बिलासपुर. महाराष्ट्र में बारिश से रेल यातायात प्रभावित हुआ है। नागपुर के पास रेलवे का ट्रैक बह गया है। हावड़ा-मुंबई रूट की तमाम ट्रेनें परिवर्तित मार्ग से चलाई जा रही हैं। ट्रेनें नागपुर से वर्धा के बजाय इटारसी होते हुए भुसावल पहुंच रही हैं। परिवर्तन के चलते हरेक ट्रेन को 212 किलोमीटर की दूरी अतिरिक्त तय करनी पड़ रही है। इसके चलते ट्रेनें 4 से 5 घंटे विलंब से आ-जा रही हैं।


महाराष्ट्र में दो दिनों से भारी बारिश हो रही है। इससे महाराष्ट्र में बाढ़ की स्थिति है। इसका असर रेल यातायात पर भी पड़ा है। नागपुर-वर्धा सेक्शन के सिंधी और तुलजापुर स्टेशन के बीच की पटरियां पानी में डूब गई हैं। नतीजतन इस मार्ग पर 19 जुलाई की देर रात से रेल सेवा ठप हो गई है। यही कारण है कि हावड़ा-मुंबई-हावड़ा रूट की ट्रेनों को परिवर्तित मार्ग से चलाया जा रहा है।

मुंबई, पुणे से आने वाली ट्रेनें भुसावल से मलकापुर आने के बजाय इटारसी रूट पर चल रही हैं। इसी तरह हावड़ा से मुंबई, पुणे जाने वाली ट्रेनों को नागपुर से वर्धा के बजाय इटारसी रूट पर रवाना किया गया। नागपुर से व्हाया इटारसी होते हुए भुसावल जाने पर ट्रेनों को नागपुर से भुसावल के लिए 605 किलोमीटर का सफर तय करना पड़ रहा है, जबकि नागपुर से वर्धा के रास्ते भुसावल की दूरी 393 किलोमीटर है। इस तरह हर ट्रेन को अतिरिक्त तय करनी पड़ रही है। दूरी बढऩे के कारण ट्रेनें 4 से 5 घंटे विलंब से चल रही हैं।


16 स्टेशनों के यात्री हुए परेशान: रेलवे टै्रक पर पानी भरने के कारण हावड़ा-मुंबई रूट के 16 रेलवे स्टेशनों के यात्रियों को परेशानी उठानी पड़ रही है। नागपुर के आगे वर्धा, वडनेरा, अकोला, शेगांव, मलकापुर सहित 16 स्टेशन ऐसे हैं, जिन्हें 20 जुलाई को हावड़ा-मुंबई-हावड़ा रूट पर चलने वाली एक्सप्रेस के अलावा पैसेंजर ट्रेनों की भी सुविधा नहीं मिली।
आज नागपुर नहीं जाएगी त्रिवेंद्रम एक्सप्रेस: ट्रैक में पानी भरे होने के कारण 20 जुलाई को कोरबा से त्रिवेंद्रम जाने वाली एक्सप्रेस भी परिवर्तित मार्ग से चलेगी। यह ट्रेन नागपुर जाने के बजाय गोंदिया से बल्लारशाह के लिए जाएगी।
यह ट्रेन इसी रास्ते अपनी मंजिल पर पहुंचेगी।


रूट सामान्य होने में 4 दिन लगेंगे

नागपुर डिवीजन के सिंधी से तुलजापुर सेक्शन में पानी ने रेलवे ट्रैक को भारी नुकसान पहुंचाया है। 400 मीटर लंबी पटरी पानी में बह गई है। लगातार बारिश के चलते प्रभावित सेक्शन में पानी अभी भी जमा है, जिसके कारण सुधार कार्य में बाधा आ रही है। रेलवे के जानकार बताते हैं कि पटरी को सुधारने में कम से कम 4 दिनों का समय लगेगा। अगले दो दिनों में सिंगल लाइन को तैयार करने की कोशिश होगी।

इसके बाद दूसरी लाइन तैयार की जाएगी। इस तरह प्रभावित सेक्शन पर रेल यातायात बहाल करने में दो से तीन दिनों का समय लगेगा। ऐसे में घंटों लेट होकर चल रही ट्रेनों को सामान्य होने में कम से कम एक हफ्ते का समय लगेगा।

