Lakhimpur, Aug 22 (PTI) An elephant was today crushed under the wheels of the Gokul Express in the Manjhra Purab range of Katarniaghat Wildlife Sanctuary, an official said.

"A probe into the matter has been initiated and if the train driver is found guilty, appropriate legal action would be taken," Divisional Forest Officer of the sanctuary, Ashish, told PTI.

He added that the aged tusker was trying to cross the railway tracks near Khairatia railway station when the incident occurred.

New Delhi: Expressing shock over the death of at least 30 pilgrims at ‘Dhamara Ghat’ station in Bihar on August 19 after the ‘Rajyarani Express’ ran over people standing on the tracks, the Association of Loco Pilots and Motormans of Indian Railways has attributed the accident to lack of passenger amenities like foot over bridges and subways and inability of authorities to prevent trespassers from walking on Railways tracks.

In a statement issued here, the association, while expressing deep shock and grief over the above accident, also strongly condemned the assault by the irate mob on the Loco Pilots. ”During run over incidents, the Loco Pilots are the first psychological victims. In many cases, unknown fate of the trespasser whether hit or escaped will be ringing in the minds of the Loco Pilot for some time,” it said.

Attributing the accident to lack of passenger amenities like foot over bridges and subways and inability of authorities to prevent trespassers from walking on Railways tracks, the association urged authorities to build foot over bridges or subway with ramp or escalators at user friendly locations at all stations which could be extended if necessary to places of mass people gathering like bus stops, schools, residential colony etc on both sides of the railway station.

It also called for rail and road safety awareness to be clubbed together and made from school level through visual media like cinema, CCTV systems etc. It also called upon authorities to prevent movement of trespassers on Railway tracks. ”As Railway tracks are neither footpath nor having zebra crossing Railway administration should prevent trespassing by enforcing the Railway Act and HLSRC recommendations are to be expeditiously implemented,” the association said.

On August 19, at around 0745 hrs, the Rajyarani express bound for Patna ran over people standing on the tracks, leading to death of at least 30 pilgrims.

बुधवार को उत्तर रेलवे की ओर से दिल्ली-सहारनपुर रेल मार्ग पर सहारनपुर रेलवे स्टेशन तक 74021 पैसेंजर ट्रेन के विस्तार को हरी झंडी मिल गई। रेलवे स्टेशन अधीक्षक ने पूजा-अर्चना करने के बाद हरी झंडी दिखाकर ट्रेन को सहारनपुर के लिए रवाना किया। रक्षा बंधन पर्व पर यात्रियों को ट्रेन का तोहफा मिलने से खुशी छा गई।
दिल्ली-सहारनपुर रेल मार्ग पर एक एक्सप्रेस ट्रेन समेत 20 ट्रेनों का संचालन किया जाता है, लेकिन अधिकतर ट्रेनों का विस्तार शामली रेलवे स्टेशन तक होने से सहारनपुर जाने वाले यात्रियों को भारी परेशानी का सामना करना पड़ता था। यात्रियों द्वारा दिल्ली से स्थानीय स्टेशन पर सुबह 11:05 बजे पहुंचने वाली 74021 पैसेंजर ट्रेन का विस्तार सहारनपुर रेलवे स्टेशन तक किए जाने को लेकर काफी समय से मांग की जा रही थी। यात्रियों की मांग पर रेलवे विभाग ने बजट के दौरान पैसेंजर ट्रेन का विस्तार करने को मंजूरी दी थी। बुधवार को रक्षाबंधन पर्व पर दिल्ली से सुबह 7:30 बजे चलकर स्थानीय रेलवे स्टेशन पर 11 बजे जैसे ही पैसेंजर ट्रेन पहुंची, तो यात्रियों में खुशी की लहर दौड़ गई। पूजा-अर्चना करने के बाद सुबह 11:05 बजे स्टेशन से ट्रेन को रेलवे स्टेशन अधीक्षक पीके बोस ने हरी झंडी दिखाकर सहारनपुर के लिए रवाना किया। सहारनपुर तक ट्रेन का विस्तार होने से दैनिक यात्री और रक्षा बंधन पर्व को मनाने के लिए जाने वाले यात्रियों ने ट्रेन की सुविधा का लाभ उठाया। दैनिक यात्रियों का मानना था ट्रेन का विस्तार होने से यात्रियों को काफी लाभ होगा। रेलवे स्टेशन अधीक्षक ने बताया कि वापसी में यह ट्रेन संख्या 74024 सहारनपुर से 1:15 बजे प्रस्थान करेगी और शामली स्टेशन पर तीन बजे पहुंचेगी।

