ট্রেনের ছ’টি কামরার মধ্যে দু’টি কামরা আরপিএসএফের জওয়ানরা দখল করায় শনিবার ক্ষোভ ছড়াল আসানসোল-হলদিয়া এক্সপ্রেসের যাত্রীদের মধ্যে। বাঁকুড়া স্টেশনে নেমে তাঁরা বিক্ষোভ দেখানোয় ৪৫ মিনিট আটকে যায় ট্রেনটি। পরে কিছু যাত্রীকে জওয়ানদের কামরায় ওঠার ব্যবস্থা করার পরে ট্রেনটি রওনা দেয়। বাঁকুড়ার স্টেশন ম্যানেজার বিশ্বনাথ মুদি বলেন, “যাত্রী বিক্ষোভের জেরে ট্রেনটি স্টেশনে আটকে থাকে। ট্রেন চলাচল ব্যাহত হয়নি।” আরপিএফের ৮ নম্বর ব্যাটেলিয়নের জওয়ানরা খড়্গপুর যাওয়ার জন্য আসানসোল থেকে ওই ট্রেনের দু’টি কামরায় উঠে দরজা বন্ধ করে দিয়ে অন্য যাত্রীদের ওই দু’টি কামরায় উঠতে নিষেধ করেন বলে অভিযোগ। ভিড়ে ঠাসা অন্য কামরাগুলিতে উঠতে বাধ্য হওয়ায় যাত্রীদের মধ্যে ক্ষোভ ছড়ায়। আদ্রা স্টেশনে তাঁরা কিছুক্ষণ বিক্ষোভ দেখান। জিআরপি-র বাঁকুড়ার ওসি সুভাষচন্দ্র জানা তাঁদের বোঝান, আগ্নেয়াস্ত্র থাকায় তাঁরা ওই ভাবে যাচ্ছিলেন। পরে কিছু যাত্রীকে ওঠার ব্যবস্থা করলে বিক্ষোভ কমে।

LUCKNOW: The.2500 Crore Rail Coach Factory in Sonia Gandhi’s constituency Rae Bareli is proving to be a white elephant for railways. Even after three years of production, the factory has only two shells (the empty coach without the bogey and interiors) to call its own.

Railway ministry has sanctioned Rs.650 crore to the Rail Coach Factory (RCF) in 2013-14. But, so far the factory has rolled out only two shells and 25 assembled coaches. There has been no production since June when 12-odd coaches were assembled.

The main reason cited for limping production is Rail Coach Factory, Kapurthala, decision to back off from its commitment to supply raw material to Rae Bareli factory in the initial years. “The target was to produce 150 coaches this year but not more than 25 coaches have been rolled out,” said sources.

Even after three years, the factory has not become self-reliant in procuring raw material and rolling out coaches, entirely manufactured on its premises. “RCF Kapurthala says it’s time Rae Bareli factory starts its own production. They have to float tenders to procure raw material to us as well,” added sources. But, Rae Bareli factory is still lagging behind despite several assurances from the railway ministry to fast-track the project.

The project has also been hit by split management. The factory is managed through three offices headquarters at Delhi, local office in Lucknow and the small set up at Lalganj in Rae Bareli.

The factory was set up to bridge the gap between the demand and supply of coaches. It was to roll out 1,000 LHB coaches every year. But major chunk of the factory’s budget sanctioned by railway ministry goes in paying salary to its 40 officers and about 1,100 staff.

Besides, Rs 12 to 13 lakh extra is spent on the transportation of raw material like seats, wheels, paints, bathroom fittings and other accessories during every consignment. “The raw material is to be provided as and when required. However, for past two months we are not getting it,” said sources.

Rae Bareli factory has to manufacture only LHB coaches. Railways incurs about Rs 2.73 crore in manufacturing a single AC-3 tier LHB coach and Rs 2.63 crore for an AC-2 tier LHB coach. LHB is a light weight coach based on German technology that improves the speed of a train. It is the latest requirement of Indian Railway.

Three years after it started production, only 113-odd coaches have been assembled at Rae Braeli. The factory has not made a single coach indigenously so far. It rolled out 18 coaches in 2011-12 and 70 in 2012-13.

Initially, the project was delayed due to political apathy as the railway ministry was headed by Mamata Banerjee. The factory was not given more than Rs 100 crore as annual budget then, said sources. The factory has failed to meet its production deadline several times after inauguration in 2007.

Things improved when Pawan Bansal took over as the railway minister. A big sum was sanctioned to the factory in this year’s rail budget.

