Coach Factory at Sonia’s constituency proving to be White Elephant for Railways
LUCKNOW: The.2500 Crore Rail Coach Factory in Sonia Gandhi’s constituency Rae Bareli is proving to be a white elephant for railways. Even after three years of production, the factory has only two shells (the empty coach without the bogey and interiors) to call its own.

Railway ministry has sanctioned Rs.650 crore to the Rail Coach Factory (RCF) in 2013-14. But, so far the factory has rolled out only two shells and 25 assembled coaches. There has been no production since June when 12-odd coaches were assembled.

The main reason cited for limping production is Rail Coach Factory, Kapurthala, decision to back off from its commitment to supply raw material to Rae Bareli factory in the initial years. “The target was to produce 150 coaches this year but not more than 25 coaches have been rolled out,” said sources.

Even after three years, the factory has not become self-reliant in procuring raw material and rolling out coaches, entirely manufactured on its premises. “RCF Kapurthala says it’s time Rae Bareli factory starts its own production. They have to float tenders to procure raw material to us as well,” added sources. But, Rae Bareli factory is still lagging behind despite several assurances from the railway ministry to fast-track the project.

The project has also been hit by split management. The factory is managed through three offices headquarters at Delhi, local office in Lucknow and the small set up at Lalganj in Rae Bareli.

The factory was set up to bridge the gap between the demand and supply of coaches. It was to roll out 1,000 LHB coaches every year. But major chunk of the factory’s budget sanctioned by railway ministry goes in paying salary to its 40 officers and about 1,100 staff.

Besides, Rs 12 to 13 lakh extra is spent on the transportation of raw material like seats, wheels, paints, bathroom fittings and other accessories during every consignment. “The raw material is to be provided as and when required. However, for past two months we are not getting it,” said sources.

Rae Bareli factory has to manufacture only LHB coaches. Railways incurs about Rs 2.73 crore in manufacturing a single AC-3 tier LHB coach and Rs 2.63 crore for an AC-2 tier LHB coach. LHB is a light weight coach based on German technology that improves the speed of a train. It is the latest requirement of Indian Railway.

Three years after it started production, only 113-odd coaches have been assembled at Rae Braeli. The factory has not made a single coach indigenously so far. It rolled out 18 coaches in 2011-12 and 70 in 2012-13.

Initially, the project was delayed due to political apathy as the railway ministry was headed by Mamata Banerjee. The factory was not given more than Rs 100 crore as annual budget then, said sources. The factory has failed to meet its production deadline several times after inauguration in 2007.

Things improved when Pawan Bansal took over as the railway minister. A big sum was sanctioned to the factory in this year’s rail budget.

The factory’s administrative block has to be shifted to Rae Bareli by next month. But, that seems unlikely given the sluggish pace of work.

चंडीगढ़ रेलवे स्टेशन का आधुनिकीकरण जिस तेजी से चलाया जा रहा था, अब उसमें सुस्ती देखी जा रही है। रेलवे बजट से पहले चंडीगढ़ रेलवे स्टेशन को विश्व स्तर का बनाए जाने के लिए काफी प्रयास किया जा रहा था। चंडीगढ़ रेलवे स्टेशन पर काफी काम आरंभ किया गया था परंतु अब भी विश्वस्तर का बनने के लिए काफी कुछ करना है। स्टेशन पर प्रगति के कार्यो में प्लेटफार्म पर पेड शौचालय बनाने, यात्रियों के लिए टैक्सी की व्यवस्था करने, कार पार्किग स्थल को बड़ा बनाने के अलावा सुंदरीकरण किया जाना है। इसके साथ ही स्टेशन पर एलीवेटर, पेय एंड जूस की दुकानें, प्लेटफार्म बढ़ाया जाने आदि कार्यो के संबंध में विस्तार से सभी अधिकारियों से चर्चा की गई, पेश हैं उसके अंश :-

