धर्मेंद का नाम आरोप

राष्ट्रीय जांच एजेंसी (एनआइए) और आयकर विभाग की संयुक्त छापेमारी में मुंबई सेंट्रल रेलवे स्टेशन से सौ से ज्यादा बैगों से करीब 250 करोड़ रुपये की नकदी, हीरे और जेवरात बरामद किए गए हैं। इन बैगों को गुजरात के विभिन्न शहरों में भेजा जाना था। भारत में यह नकदी और जेवरात की अब तक की सबसे बड़ी बरामदगी बताई जा रही है।
एनआइए को करीब एक सप्ताह पहले सूचना मिली थी कि बड़ी मात्रा में नकली नोट मुंबई से गुजरात भेजे जाने हैं। इसी सूचना के आधार पर एनआइए और आयकर विभाग के अधिकारियों ने सोमवार रात मुंबई सेंट्रल परिसर में खड़े चार वाहनों में लदे 102 बैग जब्त किए। आयकर विभाग के अधिकारियों के अनुसार हर बैग पर भेजने वाले और पाने वाले का नाम एवं पता भी लिखा हुआ है। ज्यादातर नाम-पते सूरत, वडोदरा, भरूच, अहमदाबाद और राजकोट आदि शहरों के हैं। ये बैग मुंबई सेंट्रल पर गुजरात मेल मेंलादे जाने थे।
बैगों को ट्रेन में चढ़ाने और उन्हें गुजरात पहुंचाने के लिए 47 लोग आए थे। प्रारंभिक पूछताछ के बाद एनआइए ने उनमें से कुछ को छोड़ दिया। इनमें कई आंगड़िए भी शामिल बताए जा रहे हैं, जो मुंबई से अहमदाबाद और सूरत के बीच रोज तराशे हुए हीरे व नकदी लाने-ले जाने का काम करते हैं।
आयकर विभाग के महानिदेशक (जांच) स्वतंत्र कुमार के अनुसार जब्त किए गए पूरे माल के मूल्यांकन का काम चल रहा है। नोटों की गिनती के लिए रिजर्व बैंक से मदद मांगी गई। स्वतंत्र कुमार के अनुसार शुरुआती तौर पर यह हवाला कारोबार का मामला लगता है। जांचकर्ता अभी इसे आतंकियों को आर्थिक मदद या राजनीतिक फंडिंग से जोड़कर नहीं देख रहे।
25 करोड़ की चांदी से भरा ट्रक बरामद
अहमदाबाद। उत्तरी गुजरात के बनासकांठा जिले की पुलिस ने नकदीऔर 25 करोड़ रुपये मूल्य की चांदी से भरा ट्रक बरामद किया है। पुलिस के मुताबिक, नकदी और चांदी से भरा यह ट्रक बावला-बागोदरा हाईवे से सोमवार रात को लूट लिया गया था।
लूट की जानकारी के बाद आसपास के जिलों को सतर्क किया गया था। मंगलवार सुबह देसा तालुका के भोयान गांव से ट्रक समेत लूट का माल बरामद कर लिया गया। अहमदाबाद(ग्रामीण) एसपी गगनदीप गंभीर ने कहा कि ट्रक में रखी कुल नकदी और चांदी के मूल्य का अभी आकलन नहीं हो सका है। ट्रक के ड्राइवर और क्लीनर से पूछताछ की जा रही है।
कूरियर से नकदी व जेवरात भेजने का खेल पुराना
अकेला (मिड-डे), मुंबई। मुबंई मेंसेंट्रल रेलवे कंपाउंड से मंगलवार को करीब 250 करोड़ की नकदी और जेवरात पकड़े जाने के बाद पता चला है कि यह नया खेल नहीं है। पिछले पांच वर्ष पहले तक आंगड़िए (निजी कूरियर कंपनियां) निजी स्तर पर इस लेनदेन का संचालन करते थे। बाद में पुलिस से बचने के लिए इन लोगों ने साथ मिलकर काम को अंजाम देना शुरू कर दिया। बीते पांच वर्ष से हर दिन नकदी, हीरे और अन्य आभूषण से लदे 20 वाहन मुंबई सेंट्रल स्टेशन से गुजरात के अलग-अलग स्थानों परभेजे जाते हैं।
मंगलवार को इस तरह के लेनदेन को लेकर पड़े छापे के बाद भी व्यापारियों ने लेनदेन जारी रखा।
कई जगहों से झावेरी बाजार में दिन भर इकट्ठे किए गए आभूषणों और नकदी को गुलालवाड़ी में ट्रकों में भरा जाता है। इसकी कीमत करीब 500 करोड़ रुपये होती है। सूत्रों ने बताया कि वीपी रोड, डीबी मार्ग, नागपाड़ा और टारेडियो थाने सहित जीआरपी व आरपीएफ को इन्हें सुरक्षा देने के एवज में अच्छी-खासी रकम अदा की जाती है। सभी ट्रक जिन मार्गोँ से गुजरते हैं, वहां तैनात यातायात पुलिस के सिपाहियों को हर ट्रक पर 50 रुपये दिए जाते हैं। एक आंगड़िए ने बताया कि सभी लेनदेन जुबानी होता है। इसमें हरतरह की गणना ब्लैकबोर्ड पर करने के बाद मिटा दिया जाता है। नोट गिनने के लिए मशीन का इस्तेमाल किया जाता है।
सूत्रों की मानें तो गुजरात के सूरत, अहमदाबाद, वापी और नाडियाड के लिए नकदी व जेवरात ट्रेन पर लोड होने के बाद जीआरपी और आरपीएफ की निगरानी में आ जाते हैं। इसके एवज में दोनों विभागों को लाखों रुपये दिए जाते हैं। गुजरात में मौजूद शख्स के पास ऐसा मोबाइल नंबर होता है, जिसकी जानकारी सिर्फ ट्रेन में सफर करने वाले एक अन्य आदमी को होती है।