रेलवे स्टेशनों पर वर्षो से स्टाल, ट्रॉली लगाकर परिवार का भरण-पोषण करने वाले वेंडर्स को बेरोजगार होने से बचाने के लिए सामाजिक कार्यकर्ता व सांसद उनके समर्थन में आ गए हैं। वे बृहस्पतिवार को जंतर-मंतर पर प्रदर्शन में शामिल होंगे।
भारतीय रेलवे खान-पान लाइसेंसेज वेलफेयर एसोसिएशन के राष्ट्रीय अध्यक्ष रविंद्र गुप्ता का कहना है कि कई वेंडर्स रेल प्रशासन की नीतियों से भूखमरी के कगार पर पहुंच गए हैं। अपनी समस्या दूर करने के लिए वर्षो से सरकार के आगे गुहार लगाने के बाद भी उनकी कोई नहीं सुन रहा है। इसलिए देशभर से रेलवे वेंडर्स 22 अगस्त को दिल्ली पहुंचकर जंतर-मंतर पर प्रदर्शन करेंगे। उनके समर्थन में प्रमुख सामाजिक कार्यकर्ता मेधा पाटेकर तथा सांसद जयप्रकाश अग्रवाल, प्रबोध पांडा, ओम प्रकाश यादव, आलोक तिवारी, दर्शन सिंह यादव, संजय पाटिल भी प्रदर्शन में शामिल होंगे।
आइआरसीटीसी पॉलिसी 2005 के अनुसार, रेलवे स्टेशनों पर काम करने वाले वेंडर्स को सामान्य (75 प्रतिशत) तथा आरक्षित (25 प्रतिशत) में विभाजित करने में मापदंडों का उल्लंघन कर कई लोगों को बेरोजगार कर दिया गया है। जिससे उनके सामने भूखमरी की नौबत आ गई है।

A meeting of Railway Yatri Sangha and the Kanara Chamber of Commerce and Industry (KCCI) advocates a West Coast Zone or, at the least, a Mangalore Division of the Indian Railways.

With the railway network being under-developed in coastal Karnataka, there is a need for a West Coast Zone or, at the least, a Mangalore Division of the Indian Railways, a meeting of railway enthusiasts and the Kanara Chamber of Commerce and Industry (KCCI) decided here on Wednesday.

The meeting was held by KCCI and Railway Yatri Sangha, Udupi and involved activists and commuters, to identify problems and chalk out solutions for better rail connectivity. The eight-point resolution would be carried forward by the KCCI and members who represent the region in the Railway Users Consultative Committees at the Divisional level (DRUCC) of Palakkad divisions and Konkan Railways (scheduled for September 20 in Mumbai).

Chairperson of the KCCI Sub-committee on Railways G.G. Mohandas Prabhu said that as 75 per cent of Palakkad division’s revenue came from goods movement from the New Mangalore Port, the division hesitated to form a new division for Mangalore.

He proposed that the Mangalore, Palakkad and Trivandrum divisions should be clubbed under the West Coast Zone of the Railways, and be based here.

Another resolution that received much support was the improvement of the connectivity of the port city with the state capital.

RAIL LINE

Presenting his survey of the Nandikur to Moodigere railway line, via Karkala and Ujire (Charmadi Ghats), president of the Sangha R.L. Dias, said the line will provide an alternative to the problem-ridden Mangalore-Bangalore line via Sakleshpur.

“Most of the land in Charmadi is under private ownership, though the British had already built a road through some sections of the Ghats. Only around four tunnels are needed on this line to assuage environmental concerns…With trains now taking 2.5 hours to traverse 55 kms of Sakleshpur ghats, this alternative line would boost rail connectivity to the capital,” he said.

He also demanded an additional express train on the Sakeshpur line.

Among the other resolutions of the meeting was to introduce a Vasco-Da-Gama passenger train to Mangalore, additional stops on the Mangalore-Madgaon train, making the tri-weekly Yesvanthpur-Karwar train a daily train, and the extension of the Bhatkal-Thokur DEMU (Diesel-electric Multiple Unit) train to Karwar.

सीसीएल बीएंड के प्रक्षेत्र की करगली वाशरी एवं ढोरी प्रक्षेत्र की तारमी कोलियरी की रेलवे साइडिंग के विस्तार की कवायद शुरू हो गई है। सीसीएल एवं रेलवे के उच्चाधिकारियों ने बुधवार को इन दोनों क्षेत्रों का दौरा कर निरीक्षण किया।
मौके पर सीसीएल के निदेशक तकनीकी टीके नाग, रेलवे हाजीपुर जोन के मुख्य परिचालन प्रबंधक (सीओएम) दीपक नाथ, धनबाद रेल मंडल के वरीय मंडल परिचालन प्रबंधक (डीओएम) वेद प्रकाश, सीसीएल बीएंड के जीएम अनुराग कुमार एवं ढोरी जीएम चरण सिंह शामिल थे।
अधिकारियों ने बताया कि करगली से नॉन कोकिंग काले के उत्पादन को ध्यान में रखते हुए इसके विस्तार की कवायद तेज की गयी है। विस्तार के बाद 58 बोगी में कोयला लोडिंग कार्य संभव हो पाएगा। जबकि तारमी रेलवे साइडिंग की लंबाई कम होने से लोडिंग कार्य में दिक्कत आ रही है। मौके पर सीसीएल बीएंडके के एजीएम मोहम्मद मोइनुद्दीन, सीसीएल मुख्यालय के जीएम सेल्स एस गुप्ता, जीएम इंडस्ट्रियल कंस्ट्रक्शन सीबी सिंह, डिप्टी चीफ सेल्स अजित सिंह समेत अन्य उपस्थित थे।
करगली वाशरी पीओ डी सिंह ने बताया कि वाशरी साइडिंग में तीन लाइन के विस्तार की जरूरत है। इस साइडिंग में रेलवे की 6 ट्रैक हैं। एक को हटाकर प्लेटफार्म नंबर दो का विस्तार किया जाएगा।
निरीक्षण के दौरान वाशरी अधिकारियों ने रैक में पत्थर होने की शिकायत की। तीन दिन से खड़े एक रैक को भी दिखाया गया, जिसमें काफी पत्थर लोड था। वाशरी अधिकारियों ने बताया कि पत्थर हटाने को लेकर भी काफी समय की बर्बादी होती है।