दो वर्षो के अथक प्रयास के बाद रेलवे प्रशासन ने आखिरकार राजपुरा एवं चंडीगढ़ रेलवे स्टेशन वाया जीरकपुर के बीच सर्वे तेजी से चलाया जा रहा है। आरंभिक चरणों में इन दोनों स्टेशनों के बीच चार रेलवे स्टेशनों की चर्चा की जा रही है, इनमें एक स्टेशन जीरकपुर भी होने की संभावना है।
कई प्रोजेक्टों पर काम लटका
कई प्रोजेक्टों पर काम लटक गया है इनमें अमृतसर-लालकुआं एक्सप्रेस (साप्ताहिक) वाया चंडीगढ़ ट्रेन, इंदौर-चंडीगढ़ एक्सप्रेस (साप्ताहिक) वाया देवास, उज्जैन, गुना, ग्वालियर तथा हजरत निजामुद्दीन शामिल हैं, हालांकि दो ट्रेनों की चलाने की घोषणा की गई है। इनमें पहली ऊना-नंगल डैम हजूर साहिब नांदेड़ एक्सप्रेस वाया आनंदपुर साहिब-मोरिंडा-चंडीगढ़, अंबाला (साप्ताहिक) और दूसरी कालका-शिरडी ट्रेन, सप्ताह में दो दिन, कालका-कटरा एक्सप्रेस सप्ताह में दो दिन चलाई जानी थी।
प्लेटफार्म नंबर छह का काम अधर में
स्टेशन पर पंचकूला की ओर एक प्लेटफार्म बनाने की योजना है। इस पर काम तो आरंभ किया गया था जैसे पंचकूला की ओर की जो ट्रैक था उसे सीधा किया गया। प्लेटफार्म के लिए स्थान बनाया गया, परंतु अब इस काम में देरी हो रही है।
स्टेशन पर डिस्पेंसरी की सुविधा नहीं
चंडीगढ़ रेलवे डिस्पेंसरी में तीन दिनों के लिए डाक्टर अंबाला से आया करेंगे।
कुलियों को आराम करने की जगह नहीं
चंडीगढ़ स्टेशन पर कुलियों के लिए आराम करने की जगह नहीं है। कई वर्षो से मांग रही है कि कुलियों को आराम करने के लिए एक कमरा होना चाहिए। स्टेशन पर जो एक कमरा था उसे भी तोड़ दिया गया। चंडीगढ़ स्टेशन के 34 कुलियों के प्रधान सावर खान का कहना था कि हम लोगों की स्थिति काफी खराब है। सुविधा के नाम पर कोई व्यवस्था नहीं है।
विकलांगों के लिए कोई सुविधा नही
प्लेटफार्म नंबर एक से अन्य प्लेटफार्म पर रोगियों व विकलांगों को ले जाने का लिए अच्छी व्यवस्था नहीं है। यदि किसी रोगी को अन्य प्लेटफार्म पर ट्रेन पकड़नी हो तो उसे वहां जाने के लिए काफी दिक्कतों का सामना करना पड़ता है।
टिकट आरक्षण केंद्र हैं कम
रेलवे स्टेशन पर स्थित कंप्यूटरीकृत टिकट आरक्षण केंद्र काउंटरों में से केवल तीन को ही चलाया जा रहा है, इससे यात्रियों को काफी कठिनाइयों का समना करना पड़ता है। टिकट आरक्षण केंद्र में केवल तीन काउंटरों पर ही यात्रियों को दी जा रही है। हालांकि यहां भीड़ को देखते हुए तीन टिकट काउंटर कम पड़ रहे हैं। इसी समस्या के समाधान के लिए रेलवे प्रशासन ने कंप्यूटरीकृत टिकट आरक्षण केंद्र का विस्तार करने का फैसला लिया था पर इस पर काम नहीं किया जा रहा है। चंडीगढ़ रेलवे स्टेशन के मुख्य द्वार पर तीन और पंचकूला की ओर एक ही आरक्षण काउंटर है, लेकिन ये चार काउंटर भी यात्रियों को कम पड़ रहे हैं। यात्रियों की ओर से कई बार इस बावत मांग भी की गई है, लेकिन रेलवे प्रशासन इस पर ध्यान ही नहीं दे रहा है। प्रस्ताव तो तीन के स्थान पर सात काउंटर खोलने का था, लेकिन इस पर कोई काम ही नहीं किया जा रहा है।
विकास के कार्य समय पर ही होंगे पूरे : स्टेशन अधीक्षक
इस संबंध में पूछे जाने पर रेलवे स्टेशन अधीक्षक प्रवीण कुमार का मानना है कि कई काम अपनी रफ्तार से चलाए जा रहे हैं। जैसे जैसे बजट आता है वैसे वैसे काम बढ़ाए जा रहे हैं। उन्होंने बताया कि समय के साथ ही सभी काम पूरे किए जाएंगे।
सुरक्षा पर रखा जाता है विशेष ध्यान : विजेंद्र सिंह
रेलवे सुरक्षा बल (आरपीएफ) के पोस्ट कमांडर विजेंद्र सिंह का मानना है कि स्टेशन पर यात्रियों की सुरक्षा पर ध्यान दिया जाता है। इसके लिए स्टेशन से जुड़े लोगों जैसे कि वेंडरों व टैक्सी ड्राइवरों को नशाखुरानी गिरोह के खिलाफ जागरूक किया जाता है। सुरक्षा के लिहाज से कई विषयों पर ध्यान दिया जाता है, इनमें नशाखुरानी से बचाने के लिए यात्रियों को जागरूक किया जाना, प्रतिदिन ट्रेनों की जांच करना आदि शामिल हैं।

