रेल प्रशासन की लापरवाही ने एक बार फिर सैकड़ों यात्रियों की जिंदगी को मुसीबत में डाल दिया। चनेहटी में तीन ट्रेनों को टूटी पटरी से ही गुजार दिया गया, जिससे वे हादसे का शिकार होते-होते बचीं। जानकारी पर तुरंत अप लाइन से ट्रेन संचालन बंद कराकर नई पटरी डाली गई।
चनेहटी-बरेली स्टेशन के बीच 1305 किमी के पोल 3/5 के पास गुरुवार की सुबह पटरी टूट गई। इसकी भनक रेल कर्मियों को नहीं लग सकी। नतीजन, टूटी पटरी से ही 15005 गोरखपुर-हरिद्वार, 22407 न्यूजलपाईगुड़ी-अमृतसर एक्सप्रेस और 54251 लखनऊ सहारनपुर पैसेंजर गुजार दीं।
गनीमत थी कि ट्रेनों के हिचकोले खाने पर तुरंत चालकों ने सूझबूझ से काम लिया। न केवल रफ्तार थाम दी बल्कि मुरादाबाद कंट्रोल को पूरी स्थिति से अवगत कराया। इसके बाद ही सुबह 9:40 बजे लखनऊ से दिल्ली, पंजाब, जम्मू-काश्मीर और उत्तराखंड को जाने वाली ट्रेनों का संचालन रोक दिया गया। रेल पथ निरीक्षक पीके गुप्ता, डीके लोहानी ने टीम के साथ टूटी पटरी पर कॉशन लगाकर 10:30 बजे ट्रेन संचालन मात्र 30 कि.मी. की रफ्तार से शुरू कराया। रेल मुख्यालय के अफसरों ने टूटी पटरी को बदलने के निर्देश दिए। दोपहर 12:45 से 01:15 बजे के बीच ब्लाक लेकर नौ मीटर की नई पटरी डाली गई। इस दौरान स्टेशन की पांच-छह लाइन से ट्रेनों को गुजारा गया। अप लाइन की पटरी कैसे टूट गई? इस मामले की जांच होगी। रेल मुख्यालय ने टूटी पटरी की जांच आरडीएसओ लैब में कराने के निर्देश दिए हैं। एक मीटर टुकड़ा काटकर मुरादाबाद भेज दिया है। रेल मंडल के अफसरों ने रेल पथ निरीक्षक से रिपोर्ट लेकर चीफ इंजीनियर को भेज दी है।

अलवर-मथुरा रेलवे ट्रैक पर गिट्टी ट्रेन का डिब्बा पटरी से उतरने के बारह घंटे बाद ही बुधवार देर रात 2.45 बजे मालगाड़ी का एक डिब्बा पटरी से उतरा गया। मालगाड़ी खाली थी। इसके बाद एक ही दिन में यह ट्रैक दूसरी बार बाधित हो गया। इससे पहले दोपहर 2.30 बजे मथुरा ट्रैक पर ही बेलास्ट (पटरी पर गिट्टी डालने वाली) ट्रेन को बैक लेते समय एक डिब्बा पटरी से उतर गया था।

जानकारी के अनुसार रात करीब ढाई बजे रेवाड़ी से मथुरा की ओर जा रही खाली मालगाड़ी जा रही थी। इस ट्रेन में 43 डिब्बे थे।







वाली ट्रेन का डिब्बा पटरी से उतरा उससे कुछ मीटर की दूरी पर इस मालगाड़ी का डिब्बा पटरी से उतर गया। गार्ड व चालक ने घटना की जानकारी अधिकारियों को और जयपुर कंट्रोल रूम को दी। इसके बाद स्थानीय अधिकारी घटना स्थल पर पहुंचे और डिब्बे को डिब्बे को पटरी पर चढ़ाने का कार्य शुरू किया। सुबह 6 बजे इस लाइन पर फिर से ट्रेनों का आवागमन शुरू हो गया।

घटना को लेकर रेलवे के अधिकारी कुछ भी बोलने को तैयार नहीं है। घटना के पीछे क्या कारण रहे इसके बारे में भी रेलवे के अधिकारी बोलने को तैयार नहीं है।



पेट्रोलिंग पर सवाल

रेलवे ट्रैक पर गैंगमैनों द्वारा पेट्रोलिंग की जाती है। बुधवार को ट्रैक से ट्रेनों के पटरी से उतरने की घटना हुई। इससे नियमित पेट्रोलिंग पर सवाल खड़ा हो गया है। सवाल यह भी है कि ट्रैक को 8 घंटे पहले ही पूरी तरह दुरुस्त किया गया था, उसी पर एक ही दिन में दूसरी बार घटना कैसे हो गई।

Within a couple of weeks, the 110-year-old majestic viaduct across a valley in Aryankavu on the Shengottai-Kollam rail route, designed and constructed by British engineers, will lose its colonial charm. The next few days could well be the last days to have a final glimpse of the grand old lady in her colonial charisma.

