A small portion of railway lines were damaged when a landmine planted by Maoists went off at Harichandanpur area of Odisha's Keonjhar district police sources said today. None was hurt in the incident on Jakhpura-Bansapani railway line between Sagadpata and Tangiriapal yesterday, the sources said. Since only a small portion of the track was damaged, train services on the route remained unaffected. A detonator and some wire were recovered from the spot.

A train protection and warning system (TPWS) has been introduced to enhance safety in train operations and aid engine drivers along the 25-km stretch of Kolkata Metro Railways’ Dum Dum – Kavi Subhash section.The TPWS will prevent a train from signal passing at danger (SPAD) by stopping it at a safe distance in case the train violated the red signal and crossed it. The system will also monitor the maximum permissible speed and permanent speed restrictions. The State railways have decided to initially deploy the TPWS on its automatic block systems spread over eight zones by 2015.

नई दिल्ली। लोको पायलटों के संगठन ने बिहार के धमारा घाट जैसे हादसों से बचने के लिए लोगों के साथ केंद्र व राज्य सरकारों से अपनी जिम्मेदारी का निर्वाह करने की अपील की है। संगठन के मुताबिक देश भर में लापरवाही से रेल पटरियां पार करते हुए हादसों की चपेट में लोगों के आने की घटनाएं बढ़ती जा रही हैं। इन्हें रोकने के लिए केंद्र व राज्य सरकारों को मिलकर काकोदकर समिति की सिफारिशों को लागू करना चाहिए। साथ ही संगठन ने कहा है कि स्कूल के स्तर पर बच्चों को इनके बारे में शिक्षित किया जाए।

Bihar Chief Minister Nitish Kumar on Wednesday took umbrage at Union Minister of State for Railways, Adhir Ranjan Chowdhury’s statement, on the recent train tragedy in Bihar that claimed 28 lives.On a visit to the accident site on Tuesday, Mr. Chowdhury blamed the State government for not alerting the railways about a large congregation of pilgrims for a fair, and criticised them for failing to build roads at the remote spot, accessible only by the railway route. Reacting to the remark, a miffed Mr. Kumar said, “This is an irresponsible statement. I can say that he has made a fool of himself.”

Early on Monday, the superfast Rajyarani Express mowed down a group of pilgrims walking on the tracks, killing 28 and injuring nine, at the Dhamara Ghat station in Bihar’s Khagaria district. The incident sparked off violent protests by passengers. On Tuesday, people staged a protest at the station demanding a road.

Unfazed by criticism of his remarks on the recent rail accident in Bihar, Minister of State for Railways Adhir Ranjan Chowdhury today stood his ground saying better coordination between the state government and Railways could have averted the tragedy.

Bihar Chief Minister Nitish Kumar had reacted sharply to Chowdhury's criticism of the state government for not coordinating with the Railways, which, according to the latter, led to the Monday's tragedy at Dhamara Ghat station in Khagaria where 28 people were mowed down by a train.

"The minister's statement is highly irresponsible," Kumar had said.

JD (U) General Secretary K C Tyagi today demanded that Chowdhury be removed from the Council of Ministers.

When asked about the criticism of his remarks and demand for his resignation, Chowdhury said, "There should be a reason for demanding resignation. I do not understand why they are angry at me."

He said he did say that had there been a better coordination between the state government and Railways, then such a big mishap would not have taken place.

"What I had also said was that Bihar has given the country three Railway ministers. They are aware of the ground reality. It is not correct to blame Railways for everything. Similarly, we too cannot blame the state government," he said.

He was referring to Chief Minister Nitish Kumar, RJD chief Lalu Prasad and LJP leader Ram Vilas Paswan.

He said the state government should have known the number of people who were to gather at the venue for the mela. "Had they informed Railways about the rush, the magnitude of the tragedy could have been much less. This is my personal assessment after visiting the spot," he said.

"Had they visited the spot, they would have agreed with my assessment. I have only pointed to the shortcomings," he said in an apparent dig at Kumar.

While most of the Public Private Partnership (PPP) infrastructure projects in the country face hiccups in execution, the first of its kind-NCR Rapid Rail Transit System (RRTS) project worth Rs 72,000 crore is all set to go the PPP way with 20-30 per cent of its funding coming from the private sector. But the recent experience of India with PPP in urban infrastructure projects narrates a tale of challenges ahead.The private partner in NCR RRTS project is expected to be associated under the Build-Operate-Transfer (BOT) model which is a widely used in PPP mode. The potent factors that will decide the fate of the project will be the economic viability and the revenues that the project will generate. Expecting a daily ridership of 16.3 lakh by 2016 on the three proposed corridors, the major source of revenue for the project will be the passenger fares. About 80-85 per cent of the revenue will be generated from fares with the remaining to flow from advertising, rentals and property development, according to the feasibility report.