दौसा. आखिरकार ट्रेन सुविधा बढ़ाने की मांग के समर्थन का पहल करते हुए सबसे पहले खंडेलवाल मार्केट व्यापार संघ आगे आया है। संघ ने दौसा स्टेशन पर नई ट्रेनों का ठहराव, मीठे पानी की व्यवस्था करने, स्टेशन परिसर में मुख्य द्वार के पास सुलभ शौचालय बनाने तथा प्लेटफार्म नंबर 2 पर कोच इंडिकेशन बॉक्स लगाने की मांग उठाई है। मांग के समर्थन में रेल महाप्रबंधक को ज्ञापन भेजा है।

दौसा में ट्रेन सुविधाओं की कमी और बिना हाथ-पैर हिलाए सुविधा मिलने जैसी लोगों की मानसिकता से संबंधित खबर दैनिक भास्कर में 20 सितंबर के अंक में प्रकाशित हुई थी। 'दौसा में भी हो रेवाड़ी जैसी ट्रेन सुविधाएं' शीर्षक से खबर छपने के दूसरे दिन शनिवार को खंडेलवाल मार्केट व्यापार संघ आगे आया।

संघ ने भास्कर की खबर से प्रभावित होकर दौसा में अहमदाबाद-हरिद्वार मेल, अजमेर-किशनगंज एक्सप्रेस, ओखा-देहरादून, जयपुर-सराय रोहिल्ला दिल्ली डबल डेकर ट्रेन, बांद्रा- सराय रोहिल्ला दिल्ली गरीब रथ, अजमेर-सियालादाह एक्सप्रेस ट्रेन के ठहराव की मांग उठाई है। मांग के समर्थन में रेलवे महाप्रबंधक को ज्ञापन भेजने वालों में कैलाश चंद ठाकुरिया, गौरी शंकर चांदराना, संजय घीया, पंकज गोठड़ा, दामोदर प्रसाद, निदेश शादरा, राहुल खंडेलवाल विक्की, आलोक जैन, ओमप्रकाश गोठड़ा, राजेश ठाकुरिया, रामावतार आदि हैं।

