जागरण संवाददाता, वाराणसी : कैंट रेलवे स्टेशन के रिटायरिंग रूम की व्यवस्था सुधारने के लिए एक विशेष योजना तैयार की जाएगी। लखनऊ की तर्ज पर सभी कमरों में आधुनिक सुविधाएं उपलब्ध कराई जाएंगी। सोफा, बेड, कारपेट, पेयजल व उनके बाथरूम में सावर, सोप स्टैंड आदि का निर्माण कराया जाएगा।

यह जानकारी गुरुवार को कैंट स्टेशन पर लखनऊ मंडल के एडीआरएम आरके लाल ने मीडिया से अनौपचारिक बातचीत में दी। उन्होंने कहा कि स्टेशन की सफाई व्यवस्था के लिए नया टेंडर कर दिया गया है। पिछले एक सप्ताह से अभियान चलाकर स्टेशन परिसर में सफाई कार्य चल रहा है। प्लेटफार्मो की सफाई के लिए पांच आधुनिक मशीनें लगाई गई हैं।

इसके पहले श्री लाल ने स्टेशन पर चल रहे विकास कार्यो का निरीक्षण किया। प्लेटफार्म नंबर एक पर ग्रेनाइट पत्थर लगाने, पांच नंबर स्थित भोजनालय को शुरू कराने, फुटओवर ब्रिज की सीढि़यां दुरुस्त करने आदि कार्यो को देखा। इसके बाद स्थानीय अधिकारियों से विचार विमर्श किया।

निरीक्षण के दौरान स्टेशन प्रबंधक एके पांडेय समेत कई वरिष्ठ अधिकारी व इंजीनियर मौजूद थे।

COIMBATORE: Motorists fleeced regularly by the parking contractor at Coimbatore railway junction were in for a surprise on Thursday morning when they were told to pay just the prescribed charge.Railway authorities took charge of the parking lot on Thursday after a court in Coimbatore vacated an interim injunction restraining the southern railway from floating tenders for parking at the station. "The private contractor who was operating the parking lot used to collect between Rs10 and Rs 15 for two-wheelers while the prescribed charge for a two-wheeler for two hours is just Rs 5," said a user at the railway junction.According to sources, the private contactor had obtained an interim injunction against the railways from floating tenders in December last year and had continued to operate the parking lot. "The stay was vacated recently and now the railways have floated tenders for the parking lot at the railway junction," a senior railway official requesting anonymity told TOI. According to him, the private contractor's term expired by July 31 midnight. The railway authorities moved in and took charge of the parking lot as the day changed."We took charge of this parking lot as an interim arrangement," the official explained. Apart from this, railway authorities have also regularized the parking of cabs to provide more facilities to the users. "With the cabs being shifted to the left side of the main entrance, now around 60 cars can be accommodated in the parking lot," the official said, and added that they will be in-charge of the parking lot until a new contractor steps in.

"With the entry of the railway authorities, four-wheelers now have to pay only Rs 8 for an hour as against the exorbitant fare of Rs 20 collected by the contractor," said Jameel Ahamed, president of Coimbatore Rail Users Association.

The Railways have cancelled some trains, partially cancelled and diverted some services in view of agitations at Dharmavaram station in protest against the creation of Telangana.According to a press release, Lokamanya Tilak–Coimbatore Kurla Express (11013), which left Lokamanya Tilak terminus on Wednesday was diverted to run via Guntakal, Bellary, Chikjajur and Bangalore City. Yeshwanthpur–Gorakhpur Express (15016) which left Yeshwanthpur and reach Penukonda on August 1 was diverted via Tumkur, Arsikere, Chikjajur and Bellary.

Yeshwanthpur–Vijayawada passenger (56503) which was scheduled to leave Yeshwanthpur at 8 a.m. on August 1 was rescheduled to leave at 10.30 a.m. has been regulated at Yeshwantpur. The train will run up to Shri Sathya Sai Prashanthi Nilayam and return to Yeshwanthpur as train No. 56504. Mysore–Jaipur Express (12975) now on run from Mysore will be diverted Via Bangalore Cantonment, Yelahanka, Tumkur, Arsikere, Chikjajur, Bellary and Guntakal.

NAGPUR: Commuters in the city faced severe hardships on Thursday as autorickshaws went off roads with major unions joining the strike called by Three Seater AutorickshawChalak Joint Action Samiti. Among the worst-hit were people arriving at railway stations, bus stops and school students.People carrying luggage were stranded at railway stations and bus stands since early morning. Also, students and senior citizens had a difficult time as they were forced to walk to their destinations. Parents of school going children had to drop off and pick up their wards at the school leading to huge traffic jams at all major schools.Ramesh Bahekar, a businessman, who arrived at Nagpur railway station this morning, said, "I was shocked to learn no autorickshaws would be available due to strike. The government needs to intervene in such cases and see that public transport services remain functional. The strike has forced me to change my plans for the day."

Engineering student Prapti Yamalwar, a resident of Wardhaman Nagar, said, "I had to sacrifice an hour of my study time to catch the bus and reach my college in Hingna. Spending two hours travelling in bus on the day of submission and examination was not something I had anticipated."

Senior citizen Vaibhav Gajbhiye, who lives in Chhaoni, said, "Thursday's strike forced me to reschedule my visit to the hospital. Like me, there could be hundreds who suffered. Senior citizens like me are not able to travel in public buses."

