NEW DELHI: The Centre today earmarked Rs 600 crore for development of railway network in the north east and decided to set up an empowered group to ensure speedy upgradation of overall infrastructure in the region.

At a meeting chaired by Prime Minister Manmohan Singh to review infrastructure situation in the region, it was decided to expedite work on many hydro-projects which are held up due to various reasons and build strong transmission capacities on priority basis.

The Prime Minister directed the Planning Commission to call a meeting of all the Chief Ministers of the north eastern states to improve inter-state coordination for speedy completion of the infrastructure projects.

Accessibility problems emerged as a major issue at the meeting attended by Finance Minister P Chidambaram, Railways Minister Mallikarjun Kharge, Telecom Minister Kapil Sibal, Civil Aviation Minister Ajit Singh, Planning Commission Deputy Chairman Montek Singh Ahluwalia besides Chief Ministers of the north eastern states.

The review covered the railway, road, airport, power, and telecom projects in the region.

"The focus was on speeding up implementation of ongoing projects and also fill-in gaps to ensure full physical and electronic connectivity to and in the north eastern region," a PMO statement said.

"At the meeting, it was agreed that the Finance Ministry will provide an additional Rs 400 crore to complete three critical rail projects before March 2014," it said.

These include the Harmati-Naharlagun project to provide the first rail connectivity to Arunachal Pradesh and Dudhnoi- Mehdipathar to connect Meghalaya. Another project is the Rangapura-North Lakhimpur gauge conversion.

The Ministry of Railways committed that the first trial runs will begin on these lines in January 2014.

The Finance Ministry will also provide upto Rs 200 crore for two more projects -- the Lumding-Silchar gauge conversion and the Bogibeel bridge.

Western Railway has introduced  run 2 new Passenger Trains between Bhavnagar – Surendranagar and Bhavnagar – Palitana.

Bhavnagar – Surendranagar Passenger :-

Train no 59204 Bhavnagar – Surendranagar Passenger will depart from  Bhavnagar station at  11.10 hrs and will reach Surendranagar  at 15.10 hrs . Similarly Train no 59203 Surendranagar – Bhavnagar Passenger will depart from Surendranagar at 17.10 hrs and will reach Bhavnagar  at 21.15 hrs. The introductory run of Train no 59204 Bhavnagar – Surendranagar Passenger will be from Bhavnagar o­n 19/07/2013 at 10.30 hrs.

This train will halt at Bhavnagar Para , Vartej , Khodhiyar Mandir, Sihor Jn(Gujarat), Songarh, Bajud, Sanosara, Dhola Jn, Ujalvav, Alampur, Ningala, Lathidad, Botad Jn., Kundil, Ranpur, Chuda, Limbdi, Wadhwan City, Joravanagar and Surendra Gate in both directions.

Bhavnagar – Palitana Passenger :-

Train no 59202 Bhavnagar – Palitana Passenger will depart from  Bhavnagar station at  10.05 hrs and will reach Palitana at 11.30 hrs . Similarly Train no 59201 Palitana – Bhavnagar Passenger will depart from Palitana at 12.30 hrs and will reach Bhavnagar  at 14.00 hrs. The introductory run of Train no 59202 Bhavnagar – Palitana Passenger will be from Bhavnagar o­n 19/07/2013 at 10.15 hrs.

This train will halt at Bhavnagar Para , Vartej , Khodhiyar Mandir, Sihor Jn(Gujarat), Kanad and Madhada in both directions.

Both the trains will have Second General Class coaches.

New Delhi: The government Thursday approved an additional Rs.400 crore to complete three rail projects in the northeastern region before March 2014.The three critical rail projects are the Harmati-Naharlagun project to provide the first rail connectivity to Arunachal Pradesh; the Dudhnoi-Mehdipathar project to connect Meghalaya; and the Rangapura-North Lakhimpur gauge conversion project.The Railways ministry has committed that the first trial runs will begin on these lines in January 2014.The finance ministry will also provide upto Rs.200 crore for two more projects — the Lunching-Slichar gauge conversion and the Bogibeel bridge, said an official release here.These decisions were taken at a review meeting to take stock of infrastructure development in the Northeast. The meeting was chaired by Prime Minister Manmohan Singh and attended by the finance minister, civil aviation minister, railway minister, minister for road transport and highways, telecom minister, minister for power, the minister for DONER and the deputy chairman of the Planning Commission.The Prime Minister directed the Planning Commission to call a meeting of all the chief ministers of the north eastern states to improve inter-state coordination for speedy completion of the infrastructure projects.It was also decided to provide additional funds from the Non-Lapsable Central Pool of Resources (NLCPR) for intra-state transmission line networks in Arunchal Pradesh and Sikkim. The Power Ministry will expedite work on many hydro-projects, which are held up due to various reasons. Priority will be given to building strong transmission capacities to transmit power from this potential power rich region, both in hydro and gas based power.

