Denouncing the railway freight tariff hike as a measure that would accelerate inflation and further affect the economy and people, Tamil Nadu Chief Minister Jayalalithaa today urged the Centre to immediately withdraw the increase."At a time when inflation is skyrocketing due to continuous increase in the price of petroleum products, the hike in railway freight tariff by the Centre is akin to adding fuel to fire," Jayalalithaa said in a statement here.Criticising the 'dynamic pricing policy' being followed by the Centre in classifying railway freight tariff under 'busy and lean season' categories, she said the classification was artificial and unjustified."Due to the hike in tariff, the price of all essential commodities and raw materials for industries like cement, coal and iron will increase."When the cost of food products is already witnessing a continuous increase, the hike in railway tariff will have a spiraling effect and lead to further inflation, she said.

The Ministry of Railways has decided to introduce two new trains viz. Secunderabad – Hubli – Secunderabad Tri Weekly Express & H.S. Nanded – Nangaldam – H.S.Nanded Weekly Superfast Expressas per the following schedule:-

In the return direction, Train No. 17319 Hubli – Secunderabad Tri Weekly Express will depart Hubli at 20.50 hrs o­n every Wednesday, Friday and Sunday with effect from 4th October 2013 and arrive Secunderabad at 11.45 hrs o­n the next day.

Railway Minister M. Mallikarjuna Kharge on Saturday urged the State government to immediately release its share of funds for railway projects and pace up land acquisition process so as to speed up completion of the ongoing projects.

Speaking after flagging off the Yeshwanthpur-Mangalore Weekly Express here, Mr. Kharge said in the last six months, the government has released only Rs. 50 crore whereas the Railways has released Rs. 320 crore. The Railways has earmarked over Rs. 700 crore for projects in Karnataka and an equal amount has to come from the State government. In the next six months, the government has to release the balance Rs. 650 crore at the rate of Rs. 109 crore a month, he said.

Patting his own back, Mr. Kharge said in 100 days of assuming the office, he not only got 13 trains announced in the Railway Budget for Karnataka but also introduced three new trains which were not announced in the budget.

As far as ongoing projects are concerned, land acquisition at certain stretches has been hampering the progress. If the government provides land near Kunigal Stud Farm immediately, the Railways could complete the Bangalore-Hassan new line within this year, he said.

Similarly, if the government completes rehabilitation of affected people on the Chikballapur-Kolar line, services could start within two months. Ditto is the case with the Kottur-Harihara new line where land acquisition on a small stretch is hampering the project. Mr. Kharge said the Railways would commence operation on Kadur-Chickmaglur new lines within a month.

Speaking earlier, Union Minister for Petroleum and Natural Gas M. Veerappa Moily urged Mr. Kharge to announce Mangalore and Gulbarga as new divisional headquarters for South Western Railway. “Mangalore has all the potential to become a divisional headquarters so as your Gulbarga. Please expedite the process,” he said.

Stating that the Sakleshpur-Mangalore line is not exploited to its capacity, Mr. Moily asked the Railway Minister to speed up the Bangalore-Hassan new line project which reduced the travel time by over four hours between Bangalore and Mangalore. “I’ll take up the matter of land acquisition near Kunigal with the State government,” he said.

Minister of State for Food and Civil Supplies Dinesh Gundu Rao, and senior railway officials were present.

Train timings

Train No. 16565 Yeshwanthpur-Mangalore Weekly Express will leave Yeshwanthpur at 11.55 p.m. on Sundays and arrive at Mangalore at 5.40 p.m. on Mondays. Train No. 16566 Mangalore-Yeshwanthpur Weekly Express leaves Mangalore at 8 p.m. on Mondays to reach Yeshwanthpur at 1.30 pm on Tuesdays.