रेल मंत्रालय ने बिलासपुर और रायपुर डीआरएम का तबादला करते हुए नए डीआरएम की पदस्थापना कर दी है। यहां पदस्थ डीआरएम की पोस्टिंग नहीं की गई है। इंडियन रेलवेज इंस्टीट्यूट ऑफ ट्रांसपोर्ट मैनेजमेंट ((आईआरआईटीएम)) के डीन अजय प्रताप सिंह को बिलासपुर में तो रेलवे बोर्ड में एक्जीक्यूटिव डायरेक्टर विजिलेंस ट्रैफिक ((ईडीवीटी)) राजीव सक्सेना को रायपुर में डीआरएम की जिम्मेदारी सौंपी
गई है।
बिलासपुर के डीआरएम एलसी त्रिवेदी और रायपुर के डीआरएम पीएस मिश्रा का कार्यकाल पूरा हो चुका है। इनके ट्रांसफर की चर्चा पिछले तीन महीने से थी, लेकिन रेलवे बोर्ड में हुए बदलाव के चलते ट्रांसफर की प्रक्रिया अटक गई थी। अरुनेंद्र कुमार के सीआरबी बनने के बाद प्रक्रिया में तेजी आई और दोनों डिवीजन में पदस्थ किए जाने वाले अफसरों का आदेश 20 जुलाई की शाम जारी कर दिया गया। बिलासपुर में डीआरएम की जिम्मेदारी अजय प्रताप सिंह को मिली है। वे 1985 बैच के आईआरटीएस अफसर हैं। वर्तमान में वे आईआरआईटीएम लखनऊ में डीन की जिम्मेदारी संभाल रहे हैं। इसी तरह रायपुर में राजीव सक्सेना को पदस्थ किया गया है। वे भी 1985 बैच के आईआरटीएस अफसर हैं।
वर्तमान में वे रेलवे बोर्ड में ईडीवीटी की जिम्मेदारी संभाल रहे हैं। रहा सवाल वर्तमान में पदस्थ अफसरों की तो रेलवे बोर्ड ने इनकी पदस्थापना नहीं की है। उम्मीद की जा रही है कि सोमवार को दोनों अफसरों का आदेश जारी हो जाएगा।

Prime Minister Manmohan Singh chaired a meeting on the progress of infrastructure development in the north-eastern region.Among those present at the meeting were finance minister, civil aviation minister, railway minister, minister for road transport and highways, telecom minister, minister for power, minister for DONER and the deputy chairman of the planning commission.Railway, road, airport, power and telecom projects in the region were reviewed in the meeting. The focus was to speed up implementation of ongoing projects and also to ensure electronic connectivity. The deputy chairman of the planning commission reported that eight states of the region grew at 9.95 percent during the XI plan period, well above the national average of 8 percent. The finance ministry would give an additional ₹400 crore for the completion of the three critical railway projects in the north-east by March 2014.The three projects are the Harmati-Naharlagun project to provide the first rail connectivity to Arunachal Pradesh, the Dudhnoi-Mendipathar project to connect Meghalaya, and the Rangapara-North Lakhimpur project. 

The railway ministry committed that the first trial runs will begin on these lines in January 2014. The finance ministry will also provide up to ₹200 crore for two more projects i.e. the Lumding-Silchar gauge conversion and the Bogibeel Bridge. Also, additional funds from the NLCPR would be provided for Intra-State Transmission line networks in Arunachal Pradesh and Sikkim

An Empowered Committee will be set up to monitor progress on all infrastructure projects in the region. 

The prime minister also directed the Planning Commission to call a meeting of all the chief ministers of the north-eastern states to improve inter-state coordination for speedy completion of the infrastructure projects.

More than seven months after Union Minister of State for Railways Kotla Suryaprakash Reddy had announced at a public function in Visakhapatnam that a halt would be provided for 12739/40 Visakhapatnam-Secunderabad Garibrath at Duvvada, the Railway Board now says: “there is no such proposal, at present, to provide a stoppage to the train at Duvvada.”People’s representatives of Visakhapatnam had been submitting representations to the Waltair Division authorities in this regard for the past few years and the same were reportedly forwarded to the East Coast Railway (E Co R) Zone headquarters in Bhubaneswar.

Surprise over reply

The reply was given by the Director T.T./Coaching-I Railway Board Ravi Mohan Sharma in response to the clarification sought by the Duvvada Railway User’s Association secretary K. Eswar under the Right to Information (RTI) Act.Mr. Eswar expressed surprise at the reply after the Railway Minister made the announcement at a public function and a spate of representations from Gajuwaka MLA Ch. Venkata Ramaiah and others had been sent and were acknowledged by the Railway authorities over the years. Interestingly, the same train has been provided halts at Tuni and Tadepalligudem by the South Central Railway (SCR) this year.

He felt that the long-pending demand for provision of a halt for Garib Rath at Duvvada was not discussed at the Indian Railway Time Table Committee (IRTTC) meeting. He described it as ‘negligence’ of E Co R and also the Railway Board for not considering the assurance given by the MoS at a public function.

Station upgraded

Mr. Eswar said that Duvvada Station was upgraded from ‘E’ to ‘B’ based on passenger earnings and identified as ‘Adarsh Station’ in 2012. The station is an important inter-change point between two railway zones, i.e. E Co R and SCR and serves the needs of about nine lakh people of the industrial belt and surrounding areas.