There were also many autorickshaw drivers who chose not to participate in the strike. Instead, they could be seen making a killing by asking for exorbitant from passengers. When this correspondent tried to hire an autorickshaw from Railway Station to Wardhaman Nagar, a driver asked for Rs 300 and refused to travel by meter.

गौरतलब है कि यात्रियों की सुविधा के मद्देनजर यह योजना शुरू की गई थी. कुछ समय तक ट्रेनों में रेलवे के डॉक्टर चलते थे. इसके बाद इसे निजी हाथों में सौंप दिया गया. उसके बाद शिकायतें ज्यादा आ रही थीं. रेलवे के अधिकारियों के मुताबिक दुरंतो में अभी वैकल्पिक मेडिकल सुविधा उपलब्ध नहीं कराई गई है. हालांकि रेलवे दुरंतो के हर कोच में फर्स्‍ट एड बॉक्स लगाने की योजना बना रहा है.

A proposal to set up Rail Tariff Authority (RTA) for fare rationalisation got in-principle approval from the Union Cabinet today but the final nod was deferred for want of clarifications on various aspects like powers of the new body.

The Cabinet deliberated upon the proposal to establish the first-of-its-kind body that will suggest the level of tariff for both the freight and passenger fares from time to time taking into account the input cost (diesel and electricity) and volatile market conditions.

However, some members of the Cabinet sought clarifications from the Railways Ministry on some aspects like the composition and powers that the proposed RTA will have, sources said.

While in-principle approval was given for setting up the body, the final nod was withheld till the Railways Ministry provides with the clarifications, the sources said. 

The RTA, mooted by former Railway Minister and Trinamool Congress MP Dinesh Trivedi in his Rail Budget 2012-13, was pursued by his successors CP Joshi, Pawan Kumar Bansal and the present occupant Mallikarjun Kharge.

The need for setting up such an authority, which is intended to be immune from political interference, has been felt because of rise in cost of running trains and the need to insulate the Railways from hikes in fuel and electricity and eliminating uncertainties in tariff formulation.

The cross subsidisation for passenger service had gone up to Rs 36,000 cr in 2012 which was reduced to Rs 32,000 cr after the latest hike in passenger fares and cancellation charges.

In 1950 railways was earning 47 per cent of its revenue from passengers which has been gone down to 27 per cent now. Freight earnings account for 67 per cent at present at present.

Railways had moved the proposal for setting up Rail Tariff Authority to different ministries including Finance seeking their views on the authority before submitting it to the Cabinet for approval.

PMO was also constantly pushing the proposal for setting up of the RTA.

Currently railways have fuel adjustment component (FAC) policy which is linked with energy and fuel prices and calculated accordingly. FAC is slated to be reviewed for both freight and passenger fares in every six month.

While the freight has gone up by about 5.7 per cent from April 1 due to the linking of FAC in the freight tariff, Railways will examine its applicability in the passenger services in October.

In fiscal 2013-14, the deregulation of diesel prices for bulk users, such as Railways, will add Rs 5,100 crore to the public transporter's costs. The Railways will absorb the Rs 850 crore rise in passenger costs on this account.

In a major move to keep tariff fixation at an arm's distance from operational and administrative functions of the Railway Ministry, the Union cabinet today approved setting up of Rail Tariff Authority which will determine freight and passenger tariffs for Indian Railways.The move is expected to depoliticize the passenger tariffs in the Indian Railways. The authority would be formed through an amendment to the Railway Act 1989.The authority would have five independent members including a chairman. It would interact with all stakeholders after bringing in proposals. Before notifying due consideration would be given to these submissions.The idea for Tariff authority was put up by former Railway Minster Dinesh Trivedi in 2012-2013. The idea was also highlighted as an area of priority for 2013-2014 in the budget speech of Pawan Kumar Bansal.Though the eventual notification for changes in tariff would be done by the Railways, an official said the authority would set strong guiding principles for changes and in that respect would be more than just a recommending body.Various experts have often criticized the ‘populist budget’ of Indian Railways where passenger fares are not hiked even when it makes bad business for Indian Railways. The Rail Tariff authority will be one of the first steps towards depoliticization of Indian Railways which ended on an operating ratio at 88.8% for the year of 2012-2013.

Bansal in his last budget had already taken out fare fixation out of the purview of Parliament by increasing tariffs prior to the Budget. He also introduced fuel surcharge in freight tariffs which is now expected to be extended to passenger fares.

Railway Protection Force of Northern Railway caught Manoj (Monu) R/O Gobindpuri, New Delhi for indulging into the touting activities for cornering reserved accommodation in the name of Cancer patients from Railway Reservation Centre, Okhala.  After intensive enquiries , it was revealed that two persons named Abhishek & Govind, residents of Bhagalpur, Bihar were involved in the touting activities by producing fake documents in name of cancer patients.  During investigation by RPF/Hazrat Nizamuddin, Abhishek was arrested from Okhala Reservation Centre o­n 23.7.13.  Later,on the basis of his statement, 275 forged certificates and 8 rubber stamps in the name of different doctors of A.I.I.M.S. were seized from him.  His other fellow tout Gobind was later arrested with the help of local police/Bhagalpur.

All the  accused have been sent in legal custody by Hon’ble court/Tis Hazari.