The train will stop at Banaswadi, Krishnarajapura, Bangarpet, Kuppam, Salem, Erode, Tiruppur, Coimbatore, Palakkad, Shoranur, Tirur, Kozhikode, Vadakkara, Thalassery, Kannur, Payyanur and Kasargod. It will have one 2-tier air-conditioned coach, one 3-tier air-conditioned coach, seven second class sleeper coaches, six second class coaches and two second class sitting-cum-luggage vans.

Bombardier Transportation has unveiled its first Omneo double-deck train, the latest addition to the company's double-deck EMU range, at its site in Crespin, northern France. The new train, named Regio 2N by the French regions, is wider than conventional electric multiple units (EMUs) for increased onboard space, maximum seating and large access platforms with two wide doors. The new Regio 2N vehicle is available in several configurations, from six to ten cars, with a total length of between 81m and 135m, and has capacity to travel at speeds between 160kmph and 200kmph. To date, France's Aquitaine, Brittany, Centre, Nord-Pas de Calais, Provence-Alpes-Côte d'Azur and Rhône-Alpes regions have placed firm orders for 129 Regio 2N trains. Bombardier said the new EMU is the eighth in a batch of nine test trains the company has built to allow several tests required for approval to be carried out simultaneously. "The new train, named Regio 2N by the French regions, is wider than conventional electric multiple units (EMUs)." Several trains will run test journeys from January 2014 while waiting for certification, to allow SNCF to operate and check operational reliability before full commissioning. Bombardier Transportation president Lutz Bertling said the increasing use of regional trains in France reflects successful efforts to facilitate the sustainable and comfortable mobility of their populations. "This train is the right choice to meet the future needs of regional transportation not only because of its large capacity, passenger comfort and high performance, but also thanks to the many configurations available, such as the InterCity V200 version," Bertling said. "Bombardier's Crespin teams have met an outstanding technical challenge by delivering a completely new industrial product as complex as this one, and in such a short time-frame," Bertling added.

Railways has consistently lost market share in freight traffic to competing modes such as roads and pipelines

Politicians have always coveted the Railway Ministry portfolio as trains help net an increasing number of voters. Nearly 860 crore passengers travelled by train in 2012.For the Indian Railways, the last 20 years present a picture of how populist politicians have milked the system for parochial and short-term gains. In the process, they have forced the Railways to lean on freight traffic to make money, while not allowing passenger fares to go up for years. Such steps may have appeased voters in the short run, but harmed the Railways eventually.Constant increases in freight charges have pushed many freight customers, such as oil companies, away from trains to looking at moving the commodity via pipelines. The result: Railways has consistently lost market share in freight traffic to competing modes such as roads and pipelines.

COALITION IMPACT

Critical of such cross-subsidisation, K.K. Srivastava, former Member Traffic, Railway Board, explained, “Bulk cargo moving by trains is usually sticky and the shift away from trains does not happen over one day. It happens over many years. But, once the commodity has shifted to some other mode, it is impossible to get it back. Petroleum products shifted to pipelines. What if coal moves to slurry pipelines?”Coalition politics at the Centre, which became the norm in the last decade-and-a-half, saw the Railways portfolio being used as a trading tool, with leading political parties such as the Congress and the BJP bartering it with allies in exchange for support. For 15 years over last two decades, the Ministry was headed by a coalition partner (see table) .This was also when the gap between average passenger rates and freight rates — an indicator of cross-subsidisation — widened. The contribution of passenger revenues to the Railways’ total revenue kitty has gone down. During the period, losses from passenger operations have ballooned and are expected to touch Rs 25,000 crore this year. This is equal to the total earnings from the passenger segment two years ago (2011).“Most Railway Ministers contributed to a decline in Railways’ financial health…The internal generation of funds has touched a low due to lack of courage to fix service charges in line with input costs and continued cross-subsidisation from freight to passenger business. Such cross-subsidisation hits the poorest of poor by fuelling inflation. The subsidised lot are passengers, who include only a few from the poorest of poor category,” said Niraj Kumar, former Director General, Railways.Not only did politicians ignore reformist and difficult decisions, but those who attempted to do so were unceremoniously punished. Dinesh Trivedi, who presented the most reform-oriented Railway Budget, was thrown out by his own party chief Mamata Banerjee within a day. He was replaced by his party colleague who rolled back the proposals and then got the budget passed.“All Railway Ministers behaved as if they were, not the Railway Minister of India, but of their home States. There was always a race in the Railway Board to find ways of sanctioning more and more projects for the Minister’s home State,” said Kumar.The Railway Budget became a platform for politicians to mindlessly announce factories and trains for their constituency, without much thought on where the funds will come from.