Normally, in all major cities trains stop at all the local stations for the convenience of passengers. A ‘2-minute halt’ will not only save passengers the hassle of going about 30 km either to Visakhapatnam Railway Station or to Anakapalle by autorickshaw or cars but also result in ‘halting’ the colossal wastage of fuel.

Alappuzha: Union Minister of State for Civil Aviation, K.C.Venugopal said that all rail level crossings passing through the Alappuzha Parliamentary constituency would be manned soon.Talking to reporters here on Saturday, after chairing a meeting of railway authorities, Venugopal said that 101level crossings out of a total of 103 in the constituency had already been manned.“There are only two left and that too will be manned shortly. Underpasses will be constructed at ten level crossings. When that happens this will turn into a constituency with fully manned rail level crossings,” he said.Venugopal said that steps for acquiring the land for the rail wagon factory promised in the 2011 Union Railway budget would begin soon. The Railway authorities would hand over the letter related to land acquisition on Monday. “Land acquisition will begin urgently,” he said.

The Minister said that the State PWD officials told the meeting that the approach road to Alappuzha railway station at a cost of Rs 23 lakh and the one to Ambalappuzha railway station at a cost of Rs 13 lakh had been completed.The works of approach roads at a cost of Rs 18 lakh for Kayamkulam, Rs 25 lakh for Thuravoor and Rs 19 lakh for Karunagappally had started. The VIP lounge works at Alappuzha station had been completed, he added.

Of the works for the doubling of the railway line from Harippad to Ambalappuzha, and the modernisation of the Ambalappuzha railway station would be taken up initially. The Railway authorities in the State had sought more funds for platform extension in Ambalappuzha railway station.

The Minister said that the Railways had come up with the drawings of the Rail Over Bridge (ROB) in Ezhuppunna and similar works for the ROB at Krishnapuram would begin soon. The tender processes had been completed for the works of setting up escalators at Alappuzha Railway Station. “The works will start in two weeks,” he said.

The Minister instructed officials to look into providing a roof for the platforms at Kayamkulam railway station and the difficulties that passengers undergo because of only one platform at Ambalappuzha.

Railway Thiruvananthapuram Division Railway Manager, Rajesh Agrawal, Chief Administrative Officer (CAO), Denni Thomas, District collector, N.Padmakumar and Additional Divisional Magistrate (ADM), K.P. Thampy were also present at the meeting.

As heavy showers continued to lash Maharashtra for the second day since Friday, the ballast and bank under the railway track and a small bridge, were washed out completely between Sindi and Tuljapur station on Nagpur-Wardha section. The incident resulted in operational problems for long-distance trains, with at least a dozen of them either being cancelled or diverted. Due to disruption in services, Central Railway has launched the restoration work on a war footing. According to information obtained from Central Railway headquarters, the divisional railway manager, along with senior railway officials from Nagpur division have reached the site and are supervising the restoration work. Due to continuous and heavy rains, traffic on the Pune-Mumbai Expressway was also hit. Friday and Saturday were tough days for commuters on the route as the traffic moved at a snail’s pace in the ghat section. According to Mukund Dhus, public relation officer of Maharashtra State Road Transport Corporation (MSRTC), “Our buses saw a fall of around 10 per cent in passengers.” The ghat section of the Pune-Mumbai Expressway, particularly Lonavala and Khandala, witnessed heavy rains, forcing motorists to travel at slow speed to avoid mishaps.

सेंट्रल रेलवे ने मुंबई डिविजन के 'सी' कैटिगरी स्टेशनों पर सभी बुक स्टॉल्स मालिकों को वर्ष 2006-07 से लेकर अब तक आउटस्टैंडिंग पेमेंट एक साथ भुगतान करने का नोटिस देकर स्टॉल्स पर ताला जड़ दिया। रेलवे के इस कदम के बाद तकरीबन 20 बुक स्टॉल्स वालों के सामने रोजी-रोटी का सवाल पैदा हो गया है। रेलवे बोर्ड की पॉलिसी के अनुसार इन वेंडर्स को 10 हजार रुपये प्रति वर्ष लाइसेंस फी और सालाना बिक्री का 12 प्रतिशत रेलवे को देना होता है। इन वेंडर्स से अब तक लाइसेंस फी तो वसूली गई, लेकिन पिछले 6 सालों से सालाना बिक्री का 12 प्रतिशत फी नहीं वसूली गई। अब अचानक सेंट्रल रेलवे द्वारा नोटिस जारी कर वेंडर्स को 15 दिनों में पूरी रकम भुगतान करने की शर्त रखी गई है, अन्यथा लाइसेंस रद्द करने का हवाला दिया गया है।