The landmark Aryankavu viaduct in Kollam district which carried meter gauge trains for more than a century is a 13-arch architectural marvel that mesmerized everyone who passed by. As part of the gauge conversion project which is under way, the structure requires to be strengthened to accommodate broad gauge trains. For that purpose, the viaduct has to be jacketed with concrete.

The preliminary work for that has already started. The project is a necessity and will provide the equivalent of an exoskeleton to the rectangular piers of the 102-meter-long viaduct built with neatly cut blocks of granite and surkhi. But the front portion of the piers will be spared from the jacketing work so as to enable the structure to project a part of its colonial charm to posterity.

This concession has been granted to the viaduct by the Railways in the wake of strong local sentiments that the structure be preserved as a heritage property. The Railways cannot afford it as that would warrant a costly new alignment through the ghat section comprising forests which will be a difficult proposition.

The jacketing project is viewed as the most economical and practical solution to the problem. The contract for it has been awarded and it is a Rs. 3 crore work designed to provide the viaduct with at least another 50 years of use. Workers, on sliding work platforms have already started drilling the granite blocks on the three sides of the piers for the jacketing work but not those on the front portion.

The jacketing work will commence before Onam and expected to be completed in five months.

When the work is over the viaduct will not look the same from any side. Construction of the viaduct began in the late 1890s and was over by 1903. The meter gauge service on the Shengottai-Kollam section was commissioned in November 1904 by the then Travancore Maharaja Sree Moolam Thirunal Rama Varma V.

Next few days could well be the last days to have a final glimpse of it

MUMBAI: The Central Railway (CR) will run a special air-conditioned superfast train from Lokmanya Tilak Terminus (LTT) to Hazrat Nizamuddin in Delhi on September 24.CR plans to make it a weekly train later. It will be the third Rajdhani-type train that will leave the city late in the day."Number 02109 AC superfast special train will leave LTT on September 24 at 2.30pm and arrive at Hazarat Nizamuddin at 10.20am the next day," a CR spokesperson said.The special train will halt at Nashik Road, Bhusawal, Bhopal, Jhansi, Gwalior and Agra Cantonment.

"On its return journey, the train will leave Hazrat Nizamuddin on September 25 at 3.50 pm and arrive at LTT at 11.50 am the next day," the spokesperson said.

Dates for future weekly runs are yet to be finalized.

Bookings for the special train begin on September 21. The special train has a first class, three two-tier and 10 three-tier coaches.

Similar trains as of now are Rajdhani express and August Kranti Rajdhani express, which leave from Mumbai Central and reach New Delhi the following morning.

The new train will traverse a distance of 1,535 km. Currently, only Punjab Mail travels to New Delhi from CST. The train traverses a distance of 1,544 km and halts at 56 stations during its 26-hour journey.

LUCKNOW: The chairman of Metro cell and housing secretary Rajiv Agarwal along with director general of PAC visited the proposed depot site of North-South (N-S) Metro corridor at 32nd battalion of PAC on Thursday. The two officers surveyed the site to decide on the design of depot and identify buildings and structures that would fall within the range and need relocation. The duo was also accompanied by other officials of the Metro cell.The interim consultant for Metro Rail project in Lucknow - Delhi Metro Rail Corporation (DMRC) - in its detailed project report (DPR) has suggested construction of the N-S corridor depot site at 32nd battalion of PAC. It had submitted the design of depot to the high-power committee headed by chief secretary Jawed Usmani on September 13.Though officials surveyed the 80 acre land of PAC for three hours, they could not finalise the design of depot. Officials claimed the buildings falling within the plan would have to be relocated and hence a new campus layout plan would have to be prepared. The finalisation of the new design of PAC campus would take about a week, they said.A senior official said, "The depot design proposed by DMRC is almost finalised but the new design of PAC campus, after incorporating all changes and relocations of existent structures, is yet to be prepared. Numerous quarters, offices and grounds fall within the depot area that would have to be relocated. This requires more consultations and time."

Officials claimed that in all likelihood the design of N-S corridor depot would be finalised by September 30. The site comprises many buildings, offices, quarters, residences and parade grounds which need to be removed and re-designed in other places. The comprehensive new campus design would be finalised next week.

An official said, "The structures are not uniformly distributed; instead they are sparsely located on the 80 acre land. It is a tough task to consider all of them in a plan. It's a time taking process and should hopefully be finalised by month end."

Rajiv Agarwal informed that the re-modeling of campus needs to be done in a way that residences and offices occupy less space. The cell is considering the option to build multistoried buildings to accommodate commandoes in them. Similarly, offices can also be set up in multi-storied buildings which occupy lesser space.