The metro rail has begun its eastward march towards Assam and Odisha.Last week, the Centre approved financial help to the Odisha government and asked it to prepare a detailed project report to construct a nearly 32km metro line connecting Jatani, Khurda, Bhubaneswar, Barang, Cuttack and Choudwar.Delhi is considering a similar request from Assam.Barring Calcutta, none of the eastern cities have metro rail projects.The Union urban development ministry has agreed to sanction 50 per cent of the cost to make the detailed project report.“It takes nearly one to two years for a detailed project report as the comprehensive city mobility plan also has to be made, which will take into account the ridership and viable routes,” said a senior official.All metro rail projects need a nod from the Centre before they can take off. Currently, a metro rail project is financed jointly by the Union and the state government. The Union urban development ministry usually holds a minor stake. The construction of a metro’s underground track costs Rs 300 crore per kilometre and an overhead metro line costs close to Rs 200 crore per kilometre.

The state government has to bear at least 50 per cent of the cost.

The Calcutta new metro line, the East West metro, is the only exception, as the state government does not have any stake in it.

The model for this metro was changed under pressure from Bengal chief minister Mamata Banerjee who was railway minister at that time and wanted full control of the metro project. At present, the Union railway ministry holds 74 per cent stake while the urban development ministry has 26 per cent stake.

The metro rail currently is operational in Bangalore, Delhi and Calcutta.

All the three cities are also constructing additional lines and new phases.

New metro projects are under construction in Jaipur, Mumbai, Hyderabad and Chennai.

The Jaipur metro is scheduled to be operational from October this year while the Mumbai metro is expected to open by December this year. Both Chennai and Hyderabad metros are scheduled to open to the public by 2015.

Gujarat has also launched a company, Metro Link Express for Gandhi Nagar and Ahmedabad, or MEGA.

A month ago, the company had sent the detailed project report for the 83km metro line connecting Gujarat’s twin cities of Gandhinagar and Ahmedabad.

The Centre, however, has returned the project without approval.

“The detailed project report has been forwarded by the company and not by the Gujarat government so we cannot accept the proposal. The state government has to invest in the project, therefore they should forward the proposal and not the firm,” said a senior ministry official.

Pune metro’s detailed project report is also under scrutiny. It was sent back by the Centre for further details as there were doubts about the alignment.

In Punjab, Ludhiana and Chandigarh have also approached the ministry.

The Chandigarh administration proposes to connect the two suburbs — Zirakpur and Mohali.