बिलासपुर। चिरमिरी से बिलासपुर आने वाली पैसेंजर में उठाईगीरी की घटना घटी है। पीडि़त यात्री को उसलापुर में उतारा गया और इलाज के लिए जिला अस्पताल में भर्ती कराया गया है। शनिवार की शाम तक वह बेसुध था, जिससे घटना की सही जानकारी नहीं मिल सकी है।

जीआरपी को संदेह है कि अज्ञात आरोपियों ने यात्री का सामान भी पार कर दिया होगा। आरोपी के होश में आने के बाद मामले का खुलासा होगा, जिसके आधार पर पुलिस मामला दर्ज करेगी। चिरमिरी से बिलासपुर आने वाली पैसेंजर शनिवार की सुबह 6 बजे उसलापुर पहुंची। यहां जनरल बोगी के यात्रियों ने आरपीएफ जवानों को सूचना दी कि एक यात्री बेसुध है और उल्टी कर रहा है। आरपीएफ ने पीडि़त से जानकारी ली तो उसने बताया कि उसके साथ दो और लोग बैठे थे, जिन्होंने उसे बिस्किट खिलाई थी।

बिस्किट खाने के बाद उसे नींद आ गई। यात्री ने अपना सामान गायब होने की बात कही और फिर से बेहोश हो गया। आरपीएफ ने यात्री को ट्रेन से उतारा और जिला अस्पताल में भर्ती कराया। आरपीएफ से मिले मेमो के आधार पर जीआरपी बयान लेने पहुंची। युवक थोड़ी देर के लिए होश में आ रहा है और फिर बेहोश हो जा रहा है। इस बीच जीआरपी ने पीडि़त की पहचान हासिल कर ली है।

वह मनेंद्रगढ़ का रहने वाला 35 वर्षीय विनोद कुमार गुप्ता है। वह चिरमिरी से बिलासपुर के लिए सफर कर रहा था। आरोपी के जेब की तलाशी ली गई तो सिर्फ टिकट मिला, जिससे उसका पर्स की चोरी होने की आशंका है। जीआरपी युवक के होश में आने का इंतजार कर रही है, जिससे घटना की सही जानकारी मिल सके।

Railway Protection Force unit of Khurda Road Division of East Coast Railway on Saturday organised an awareness programme at Puri Railway Station warning passengers to stay alert on drug peddlers, snatchers and robbers. Railway security urged passengers not to take food, drinks and prasad from any co-passengers or from anybody which may have intoxicating elements. Passengers have been advised to take the help of security personnel about unclaimed luggage at trains and platforms and to inform security personnel for any occurrence of crime.

भागलपुर/ बांका: झारखंड के सरैयाहाट के पास 14 सितंबर को स्थानीय लोगों ने हॉल्ट को लेकर ट्रेन पर पथराव किया. लोगों ने चालक व गार्ड को बंधक बनाया व यात्रियों के साथ अभद्र व्यवहार किया. इस घटना पर डीआरएम ने इस मार्ग पर रेल सेवा रोक दी थी.

Raju, a former Chief Engineer of Konkan Railways and General Manager,  Rites.“We would need to install Automatic Block Signalling (ABS) every one kilometer on the existing rail line to enable more trains to run on the same track. However, the current section selected  -Thiruvananthapuram-Haripad-Chengannur  - is not ideal as the Shoranur-Ernakulam section is the most congested in the state with six lines from Mangalore and Palakkad merging into two here,” he explains.Raju, who had first raised the demand for a suburban service over a decade ago, suggests the feasibility study should cover all three metropolitan cities of Kozhikode, Kochi and Thiruvananthapuram, and not  just the section running upto Chengannur. In his view, going in for ABS technology may prove cost effective. “The cost could be around Rs 25 lakh per km  and not Rs 20 crore as is being suggested. The main expense will be for converting the level crossing into a RoB or subway. This has to be executed  anyway considering  future traffic,” he adds.