Meanwhile, the Metro cell is busy completing formalities for registering the special purpose vehicle (SPV) - Lucknow Metro Rail Corporation - under the Companies Act, after getting approval from the high-power committee on Wednesday. The SPV has been formed to execute Metro Rail project in city.

The N-S corridor of Lucknow Metro from Amausi airport to Munshipulia (approx 23km) would be built in the first phase. Its groundwork is slated to begin this December with completion expected around March 2018. The construction of the east-west (E-W) corridor from Charbagh station to Vasantkunj (approx 11km) would start after a gap of one year and expected to be completed by March 2019.

SCR to run Eight AC Superfast Special Trains Between Secunderabad-Visakhapatnam

In order to clear extra rush of passengers during ensuing festival season, South Central Railway will run 8 AC superfast special trains between Secunderabad-Visakhapatnam as per the following schedule:-

Train No. 02728 Secunderabad – Visakhapatnam AC Superfast Special Train will depart Secunderabad at 22 10 hrs o­n 4th, 11th, 18th and 25thOctober 2013 (Fridays) and arrive Visakhapatnam at 10 35 hrs o­n the next day.

In the opposite direction, Train No.02727 Visakhapatnam - Secunderabad AC Superfast Special Train will depart Visakhapatnam at 19 05 hrs o­n 5th, 12th, 19thand 26th October 2013 (Saturdays) and arrive Secunderabad at 07 50 hrs o­n the next day.

Enroute, these AC special trains will stop at Kazipet, Warangal, Vijayawada, Eluru, Tadepalligudem, Rajahmundry, Samalkot, Annavaram, Tuni, Anakapalli and Duvvada stations in both the directions.
These trains will have 17 coaches viz, o­ne AC First Class, three AC II Tier, eleven AC III Tier and two power car coaches.

The Indian Railways is set to go green by rolling out engines fuelled by environment friendly and cost-effective liquefied natural gas (LNG).

Though in the preliminary stage, the railways -- which currently uses coal, diesel and electricity as fuels -- gradually plans to switch over to the globally recognised natural gas powered locomotives.

The Research Design and Standards Organisation (RDSO) -the Lucknow research wing of the Railways -- is working on development of a prototype of an LNG-powered locomotive, as part of its efforts to adopt environment-friendly and costeffective alternative fuels.

“Once the prototype is proven on the field, the Railways plans to build another 20 LNG-based locomotives on the same concept,” said AK Mathur, spokesperson, RDSO.

It would take another 2-3 years for putting the locomotives for commercial usage, after passing all the safety tests, he added.

With the introduction of this technology, the Railways expects a 50% reduction in operating costs of locomotives. In addition, there would be an elimination of smoke from the locomotives and significant reductions in other regulated and unregulated emissions.

“Once the Railways switches over completely to natural gas as fuel for its diesel locomotives, it would amount to only 2.2 % of India’s annual natural gas consumption of 81 million tonnes and therefore commercially feasible,” said a railway official.

At present, Indian Railways uses coal, diesel and electricity as fuels for running its fleet of locomotives. Prices of both these fuels have been rising rapidly due to increasing prices of crude oil and imported coal, devaluation of the rupee and such factors that, apart from environment concerns, has prompted the public carrier to think of an alternate fuel.

Already, a short distance diesel electrical multiple unit (DEMU) has been converted into a compressed natural gas (CNG) driven locomotive in Shakoor Basti in Delhi. The concept would be soon replicated in 40 other trains.

“CNG is used for short distances while LNG would be applicable for long distance trains as well,” added the official. LNG is a natural gas (predominantly methane) that has been converted to liquid form for ease of storage or transport.

It is pertinent to mention here that the Indian Railways is one of the first railway transport systems in the world to plan LNG-run locomotives for long distances.

रेलवे लाइन क्रॉस करने के दौरान गुरुवार सुबह दो महिलाओं की मालगाड़ी की चपेट में आने से मौके पर ही मौत हो गई। सूचना मिलने पर जीआरपी मौके पर पहुंची और ट्रेन में फंसे महिलाओं के क्षत विक्षत शव को निकालकर ट्रैक सुचारू किया। पुलिस ने मृतकों का पोस्टमार्टम कराकर शव परिजनों के सुपुर्द कर दिया।