Ludhiana has also proposed to include its suburbs. The Centre is yet to clear these projects.

GRP today arrested three persons, including a railway clerk, for allegedly forging signatures of two senior railway officials to facilitate loan to a businessman.

Sampath Kumar, realtor Bommanaboina Nagaraju, who hails from Guntur, and advocate Keshava Kumar were arrested, a senior GRP officer said.

Two other railway staffers -- Shaikh Abu Bakr Siddique and Shaikh Subhani -- suspected to be accomplices of Kumar, are absconding, SP, GRP, Syam Prasad said.

The officials, whose signatures were forged to show them as willing party to issue collateral securities to Chunduri Ashok Rao from Krishna district, are Divisional Railway Manager Pradeep Kumar and senior Divisional Personnel Officer Jayashankar, he said.

The SP said Rao had approached a Jalandhar-based business finance company for Rs 45 lakh loan and was told to get collateral securities from two government employees in higher salary bracket.

According to the officer, Nagaraju charged Rs 2 lakh as "commission" from Rao to secure the documents and roped in Kumar, a clerk in the personnel department here.

Kumar, apparently with the help of his two colleagues who are absconding, prepared forged salary certificates of the officers as asked by the company, the SP said.

"These documents were attested by advocate-notary N Keshava Kumar," Prasad said.

He said the company detected the forgery and lodged complaint with GRP, Vijaywada.

The SP said police were investigating the role of Rao and looking for Siddique and Subhani.

Police suspect that railway employees--Kumar, Siddique and Subhani--are part of a racket and were involved in forging documents for pecuniary gains in the past also.

चर्चगेट-विरार उन्नत रेल्वेमार्गाला हिरवा कंदील मुंबईतील रेल्वे प्रवास सुसहाय्य होण्यासाठी चर्चगेट-विरार उन्नत रेल्वेमार्गाला केंद्र सरकारने शुक्रवारी मंजुरी दिली. नवी दिल्ली- मुंबईतील रेल्वे प्रवास सुसहाय्य होण्यासाठी चर्चगेट-विरार उन्नत रेल्वेमार्गाला केंद्र सरकारने शुक्रवारी मंजुरी दिली. हा प्रकल्प ३० हजार कोटी रुपयांचा आहे. सध्याच्या चर्चगेट-विरार रेल्वेमार्गावरती पूलावर हा उन्नत मार्ग बांधण्यात येणार आहे. यामुळे सध्याच्या उपनगरीय रेल्वेवर येणारा गर्दीचा ताण कमी होऊ शकेल. या प्रकल्पाचा तांत्रिक अभ्यास रेल्वे व महाराष्ट्र सरकारतर्फे सुरू आहे.

कोणत्या ना कोणत्या कारणाने सातत्याने विस्कळीत होणाऱ्या मध्य रेल्वेला रविवारी एका झाडाने हैराण केले. कल्याणकडे जाणाऱ्या धिम्या मार्गावर विद्याविहार ते घाटकोपर या स्थानकांच्या दरम्यान एक झाड कोसळले आणि रेल्वे सेवा विस्कळीत झाली. या घटनेमुळे ओव्हरहेड वायरही तुटल्याने रेल्वेच्या वाहतुकीला चांगलाच फटका बसला. या दरम्यान धिम्या मार्गावरील वाहतूक कल्याणकडे जाणाऱ्या जलद मार्गावर वळवण्यात आली. हा गोंधळ तासभर चालला आणि प्रवाशांवर 'आधीच मेगा ब्लॉक त्यात..' असे म्हणण्याची वेळ आली.
रविवारचा मेगा ब्लॉकचा दिवस डोक्यात ठेवून मध्य रेल्वेवर आनंदीआनंद असणार, अशा मन:स्थितीतच लोक रविवारी सकाळी घराबाहेर पडले. मात्र मेगा ब्लॉक सुरू होऊन काही मिनिटे उलटतात तोच ११.२५ च्या सुमारास विद्याविहार-घाटकोपर या स्थानकांदरम्यान डाऊन धिम्या मार्गावर झाड कोसळले आणि या घटनेत ओव्हरहेड वायर तुटली. तंत्रज्ञांच्या मदतीने दुरुस्ती करण्यासाठी तब्बल एका तासाचा कालावधी
लागला.
या दरम्यान ठाणे-कल्याणकडे जाणाऱ्या सर्व धिम्या गाडय़ा भायखळा स्थानकापासूनच जलद मार्गावर वळवण्यात आल्या. सुदैवाने मुंबईकडे जाणाऱ्या धिम्या मार्गाला या झाडाचा उपसर्ग न पोहोचल्याने मुंबईकडे जाणारी वाहतूक सुरळीत सुरू होती. मात्र मेगा ब्लॉकच्या कामांमुळे एकंदरीतच प्रवाशांचे हाल झालेच. कल्याण-डोंबिवलीच्या प्रवाशांना मुलुंडपर्यंत पोहोचण्यासाठी तब्बल दीड ते दोन तास गाडीत काढावे लागत होते. मुलुंडनंतर मात्र गाडी बऱ्यापैकी वेगाने मुंबईकडे धावत
होती.
मेगा ब्लॉक सुरू होऊन काही मिनिटे उलटतात तोच ११.२५ च्या सुमारास विद्याविहार-घाटकोपर या स्थानकांदरम्यान डाऊन धिम्या मार्गावर झाड कोसळले आणि या घटनेत ओव्हरहेड वायर तुटली. तंत्रज्ञांच्या मदतीने दुरुस्ती करण्यासाठी तब्बल एका तासाचा कालावधी लागला.