An empowered committee will be set up to monitor progress on all infrastructure projects in the north east region.

Deputy Chairman of Planning Commission Montek Singh Ahluwalia said the eight states of the region grew at 9.95 percent during the 11th plan period, well above the national average of 8 percent.

Ministry of Railways desires to extend the following trains which have been announced in Railway Budget-2013-14 as per the following details:--

1.Train Nos.16536/16535 SOLAPUR-YESVANTPUR-SOLAPURDAILY EXPRESS (Via Bangalore City )TO MYSORE:

The timings in the extended portion are as follows:-

Train No.16536 SOLAPUR-MYSORE DAILY EXPRESS (Via Yesvantpur & Bagalore City) will depart at SOLAPURat 14-40 hrs. with effect from 18th July, 2013and arrive at MYSORE at 11-15 hrs., the next day, It will arrive/depart at Hubli at 23-00/23-20 hrs; Yesvantpur at 07-50/07-55 hrs; and Bangalore City at 08-10/08-15 hrs.
In the return direction, Train No.16535 MYSORE-SOLAPUR DAILY EXPRESS(Via Bangalore City & Yesvantpur) will depart at MYSORE at 15-30 hrs. with effect from 18th July, 2013 and arrive at SOLAPUR at 13-30 hrs., the next day.It will arrive/depart at BANGALORE CITY at 18-40/18-50 hrs.; Yesvantpur at 19-10/19-30 hrs; and arrive/depart at HUBLI at 03-50/04-10 hrs.

Train No.16591 HUBLI-MYSORE (Via BANGALORE CITY) HAMPI DAILY EXPRESS will depart at HUBLI at 18-00 hrs. with effect from 18th July, 2013and arrive at MYSORE at 09-40 hrs., the next day.It will arrive/depart at BANGALORE CITY at 06-10/06-30 hrs.
In the return direction, Train No.16592 MYSORE-HUBLI (Via BANGALORE CITY ) HAMPI DAILY EXPRESS will depart at MYSORE at 18-15 hrs., with effect from 18th July, 2013 and arrive at HUBLI at 11-00 hrs., the next day.It will arrive/depart at BANGALORE CITY at 21-50/22-00 hrs.

The Delhi High Court will tomorrow hear the bail pleas of former Railway Minister Pawan Kumar Bansal's nephew Vijay Singla and suspended Railway Board Member Mahesh Kumar and two other accused in the Rs 10 crore cash-for-post railway bribery case.MD of Bangalore-based G G Tronics India Pvt Ltd Narayan Rao Manjunath and alleged middleman Sandeep Goyal have also approached the high court against the trial court order refusing them bail.The bail pleas will come up for hearing before Justice Hima Kohli.All the four had been refused bail by a CBI court on July 12.Singla is alleged to have demanded Rs 10 crore from Kumar, who was recently elevated as Member (Staff) of Railway Board, for shifting him to his choice post of Member (Electrical).The trial court had rejected their bail pleas saying they can tamper with the evidence or influence witnesses if released on bail.Kumar, Manjunath and Goyal were not given bail as the court held that they were the main players who hatched the conspiracy.

All the four accused persons have been charge sheeted by CBI for the offence of criminal conspiracy under the IPC and relevant provisions of the Prevention of Corruption Act.

Besides them, six others charge sheeted in the case are M V Murali Krishan and C V Venugopal, Rahul Yadav, Samir Sandhir and Sushil Daga and Ajay Garg.