मलारना चौड़ निवासी कमला देवी (75) उनकी बहन के बेटे की बहू राजनगर निवासी भगवती देवी (62) के यहां आई हुई थी। दोनों को भगवती देवी के मूल गांव डूडीपुरा (सपोटरा) जाना था। सुबह करीब 4:45 बजे दोनों सवाई माधोपुर से मथुरा की ओर जाने वाली ट्रेन से नारायणपुर टटवाड़ा जाने के लिए प्लेटफार्म एक से दो पर जा रही थीं। इस दौरान भगवती देवी तो प्लेटफार्म पर चढ़ गई लेकिन कमला देवी चढ़ नहीं पाई। इस बीच लाइन नं. 3 से मालगाड़ी को आता देख भगवती देवी ने कमला देवी को हाथ से चढ़ाने का प्रयास किया लेकिन कमला देवी को बचाने के प्रयास में स्वयं भी ट्रैक पर गिर गईं और दोनों के मालगाड़ी की चपेट में आने से परखच्चे उड़ गए। सूचना मिलने पर जीआरपी मौके पर पहुंची और महिलाओं के शवों को ट्रैक से निकालकर सामान्य चिकित्सालय पहुंचाया, जहां उनका पोस्टमार्टम कराकर शव परिजनों के सुपुर्द किया।

कंज्यूमर लीगल हेल्प सोसायटी अध्यक्ष हरिप्रसाद योगी ने सवाई माधोपुर जंक्शन को मौत का जंक्शन बताया है। उन्होंने बताया कि एक प्लेटफार्म से दूसरे प्लेटफार्म पर जाने के दौरान 9 माह में 10 मौतें हो चुकी हैं। ऐसे में मौतों का ग्राफ बढ़ रहा है। बकौल योगी 13 अक्टूबर को दो महिलाओं की इसलिए मौत हुई क्योंकि एक नं. प्लेटफार्म पर आने वाली ट्रेन को ऐनवक्त पर 3 नं. प्लेटफार्म पर कर दिया गया। चार से पांच सौ मीटर लंबे प्रथम श्रेणी प्लेटफार्म पर एक ही छोर पर ओवरब्रिज है। ऐसे में एक किमी दूरी एवं सामान के साथ बुजुर्ग एवं बच्चे प्लेटफार्म की ऊंचाई कम होने के चलते तथा पूर्व में लगे बैरिकेट व जालियां हटा दिए जाने से आनन फानन में रेलवे लाइन क्रॉस करते हैं। वहीं रेलवे पुलिस की अनदेखी के चलते लाइन क्रॉस करने से मौतों का आंकड़ा बढ़ता जा रहा है। उन्होंने बताया कि एक ओर रेलवे प्रशासन यात्रियों को मुस्कान देने का वादा करता है, वहीं दूसरी ओर यात्री परिवारों के चेहरों से हमेशा के लिए मुस्कान छीन लेने की लापरवाही कब तक रहेगी। उन्होंने मानवाधिकार आयोग से इस बारे में शीघ्र कार्रवाई किए जाने की मांग की है।

South Central Railway decided to run Four Special Trains between Hyderabad and Gulbarga for attending 609th Urs-e-Shareef of HazrathKhaja Bandanawaz.

JAPAN: Central Japan Railway Co has revealed details of the alignment of the planned maglev line from Tokyo to Nagoya. Announcing the route on September 18, the company said that it aimed to start construction work on the ¥5·4tr project next year, subject to government approval.

Releasing information about station sites, maintenance depots and the length of route located in tunnel, JR Central said that the 286 km route had been defined within a 10 m wide strip. Previously, the route had only been defined as a 3 km wide corridor.

Intermediate stations are planned at Sagamihara in Kanagawa prefecture, Kofu in Yamanashi prefecture, Iida in Nagano prefecture and Nakatsugawa in Gifu prefecture. In Tokyo, the terminus will be located at Shinagawa, with local media reporting that the two maglev platforms, each able to accommodate two maglev trains, will be built parallel to the existing Tokaido Shinkansen platforms.

Depots have been allocated a 50 ha site in the Toya district of Midori Ward in Sagamihara and a 65 ha plot of land near the Sendanbayashi district in Nakatsugawa.

Only 40 km of the route will be at grade or on viaduct, the remainder being built in tunnel as the route lies through Japan's central mountain ranges, including the southern Japan Alps. Even the surface sections may be covered by acoustic hoods to minimise transmission of noise to surrounding areas. In urban sections the tunnels may run as deep as 40 m underground. Special measures are envisaged to minimise the potential for damage from earthquakes - the alignment will cross a number of geological fault lines.

With services running at a maximum speed of 505 km/h, the proposed journey time from Shinagawa to the future underground maglev station below the existing Shinkansen station in Nagoya is 40 min. If work begins as planned, the line could be open in 2027. Extending the route to Osaka would cost a further ¥3·6tr with completion envisaged around 2045.

Before the announcement JR Central issued environmental consultation documents to local authorities along the route - the alignment cuts through seven prefectures and passes through 39 municipalities. Briefings for local residents are being arranged from September 20 to November 5, while project documents are being made available for the public to consult at environmental offices located along the route.