सोलापूर - प्रवाशांची वाढती मागणी व गरज लक्षात घेऊन मध्य रेल्वे सोलापूर विभागात धावणार्‍या काही रेल्वेगाड्यांच्या वेळेत आणि क्रमांकात बदल करण्यात आले असून या बदलाची अंमलबजावणी 1 जुलैपासून करण्यात येत आहे. प्रवाशांनी याची नोंद घ्यावी, असे आवाहन रेल्वे प्रशासनातर्फे करण्यात आले आहे.

या गाड्यांच्या वेळेत बदल कुर्डवाडी - मिरज पॅसेंजर (गाडी क्रमांक 51437/ 38) या गाडीच्या वेळेत बदल होत आहे. सुधारित वेळानुसार ही पॅसेंजर कुर्डुवाडी स्थानकावरून सकाळी 10 वाजून 35 मिनिटांनी निघेल आणि मिरजला दुपारी 3 वाजून 35 मिनिटांनी पोहचेल. तसेच परतीचा प्रवास करताना ही गाडी मिरज येथून सायंकाळी 6 वाजून 5 मिनिटांनी निघेल आणि कुडरुवाडीला रात्री 9 वाजून 50 मिनिटांनी पोहचेल.

पंढरपूर - साईनगर शिर्डी एक्सप्रेस या आठवड्यातून तीन दिवस धावणार्‍या गाडीच्या वेळेतही बदल झाला आहे. सुधारित वेळेनुसार ही गाडी पंढरपूर स्थानकावरून दुपारी 3 वाजता निघेल आणि शिर्डीला 8 वाजून 30 मिनिटांनी पोहोचेल. तसेच या गाडीची शिर्डीवरून निघणारी पूर्वीची वेळ होती तीच कायम ठेवण्यात आली आहे. परतीच्या वेळेत कोणताही बदल नाही.

हैदराबाद - गुलबर्गा पॅसेंजर या गाडीच्या वेळेत बदल झाला असून नव्या वेळेनुसार हैदराबाद स्थानकावरून ही गाडी दुपारी साडेचार वाजता निघेल. गुलबग्र्याला रात्री 11 वाजून 10 मिनिटांनी पोहचेल.गुलबग्र्याहून निघणार्‍या निर्धारित वेळेत बदल करण्यात आलेला नाही.

विशाखापट्टणम - लोकमान्य टिळक टर्मिनस एक्सप्रेस या गाडीच्या क्रमांकात 10 सप्टेंबरपासून बदल होत आहे. पूर्वी या गाडीचा क्रमांक 22819/22820 असा होता. तो आता बदलून 18519/ 18520 असा करण्यात आलेला आहे. प्रवाशांनी नोंद घेण्याचे आवाहन करण्यात आले आहे.