Clearance for electrified Dindigul-Virudhunagar line kept pending

Divisional Railway Manager A.K. Rastogi’s failure to accompany Commissioner of Railway Safety Satish Kumar Mittal led to cancellation of inspection of the electrified broad-gauge line between Dindigul and Virudhunagar, scheduled for Tuesday morning.Railway sources told The Hindu that Mr.Rastogi was with Minister of State for Railways Kotla Jaya Surya Prakash Reddy, who was in Madurai in connection with the inauguration of escalators. “The Minister was scheduled to visit Madurai on Wednesday and Thursday. However, only a couple of days bachis programme was advanced to Tuesday,” an official said. Therefore, Additional Divisional Railway Manager V.Ajith Kumar and other officials were asked to accompany the Commissioner of Railway Safety. The special rail formation with a diesel locomotive was scheduled to leave Dindigul at 8.10 a.m.Mr.Mittal had been waiting since 7 a.m. Around 7.15 a.m., the entire technical team from Chennai and Madurai gathered on platform one where the decorated train attached to an electric and diesel engine was stationed.When the officials approached the CRS for his consent for departure, he insisted that DRM Rastogi accompany him during the trial run.Mr.Rastogi had reportedly informed the officials that he would join them at Madurai. Finally, the programme was cancelled, and the CRS left for Bangalore around 12.30 p.m.ADRM Ajith Kumar said inspection was cancelled owing to technical reasons. The new date would be announced shortly. An official said had the electrification project been cleared the railways would have saved on fuel cost.

Stating that the State government had given sufficient land to the Airport Authority of India (AAI) at Dabolim for their ongoing expansion including parking facility, Chief Minister Manohar Parrikar, on Wednesday, firmly ruled out giving more land to AAI unless it submits a proper utilisation plan.Speaking on the issue at a press conference after the Cabinet meeting, he said that his government had taken a decision to allot “need-based” land to Central agencies in the State, instead of allotting them land as per their whims and fancies.Responding to the issue of parking land for the expanded Dabolim airport, Mr. Parrikar said according to the government, the land given to the AAI of nearly 1 lakh sq m was more than sufficient for all purposes.Referring to the earlier letters of the AAI to the State government seeking land, Mr. Parrikar read out the contents of the past two letters and said that nowhere had they sought additional land for parking facility. What they had sought was land for aeronautical facility, cargo warehouse and fuel farm. He said the government could not give them land for all these facilities at the airport.Maintaining that the parking facility for at least 1,500 vehicles could be easily created at the Dabolim airport, the Chief Minister maintained that there was a parking space for around 550 vehicles just adjacent to the airport as well as additional parking spaces around the airport, which can accommodate more vehicles.

On the contentious issue of demand for re-notifying the denotified land, which was earlier acquired by the erstwhile government for parking facility at the airport and subsequently denotified at the behest of the land owner for the latter to go in for a real estate project, he said: “The question of whether or not to re-notify the land denotified by the previous government arises only when the government gets proper communication from the AAI with detailed utilisation plans.”He also said that buildings had now come up in the said land.

The Chief Minister was not clearly happy with the letter and a note sent by the AAI detailing out its requirement of land for the expansion of Dabolim airport. In its three-page detailed justification sent on April 12, 2013 outlining its plans for Dabolim parking area, it favoured acquisition of about 19.58 acres of land explaining what it intended to do with each parcel of land.

Interestingly, the note listed out the fact that the 9.02 acre de-notified land (Survey No 8/1) was to be used for parking, warehouse, fuel farms, amongst others. What seemed to have upset Mr. Parrikar was that the anti-dual airport groups and activists have been using the letters of AAI to put pressure on the Parrikar government to cancel the de-notification of land on one hand and scrap the proposed Mopa airport proposal on the other.

Mr. Parrikar said his government had decided not to give land for any Central government agency beyond their genuine need. He disclosed that the National Institute of Technology had sought 300 acres of land, which the government had brought down to 120 acres after evaluating their needs.

His government had rejected a demand of land by the Central Industrial Security Force for a township at Pernem and same by the Border Security Force for their camp at Adpoi.

He also criticised the Mormugao Port Trust (MPT) management for trying to pursue projects of its economic benefit without taking into consideration Goa’s interest.

As such, he said his government had rejected the proposal of the South Western Railway to lay a double railway track in Goa sector, which was more for the benefit of MPT to have double railway line connecting the port. “We have rejected the proposal and consequently the land allotment for the same as this double-line is not for Goa’s benefit but for the benefit of the privatised coal berths of MPT and the industries which were importing the coal through MPT,” said Mr. Parrikar.

Significantly, early this year, the State Pollution Control Board had stopped the coal operations at some of the berths of the MPT on the grounds of inadequate pollution control measures.