The major glitch in the Delhi Airport Expressline project, which is an example of why PPP does not work, was that its projected ridership was highly inflated and it expected 75 per cent of revenue to come from real estate development which did not happen at the desired pace, making the project a loss making entity. By analogy, although this project is not dependent for its major chunk of revenues from real estate and property development, but it bets it all on ridership. By the figures used in the feasibility report- about 11 lakh vehicles cross Delhi borders in a day. About 30 per cent merely cross Delhi with 37 per cent moving outside Delhi and 38 per cent heading towards Delhi.

“In our analysis we are targeting passengers using cars and buses who are more likely to use the services," said a senior official involved with preparing the Detailed Project Report. The current detailed project report takes passenger fare at approx Re 1 a kilometer. So for example on Delhi-Panipat corridor the fare would be around Rs 100 for a one way journey. Journey from Panipat in Shatabdi train would cost Rs 300 and a bus will cost you Rs 100 and cost two hours. "Our fares will not only be competitive but travel time will be less with 100 km being covered in an hour," added the official.

The prospective cost estimates show that the project would be profitable with revenues exceeding the operation costs, experts argue that such public transport projects should not be viewed with the prism profit analysis. “These are transformational projects, which are game changers they cannot be merely conceptualized on financial feasibility.

They foster growth in the long term. You should not expect them to make profits right away," said Akhileshwar Sahay, a railway expert. Experience from Mumbai metro shows that funding gap could cause delay and cost escalations and could put the project in a fix.

The challenges at the construction phase are no less. Land Acquisition is one issue that the most urban infrastructure projects face. Initially it was expected that majority of the land from Indian Railways would be taken. But Railways came back saying that they do not have requisite land, said an official. The three corridors run across 381 kms.

"A detailed report on Relief and Rehabilitation has been prepared in accordance with International Standards laid down by the World Bank, ADB, JICA," said Ashvini Parashar, Executive Vice President, Delhi Integrated Multi-Modal Transit System Ltd (DIMTS). The company has prepared the feasibility report for the project.

Presence of multiple stake holders- Haryana, Delhi, Uttar Pradesh and Rajasthan governments; Ministry of Railways; Ministry of Urban Development and NCR Planning Board could cause workability issues.

“Though this may make our task difficult but each is an important partner and we have to work through it,” said a senior official associated with the project.

सीसीएल बीएंड के प्रक्षेत्र की करगली वाशरी एवं ढोरी प्रक्षेत्र की तारमी कोलियरी की रेलवे साइडिंग के विस्तार की कवायद शुरू हो गई है। सीसीएल एवं रेलवे के उच्चाधिकारियों ने बुधवार को इन दोनों क्षेत्रों का दौरा कर निरीक्षण किया।
मौके पर सीसीएल के निदेशक तकनीकी टीके नाग, रेलवे हाजीपुर जोन के मुख्य परिचालन प्रबंधक (सीओएम) दीपक नाथ, धनबाद रेल मंडल के वरीय मंडल परिचालन प्रबंधक (डीओएम) वेद प्रकाश, सीसीएल बीएंड के जीएम अनुराग कुमार एवं ढोरी जीएम चरण सिंह शामिल थे।
अधिकारियों ने बताया कि करगली से नॉन कोकिंग काले के उत्पादन को ध्यान में रखते हुए इसके विस्तार की कवायद तेज की गयी है। विस्तार के बाद 58 बोगी में कोयला लोडिंग कार्य संभव हो पाएगा। जबकि तारमी रेलवे साइडिंग की लंबाई कम होने से लोडिंग कार्य में दिक्कत आ रही है। मौके पर सीसीएल बीएंडके के एजीएम मोहम्मद मोइनुद्दीन, सीसीएल मुख्यालय के जीएम सेल्स एस गुप्ता, जीएम इंडस्ट्रियल कंस्ट्रक्शन सीबी सिंह, डिप्टी चीफ सेल्स अजित सिंह समेत अन्य उपस्थित थे।
करगली वाशरी पीओ डी सिंह ने बताया कि वाशरी साइडिंग में तीन लाइन के विस्तार की जरूरत है। इस साइडिंग में रेलवे की 6 ट्रैक हैं। एक को हटाकर प्लेटफार्म नंबर दो का विस्तार किया जाएगा।
निरीक्षण के दौरान वाशरी अधिकारियों ने रैक में पत्थर होने की शिकायत की। तीन दिन से खड़े एक रैक को भी दिखाया गया, जिसमें काफी पत्थर लोड था। वाशरी अधिकारियों ने बताया कि पत्थर हटाने को लेकर भी काफी समय की बर्बादी होती है।