The factory’s administrative block has to be shifted to Rae Bareli by next month. But, that seems unlikely given the sluggish pace of work.

Mumbai:  Mumbai’s railway police are busy fighting with the Railway Protection Force (RPF) to get access to CCTV footage of cameras installed at railway stations.

While each railway station is fitted with closed-circuit cameras to monitor the security situation, the railway police don’t have access and are dependent on camera technicians and the RPF to hand over footage.

However, railway police say they are given a hard time by the RPF when they need the footage for investigations. Shivaji Dhumal, senior police inspector, Kurla railway police station said, “While investigating crimes that occur on the railway premise, we need to study CCTV footage urgently to follow culprits or gather evidence. The RPF does not seem to understand the urgency. We have to wait for hours.” Technicians, who are required to process the footage are also seldom available. “They end up hampering the investigations,” Dhumal said.

These complaints were elaborated in letters that the railway police have written to the RPF’s assistant security commissioner and top brass at the railway police.

While the Mumbai railway police are a part of the Maharashtra government security system responsible for curbing crime and maintaining law and order, the RPF is the security agency under the central government. Currently, the RPF monitors CCTV cameras on the railway premises, which is causing the turf war.

CR Railway Protection Force’s divisional security commissioner Alok Bohra said, “These are false allegations. We co-operate with the railway police. You may come to my office on Monday and check records for yourself,” he told.

Caught between the two security forces and their tiff, commuters continue to suffer. Last month, when an American national was allegedly attacked and robbed in a local train, sources said the RPF and railway police constable wasted precious minutes arguing about who should accompany the bleeding victim to the hospital. This after Governor K Sankaranarayanan summoned top officers of both railway security agencies to Raj Bhavan last month to chalk out a plan a to curb crime on trains and ensure safe travel especially for women.

Railways is mulling installing automatic doors in AC coaches of some premier trains, on the lines of those in Metro, to enhance passengers' safety and check criminal activities on board running trains.The new system will be controlled by the driver or guard from his cabin and with his command, all the doors will automatically open when train arrives at station, and close when it departs. Currently, train doors are opened and closed manually."Train will not move unless all the doors are closed in the automatic door system. The driver and the guard will have command control of the system at their cabins," a senior Railway Ministry official said.A meeting of the Railway Board was held last week to finalise the proposal for introducing automatic doors system in trains."RDSO (Research Design and Standards Organisation) is finalising the specifications for the system to be fitted in a rake of 20 AC coaches in the Rail Coach Factory at Kapurthala as a pilot project," the official said.However, the official said, "Before equipping the first rake with the system, a non-AC coach in Delhi Division will be made operational with the automatic closing door system for trial purpose."Several lives have been lost with passengers falling off running trains while standing on foot-board.According to the official, Allahabad High Court had directed Railways to instal automatic doors in passenger coaches to prevent passengers from falling off running trains.Railways had appealed to the Supreme Court against the order, but the apex court had upheld the High Court decision.Railways is planning to instal the automatic door system in all mail and express trains."The system is being considered as more safe in long-distance super fast trains to ensure foolproof safety to passengers. Besides, the new system will also help in curbing criminal activities on running trains," the official said.Besides Metro trains, high speed trains in foreign countries have automatic doors in each coach."It has been noticed that passengers travel on foot-board or standing at door while undertaking journey by trains though it is not permitted. So, the proposed system will be effective in checking mishaps and criminal activities on running trains," he said.As Railways is actively considering to increase speed of passengers trains, the new technology of automatic doors is expected to be installed in all such trains.

बिलासपुर। चिरमिरी से बिलासपुर आने वाली पैसेंजर में उठाईगीरी की घटना घटी है। पीडि़त यात्री को उसलापुर में उतारा गया और इलाज के लिए जिला अस्पताल में भर्ती कराया गया है। शनिवार की शाम तक वह बेसुध था, जिससे घटना की सही जानकारी नहीं मिल सकी है।

जीआरपी को संदेह है कि अज्ञात आरोपियों ने यात्री का सामान भी पार कर दिया होगा। आरोपी के होश में आने के बाद मामले का खुलासा होगा, जिसके आधार पर पुलिस मामला दर्ज करेगी। चिरमिरी से बिलासपुर आने वाली पैसेंजर शनिवार की सुबह 6 बजे उसलापुर पहुंची। यहां जनरल बोगी के यात्रियों ने आरपीएफ जवानों को सूचना दी कि एक यात्री बेसुध है और उल्टी कर रहा है। आरपीएफ ने पीडि़त से जानकारी ली तो उसने बताया कि उसके साथ दो और लोग बैठे थे, जिन्होंने उसे बिस्किट खिलाई थी।