G. Kesava Chandran, DMRC Chief Engineer and former General Manager of Rail Vikas Nigam , who is credited with the construction of the Edappally-Vallarpadam bridge, too feels the ABS system will not take much time to execute as it requires no land acquisition.

“The ABS system can be implemented in a year, although much depends on the agency entrusted with the work. Raising the height of platforms to level with the  suburban trains can be done in another year,” he adds.

Reliable, cost-effective rail plan has many takers

Kozhikode: The Rs 3,000 crore suburban rail proposed  for the Thiruvananthapuram- Chengannur and Thiruvananthapuram-Harippad sections has received a thumbs up from rail passengers' associations, who see it as the most realistic and suitable mass transport system the government has come up with for the state in recent years.

But they feel it should cover the entire state from Parassala to Kasargod as the project is both affordable and easy to execute with no major land acquisition required.

“The cost of Rs 20 crore per km makes the suburban rail system one of the most cost-effective mass transportation proposals  the government  has come up with in the past few years,” said Mohanan Manalil, a senior engineer with the Kerala State Electricity Board in Kozhikode and secretary of the Malabar Rail Users’ Forum.

“Compared with the proposed high speed rail project, which will cost Rs 230 crore per km to execute, the suburban rail project is realistic and feasible. It is the right model for the state which is short of both economic resources and  land,” he added, however, suggesting that besides studying the feasibility of the project for the Thiruvnananthapuram-Chengannur and Harippad sections, the government should consider taking it to other parts of the state too.

“We could broadly classify the state into three geographical areas - Thiruvananthapuram, Kochi and Malabar - and do feasibility studies for each taking their local needs into account,” he maintained.

C.E. Chakkunni, general convener of the Malabar Rail Users’ Association too believes the government should consider extending the suburban rail to the Malabar and Kochi regions while the work on the Thiruvananthapuram-Chengannur and Harippad sections continues.  

“If an existing double line track can be used for running a suburban system on the stretches selected, this could be done in Kochi and the Malabar as well,” he argued. Pointing out that the doubling of the Shornur-Kannur section was scheduled to be completed in the next one month, he said this could open the door for a feasibility study for a suburban rail system in the Malabar region.

Also, in his view, the project should encourage the state to come out with a holistic transportation policy for the state. “The government currently has no comprehensive policy or vision document covering  transportation by rail, road, water and air for the state, ” he noted.

One Coach of Train No.12666 Kanyakumari – Howrah Express Derailed Between Sri Venkateshwarapalem and Kavali Stations on Gudur – Vijayawada Section of Vijayawada Division

There is a derailment of half portion of o­ne coach (ie 4 wheels of  Second Class Luggage Cum Brakevan Coach, next to Train Engine ) of Train  No. 12666 Kanyakumari-Howrah Express at around  02:40 hrs of today ie 22ndSeptember,2013, between Sri Venkateshwarapalem and Kavali Stations o­n Gudur - Vijayawada downline section of Vijayawada Division due to cattle runover.

No casualities / injuries reported to anybody. Medical Relief Train and Accident Relief Trains from Bittragunta  have immediately been rushed to the spot.  Around 25 passengers were found to be  travelling in the affected coach. Soon after the incident , they were adjusted in the other adjacent coaches of the train. The Rear portion of the affected train has been cleared to its rear station Kavali at 05:10 hrs for o­nward journey.

Through running of the trains o­n the Section is not affected as temporary single line working is being introduced till the Downline is cleared of obstruction. However, train Services o­n Gudur- Vijayawada section are likely to be delayed till normal working is restored. Senior Officers from Vijayawada, led by the Divisional Railway Manager / Vijayawada Division, have rushed by a Special train to the spot to monitor the restoration activities.

The following two passenger trains are cancelled due to this incident

1) Train No. 57277 Gudur-Vijayawada Passenger ,scheduled to depart Gudur  at 06: 10 hrs is cancelled.
2) Train No.57241 Bitragunta-Vijayawada Passenger, scheduled to depart Bitragunta at 04 :00 hrs is cancelled.