PRODUCTIVITY IMPROVEMENTS

This explains Railways’ pending projects which run into lakhs of crores, as they were announced by politicians with an eye on their respective constituencies. In spite of this, Railways did strengthen its tracks, introduced wagons to carry more load and brought in better passenger coaches . Number of passengers booked on trains increased 2.3 times, while cargo loaded went up 2.6 times. Sumant Chak, Director, Asian Institute of Transport Development, a transport consultancy known for its expertise in Railways, pointed out that these increases have been achieved despite a reduction in employee base from 16.5 lakh in 1991 to about 14 lakh now.“The growth in output of both freight and passenger transport has been achieved with far less than proportionate increase in inputs. This has been enabled by inducting locomotives, wagons, track and signalling with better technology that are now more productive with lesser failures and lower maintenance requirements. This has helped Railways carry more cargo and more people per train, besides moving more trains,” said Kumar. But Railway tracks have become congested. During the period, the railway network in India has grown by about 3 per cent, while China increased its network by 24 per cent. Hopefully, the dedicated rail freight corridor — being built along Delhi-Mumbai and Delhi-Kolkata — will bring about the much-needed track capacity.

ORGANISATION STRUCTURE

Given this backdrop , experts vote for fundamental reforms for Indian Railways. Pointing out that the current organisational structure of the Railways is over 100 years old, Chak calls for re-orienting the Railways on various business-lines and making top Railway officials accountable for such businesses.This would require bringing in much-delayed accounting reforms in Railways. These steps have been recommended by many committees such as those headed by Prakash Tandon and Rakesh Mohan.The moves in this direction have seen multiple public sector units that came up, such as the Container Corporation of India, Indian Railway Finance Corporation, Ircon and RITES, pointed out Chak.Though they are still significantly embedded in the Railway system, these firms functioned as corporates with clearer accounting standards and business objectives. Additionally, they also helped trim Indian Railways’ large employee base as some railway staff migrated to these companies. For instance, the e-ticket concept was introduced by one of Railways' public enterprises, IRCTC.An effective rail tariff regulator — to de-politicise the fare setting mechanism to better reflect the inherent costs for different services – is necessary at the earliest for the next round of reforms, added Srivastava.In last two decades, Railways haslost passengers to airlines (over long distances) and roads for short hauls. Passenger amenities have not improved enough to catch the fancy of upwardly mobile Indians who prefer private vehicles, airlines or luxury buses. On the contrary, ever-increasing complaints about dirty train toilets and shoddy food indicate deterioration in services.

ARGENTINA: Continuing his official visit to China, Minister of the Interior & Transport Florencio Randazzo announced on September 25 that CNR is to supply 27 three-car DMUs for the Belgrano Sur commuter network in Buenos Aires. With contract signature expected within two weeks, deliveries are due to take place in 2015.Randazzo also announced that on October 1 the government would invite Chinese rolling stock manufacturers to bid to supply a further 32 three-car DMUs for the Sarmiento and Mitre networks. According to the minister, bidders would be asked to provide finance and would be assessed on criteria including the proportion of domestic content.CNR President Cui Dianguo said the rolling stock manufacturer had for some time been considering undertaking production in Argentina in partnership with a local company. 'We want them to think seriously about locating in Argentina', said Randazzo, 'our government will completely support them and it is great opportunity for them to develop in Latin America.