बिस्किट खाने के बाद उसे नींद आ गई। यात्री ने अपना सामान गायब होने की बात कही और फिर से बेहोश हो गया। आरपीएफ ने यात्री को ट्रेन से उतारा और जिला अस्पताल में भर्ती कराया। आरपीएफ से मिले मेमो के आधार पर जीआरपी बयान लेने पहुंची। युवक थोड़ी देर के लिए होश में आ रहा है और फिर बेहोश हो जा रहा है। इस बीच जीआरपी ने पीडि़त की पहचान हासिल कर ली है।

वह मनेंद्रगढ़ का रहने वाला 35 वर्षीय विनोद कुमार गुप्ता है। वह चिरमिरी से बिलासपुर के लिए सफर कर रहा था। आरोपी के जेब की तलाशी ली गई तो सिर्फ टिकट मिला, जिससे उसका पर्स की चोरी होने की आशंका है। जीआरपी युवक के होश में आने का इंतजार कर रही है, जिससे घटना की सही जानकारी मिल सके।

NASHIK: The pre-launch run of the Rajdhani-like, fully air-conditioned train from Mumbai to Delhi via Nashik, on Central Railway, has been scheduled for Tuesday.

The bookings for the train - announced as a special train running between Lokmanya Tilak Terminus (LTT) Kurla and Hazrat Nizamuddin, New Delhi on Tuesday and running back to Kurla on Wednesday (September 25) - will begin on September 21. No schedule has been announced for the train in the following week yet.
Central Railway official said that it is likely that the train - promised in the 2013 railway budget - could be inaugurated formally on its way back to Mumbai on Wednesday.

The rake is equipped with a first AC coach, three second AC coaches, 10 third AC coaches and two end-on-generation (EoG) coaches, quite like the configuration of the Rajdhani Express, to cover the 1,520km journey in 19.5 hours from Mumbai to Delhi. The train will have six intermediate halts - at Nashik Road, Bhusawal, Bhopal, Jhansi, Gwalior and Agra Cantonment - before reaching its destination.

Given that the originating station of the train is LTT and the rake will have to be taken to New Delhi for a formal inauguration, it is likely that this will be utilised as a special train (02109 Dn) during the journey, railway officials said.

"Though there is no confirmation, it is likely that the train will be inaugurated at the Hazrat Nizamuddin station in New Delhi. This may be announced on Monday, after which the number of the train from Delhi to LTT - 02110 Up - may be upgraded, with a regular number and announcement of further schedules," a Central Railway official said.

The train would halt at Bhopal station for 10 minutes on both its journeys, while the duration of its halt in other stations would be from 2 to 5 minutes.

The train will be the fourth direct train to the capital via Nashik and the first Rajdhani-like train on the tracks of Central Railway. Central Railway has been lacking in a train that would reach New Delhi in the shortest possible time period. Western Railway runs the Rajdhani Express that leaves Mumbai Central at 14.30 to reach Delhi at 8.30 the next day.

"This train will be beneficial to commuters from Nashik and Bhusawal areas travelling to Gwalior and Agra Cantonment," the official said.

The two-day 19th annual conference of the Railway Forum of Indian Society of Anaesthesiologists (RFISA) was inaugurated in the city on Saturday. It is being held under the auspices of the Indian Railway Medical Service Association of the South Western Railways.As many as 37 anaesthesiologists from all over India are attending the conference which was inaugurated by P.S. Prasad, Director-General of the Railway Health Services.S. Rathod, RFISA president, felt that unless the cadre had an infusion of fresh talent, it was likely that operation theatres in some railway hospitals would close.“The scenario is changing fast because our colleagues are retiring and not many youngsters are entering the stream,” he said. Dr. Rathod underlined the imperatives of averting such a situation by encouraging youngsters to undergo PG in anaesthesiology on deputation. Dr. Prasad stressed the need to make the Railway Health Services “as attractive as the medical services” in the armed forces and said the government would encourage young doctors in the railway health services, to take up PG courses. The next three years would be critical as 120 to 130 professionals may quit the service; this means there will be 0.6 doctors per 1,000 people in the railways. In the deliberations that followed, specialists in anaesthesiology spoke about the recent developments which had a impact on major surgical procedures with near cent per cent success rate in patients’ safety.
