Bhubaneswar: Central Team under the leadership of Additional Secretary, Cabinet Secretariat Anil Swarup has appreciated the positive approach and expeditious steps taken up by Government of Odisha in implementation of large projects in the infrastructure, coal, railway and power sectors. Replying to queries of media after the meeting Swarup said that we have taken this review for facilitating and first tracking of the projects; and, I am happy that State Government machinery has exhibited proactive support in successful implementation of the projects. Presiding over the meeting held in Secretariat conference hall today, Chief Secretary Jugal Kishore Mohapatra said that because of this exercise there has been a lot of optimism all around. Last mile facilitation is done through this collaborative effort. Sri Mohapatra called upon all the departmental authorities and project implementing agencies to make use of this collaborative effort and remove all the small or big bottlenecks on the way of implementation of the projects. Special secretary, Project Monitoring Pradeep Kumar Jena outlined the main issues for discussion from Govt of Odisha side. In the first sessions the coal and Railway projects were reviewed. In the second session the projects relating to Power , National High Way and some Steel sectors were reviewed. Around 44 projects in these projects were reviewed in the meeting. The issues relating to forest clearances, taking possession over the land acquired, tree cutting DGPS survey , issue of FRA and PTG certificates, overlapping coal block areas, utilization of low grade ore by domestic industries, evacuation of surplus power generated within Odisha were discussed and sorted out in the meeting. Chief Secretary Mohapatra emphasized on the need for six lining of Paradeep- Daitary NH. Sri Swarup advised implementing agencies toup-load their request, requirements and views in the website so that matters can be taken up with concerned Ministries for early solution. Chief Secretary has directed that DGPS survey should be expedited by the implementing agencies of the projects by engaging empanelled expert agencies of ORSAC. The agencies have been asked to send the DGPS survey report to ORASC for authentication. Mohapatra has also advised that the geo-referenced boundary pillars of DGPS should also be inserted in the mining map to avoid any possible overlapping in future. The Pr. Secretary Raj Kumar Sharma has been advised to issue clear cut guidelines in this direction within 7 days. Review revealed that the matters relating to forest and environmental clearances have been accomplished within time lines because of expedited steps and initiatives taken by Forest & Environment Department, Govt of Odisha. The Team commended the activities of the department. OCP, Bharatpur OCP, Garjanbahal OCP, Orient under ground coal projects, Lajkura OCP, Samaleswari OCP, Belpahar OCP, Development of Rampia coal Block and Dip Side of Rampia, Aditya Aluminium Smelter of Hindalco Industries ltd., IOCL projects like Paradip–Haladia-Durgapur LPG Pipeline, POL Tap Off Point(Top)at Jatani , Paradip Refinery Abhayachandrapur, Paradip- Raipur-Ranchi pipeline, UCM Coal company Limited ,Chendipada Coal Mine Projects, Machhakata Coal Project, Jindal India Thermal Power, Lanco Babandh Power Ltd., GMR Kamalanga Energy Limited, VISA steel Ltd, Eassar Steel India Ltd, Monnet Ispat & energy Ltd. among other projects were reviewed and the issues relating them were sorted out. Southern Railway will run special trains between Chennai and Nagercoil on Sundays from September 29 to November 10.The train (06310) Nagercoil – Chennai Central Special will leave Nagercoil at 5 p.m. and arrive at Chennai Central at 7.45 a.m. the next day. The train (06309) Chennai Central – Nagercoil Special will leave Chennai Central at 11.15 a.m. on Mondays from September 30 to November 11 and reach Nagercoil at 3.15 a.m. the next day. The train (06308) Nagercoil – Kacheguda Special will leave Nagercoil at 8.10 a.m. on Tuesdays from October 1 to November 12 and reach Kacheguda at 1.55 p.m. the next day. The train (06307) Kacheguda – Nagercoil Special will leave Kacheguda at 4 p.m. on Wednesdays from October 2 to November 13 and arrive Nagercoil at 9.15 p.m. the next day. The Kerala Government has decided to form a special purpose vehicle (SPV) for the proposed suburban rail service connecting Thiruvananthapuram with Chengannur and Harippad. This was decided at a meeting of senior railway officials chaired by Chief Minister Oommen Chandy here yesterday, an official press release said. The government plans to start the service close on the heels of the completion of the doubling of railway lines on these two routes, it said. Mr Chandy said Kerala should also get the benefit of the Railways' Suburban Corridor project and adequate measures should be taken for the purpose. The suburban rail service will be implemented jointly by the Centre and the State. The SPV formed will undertake works pertaining to setting up of automatic signaling system and modernization of stations. The project would incur an expenditure of Rs 3500 crores, which will be funded by the Word Bank. The per kilometer work rate has been estimated at an average of Rs 20 crores. Mumbai Rail Vikas Corporation would be asked to prepare the Detailed Project Report, which is expected by the end of December this year, the release added. Briefing reporters after a meeting of the State Cabinet today, Mr Chandy said Rs 10.99 crore had been sanctioned for the Detailed Project Report. He said a five-member Joint Steering Committee has been formed with Chief Secretary Bharat Bhushan as chairman and S Anantharaman, Chief Safety Officer, Southern Railway, Rajesh Agarwal, Divisional Railway Manager, Southern Railway and Ravi Agarwal, Executive Director, Planning at Mumbai Rail Vikas Corporation as members. Mr Biju Prabhakaran will be nodal officer and convener of the committee. Mr Chandy said the Kerala Government and the Central Government would have 50:50 stakes in the SPV. As part of the project, an automatic signaling system will come into place and about 25 stations will undergo modernization. No land acquisition is involved. As part of the operations, 10 MEMU trains, each having seven coaches, will be used. In the suburban rail service, trains can approach and leave stations at 60 km/hr and thus save time on stoppage, he said. The government has also suggested to the Southern Railway to commence high-speed train service in the Malabar region, where the doubling works of railway line would be over in a month’s time. |
