GUWAHATI – The Northeast Frontier Railway (NFR) has called upon the general public, including students, to avail of the various concessions provided under the concession rules.
NFR PRO Nripen Bhattacharya said that lack of public awareness has meant that various schemes including free travelling facilities to students and the ‘Izzat’ monthly season tickets (MTS) have virtually secured no response in Assam, mainly in Guwahati area.Girls up to graduation level in BA/BSc/BCom and boys up to 12th standard, including students of Madrasa, can avail of free MTS in general second class between their places of residence and school within range of 150 km during the school season. The tickets have to be renewed every month.“However, in recent years not even a single inquiry has been received at the Guwahati railway station regarding the facility. This is mainly due to the fact that people are not aware. In contrast, such schemes are very popular in many other States,” Bhattacharya said.

He also added that other schemes like the ‘Izzat’, whereby persons with monthly income not exceeding 1,500 working in unorganised sectors can avail of MTS at a nominal charge of Rs 25 for journeys up to maximum 100 km.

“There are some people who use the Izaat tickets, but their numbers are very less. We want more people to avail of that scheme,” Bhattacharya said.

He said that a person coming from Ghagrapar to Guwahati have to spend around Rs 40 and change buses for a one-way journey. “A similar journey can be undertaken at almost free and in much more comfort in a train. But we find very few takers,” the senior official said.

Bhattacharya added there are a plethora of such concession schemes, including patients suffering from ailments like cancer, thalassemia, heart or kidney ailments who can avail of various schemes along with one escort.

Besides, concession schemes also exist for students studying outside the State (who can avail 50 per cent concession during holiday season), and for farmers, widows of defence personnel, artists and farmers, among others.

Calcutta, July 21:A TCS employee fell off a moving train while trying to escape a tormentor near Belur station, about 10km from Calcutta.
With four stitches on her forehead, the 25-year-old was too traumatised to exactly recount whether she had jumped or was pushed by the man.
The woman from Asansol, who works for the BPO unit of TCS at Salt Lake Sector V, said a middle-aged man in a shirt and lungi pursued her through the empty ladies’ compartment of the Delhi-Howrah Janata Express as she cried for help.
Around 4.30pm, witnesses at Belur station saw her leaning out of a window, waving and shouting for help. The express train had slowed down while passing the station. Just after that,she was found lying near Platform 1 and was taken to hospital.
Doctors at Belle Vue, where she was shifted in the evening from Belur State General Hospital following the chief minister’s intervention, said she was vomiting blood and would undergo a CT Scan to find out whether there was any internal haemorrhage because of the fall.
“She is conscious and stable but unable to recollect some incidents. We have kept her under observation,” said critical care expert Subrata Maitra.
After recovering from chicken pox for a fortnight at her parents’ house in Asansol, she was returning to Calcutta to join office from Monday. She had boarded the Delhi-Howrah Janata Express from Asansol around 1 pm.
“There were a few lady passengers in the compartment but all of them got down at the first station where the train stopped after Asansol. I was then alone inside the compartment,” she told from her hospital bed at Belur State General Hospital.
She was sitting by the window when a man boarded the compartment at Bandel and sat in the seat opposite her. “He was staring at me and then he pulled down the shutters to his window. I was terrified and asked him why he did that,” she said. The man said the breeze was too strong.
“I asked him to take another seat if he was having a problem but he paid no heed. I then shifted to another seat but he followed me there,” she recounted.
The woman got up and walked to the end of the compartment; the man followed her.
“I had left my mobile phone and bag on the seat and he took the phone away. I asked him to give it back but instead of returning it, he tried to touch me.”
She tried to resist.
“I went to the emergency window that doesn’t have any iron rods and leaned out till my waist and cried for help at Belur station,” she said.
Three friends, Sanjay Majhi, Gautam Das and Montu Bagh, were having tea at Platform 1 when they spotted her. “As the train was passing the platform, we saw a woman leaning out of the window frantically, waving and crying for help,” said Majhi.
Just after the train had pulled out of the platform, she was found lying near the tracks and was taken to hospital. “I don’t exactly remember whether I jumped off or whether I was pushed by the man,” she said.
Chief minister Mamata Banerjee called up the woman’s elder brother, a teacher at St. Thomas’ School, Kidderpore, in the evening. “She told me the government would bear the full cost of her treatment, whether at a private or a state-run hospital,” he said.
Police said they were trying to find the tormentor.
“We have recovered her bag from the compartment. We have alerted all local police stations from the description given by the lady,” said a senior railway police officer.
The woman had found no security personnel in the ladies’ compartment, although the rulebook says a member of the Government Railway Police (GRP) must be present. The Railway Protection Force (RPF) is deployed on certain trains to enhance security.
“There was no security personnel in the ladies’ compartment,” admitted Milan Das, superintendent of railway police, Howrah.
Junior railway minister Adhir Chowdhury said a probe was being ordered. “Although securityis a state subject, we are looking into why there was no security personnel,” said Chowdhury. “We are happy that the CM has promised to help the girl but she mustn’t blame the railways for the incident.”

