Bhubaneswar: Central Team under the leadership of Additional Secretary, Cabinet Secretariat Anil Swarup has appreciated the positive approach and expeditious steps taken up by Government of Odisha in implementation of large projects in the infrastructure, coal, railway and power sectors. Replying to queries of media after the meeting Swarup said that we have taken this review for facilitating and first tracking of the projects; and, I am happy that State Government machinery has exhibited proactive support in successful implementation of the projects. Presiding over the meeting held in Secretariat conference hall today, Chief Secretary Jugal Kishore Mohapatra said that because of this exercise there has been a lot of optimism all around. Last mile facilitation is done through this collaborative effort. Sri Mohapatra called upon all the departmental authorities and project implementing agencies to make use of this collaborative effort and remove all the small or big bottlenecks on the way of implementation of the projects. Special secretary, Project Monitoring Pradeep Kumar Jena outlined the main issues for discussion from Govt of Odisha side. In the first sessions the coal and Railway projects were reviewed. In the second session the projects relating to Power , National High Way and some Steel sectors were reviewed. Around 44 projects in these projects were reviewed in the meeting. The issues relating to forest clearances, taking possession over the land acquired, tree cutting DGPS survey , issue of FRA and PTG certificates, overlapping coal block areas, utilization of low grade ore by domestic industries, evacuation of surplus power generated within Odisha were discussed and sorted out in the meeting. Chief Secretary Mohapatra emphasized on the need for six lining of Paradeep- Daitary NH. Sri Swarup advised implementing agencies toup-load their request, requirements and views in the website so that matters can be taken up with concerned Ministries for early solution. Chief Secretary has directed that DGPS survey should be expedited by the implementing agencies of the projects by engaging empanelled expert agencies of ORSAC. The agencies have been asked to send the DGPS survey report to ORASC for authentication. Mohapatra has also advised that the geo-referenced boundary pillars of DGPS should also be inserted in the mining map to avoid any possible overlapping in future. The Pr. Secretary Raj Kumar Sharma has been advised to issue clear cut guidelines in this direction within 7 days. Review revealed that the matters relating to forest and environmental clearances have been accomplished within time lines because of expedited steps and initiatives taken by Forest & Environment Department, Govt of Odisha. The Team commended the activities of the department. The large infrastructural and investment projects like Jharsuguda- Barpali –Sergada Railway line ,Kanika siding, Railway Line from Jharsuguda to Basundhara, Natraj under ground mine, Hinngula OCP, MJSJ coal , Gopalprasad, doubling of Haridaspur- Paradeep new railway line on SPV mode ,Talcher Bimilagarh new Railway line , Anugul-Sambalpur Toll Road Project , Cuttack-Anugul Toll Road Project, Birmitrapur Barkote High Way., Angul-Sukinda new railway line, MNH Shakti Talabira OCP, Kaniha OCP, Ananta Extn. OCP, Bharatpur OCP, Garjanbahal OCP, Orient under ground coal projects, Lajkura OCP, Samaleswari OCP, Belpahar OCP, Development of Rampia coal Block and Dip Side of Rampia, Aditya Aluminium Smelter of Hindalco Industries ltd., IOCL projects like Paradip–Haladia-Durgapur LPG Pipeline, POL Tap Off Point(Top)at Jatani , Paradip Refinery Abhayachandrapur, Paradip- Raipur-Ranchi pipeline, UCM Coal company Limited ,Chendipada Coal Mine Projects, Machhakata Coal Project, Jindal India Thermal Power, Lanco Babandh Power Ltd., GMR Kamalanga Energy Limited, VISA steel Ltd, Eassar Steel India Ltd, Monnet Ispat & energy Ltd. among other projects were reviewed and the issues relating them were sorted out. The Development Commissioner Sri Injeti Srinivas, Additional Chief Secretary Revenue & Disaster Management Taradatt, Pr Secretary Forest & Environment R.K.Sharma, Secretary Energy and I & PR Sri P.K.Jena, Secretary Steels & Mines Guddey Srinivas, CMD IDCO Sri Vishal Dev, MD OMC Sr Saswat Mishra, along with Secretaries and senior officers from different departments of Government of India and Govt of Odisha participated in discussions. |