पश्चिम रेलवे ने त्योहार के दौरान ट्रेनों में यात्रियों की सुविधा को ध्यान में रखते हुए इंदौर से पुणे और इन्दौर से गुजरात के गांधी नगर तक चलने वाली ट्रेनों में 22 अगस्त से दो दिन तक अतिरिक्त कोच लगाये जाएंगे। पश्चिम रेलवे के रतलाम मंडल के प्रवक्ता ने बताया कि ट्रेन संख्या 19312 इंदौर-पुणे एक्सप्रेस में 22 अगस्त और 23 अगस्त को स्लीपर का एक कोच तथा ट्रेन संख्या 19310 इंदौर-गांधीनगर शांति एक्सप्रेस में 22 अगस्त को दो स्लीपर कोच और 23 अगस्त को एक स्लीपर कोच अतिरिक्त लगाया जाएगा। उन्होंने बताया कि इससे इन श्रेणियों में यात्रा करने वाले यात्रियों की वेटिंग लिस्ट कम होगी।

With the objective to reduce the pressure on road traffic, the state Cabinet has decided to go in for feasibility studies for introducing MEMU (Mainline Electric Multiple Unit) train services in the T’Puram-Harippad and T’Puram-Chengannur stretches where double lines are currently operational.

The Mumbai Railway Vikas Corporation, a joint venture of the Maharashtra and Union Governments, has been entrusted with the task of conducting the feasibility studies.

In a post-Cabinet briefing on Wednesday, Chief Minister Oommen Chandy said that the State Government would join hands with the Railways for the project.

“A Special Purpose Vehicle (SPV) will be formed for taking up the project after feasibility studies. Automatic signaling systems will have to be introduced and 25 stations enroute will be upgraded to facilitate introduction of the MEMU service,” Chandy said.

The MEMU service will be introduced without affecting the existing train schedules and freight movement.

“More facilities will have to be added, such as elevated platforms in stations. One advantage is that the facility could be introduced at a relatively low cost of Rs two crore per kilometre and the service will have stops in all the stations enroute. It will ease the traffic in the road,” Chandy said.

“It can be extended to Ernakulam through the coastal route and Kottayam sector once the entire rail doubling works is completed,” he said.

e-Office at Secretariat

The government will introduce the e-Office file processing system in all departments of the Secretariat. Developed by the National Informatics Centre (NIC), the software will be a  modern processing system. This will be an add-on to the IDEAS File Tracking System.

Relief measures in Idukki

The Chief Minister said that the Revenue Minister had visited Idukki earlier this week and held discussions with the district authorities so as to expedite relief measures for the natural calamities-affected people.

Chandy said that the Cabinet had decided to add Rs two lakh from the Prime Ministers Relief Fund as assistance to the families of  those deceased, in addition to the State Government aid of Rs 2.10 lakh.

The list of eligible persons in this regard will be sent soon to the Central Government.

Release of compensation to heirs, where there is no dispute, will be done immediately without waiting for the legal heirship certificates, the Chief Minister said.

Immediate assistance will be provided to people whose houses had been damaged partially or fully. The Cabinet decided to allow engineers in panchayats to certify the damages, instead of the mandatory certification by PWD engineers, Chandy said.

Road Repairs to be completed in a month

The Cabinet has accorded administrative sanction to the Rs 431-crore work proposal for roads, covering the 14 districts, submitted by the PWD.

An additional amount of Rs 200 crore has also been sanctioned to the PWD for undertaking the repair works. Repairing of damaged roads across the state will be completed within a  month, Chandy said.

PWD Minister V K Ebrahim Kunju has already visited seven out of the 14 districts and held discussions with MLAs and other people’s representatives.

“On-the-spot decisions have been taken for expediting the repair works. Seven of the remaining districts will be covered by the Minister in this month itself,” he said.