तलाम-उदयपुर-रतलाम रेलगाड़ी का संचालन अब उदयपुर का स्टाफ करेगा।  शनिवार रात को नार्थ वेस्टर्न रेलवे एम्बलाईज यूनियन व उत्तर पश्चिम रेलवे मजदूर संघ से सम्बद्ध कर्मचारियों के विरोध प्रदर्शन के बाद रेलवे प्रशासन ने यह आदेश किए।

रतलाम-चित्तौड़गढ़ रेलगाड़ी  विस्तार होने के बाद शनिवार रात ही पहली बार उदयपुर पहुंची थी। रेलकर्मियों द्वारा विरोध करने और उग्र आंदोलन की चेतावनी देने के बाद हरकत में आए रेलवे प्रशासन ने रविवार सुबह  नौ बजे रतलाम-उदयपुर 19327 व उदयपुर-रतलाम 19328 का संचालन उदयपुर मुख्यालय को देने के आदेश जारी कर दिए। इसकी जानकारी मिलते ही रेलकर्मियों में खुशी की लहर फैल गई। उल्लेखनीय है कि शनिवार रात एम्पलाइज यूनियन के एन.एल. विजय, सुनील सैनी, सर्वेश कुमार, अरविंद चौधरी, दिनेश शर्मा, बंशीलाल, निशीथ श्रीवास्तव, मजदूर संघ के दिनेश चांदना, संजय शर्मा, सैयद शहजाद, सज्जाद, किशनलाल, अर्जुन फतावत आदि ने प्रदर्शन किया।

PATNA: Concerned over frequent Maoist attacks on railway property as well as planting of bombs on railway tracks or inside coaches, the East Central Railway (ECR) has decided to raise bomb detection squads to strengthen security measures in the Reds-prone areas. The ECR has witnessed several incidents of planting bombs under its five divisions during the past six years.According to RPF chief security commissioner, ECR, Sanjay Kumar, railways had been mulling over the issue for long for elaborate security on railway premises and on running trains. The recent attack on a passenger train near Jamui by Naxalites seems to have hastened the decision on bomb detection squads. Railways had hitherto been depending on the state government for detection of bombs or their defusal if found on tracks or coaches of passenger trains, Kumar said.According to ECR CPRO Amitabh Prabhakar, ECR GM Madhuresh Kumar has approved the plan for bomb detection squads. A sum of Rs 1 crore has been initially sanctioned to procure the required kits and giving advanced training to RPF personnel, he said.

Sources said the ECR has chalked out a comprehensive plan to introduce bomb detection squads firstly in Maoist-infested Dhanbad division, followed by Danapur, Sonepur and Mughalsarai divisions. An ECR security official entrusted with the task to raise bomb detection squads, said railways would incur an expenditure of about Rs 5 crore to fully raise and train the bomb detection squads in ECR. The squads would make railways more prompt in detecting or defusing any bomb, strengthening security,

ECR has at present seven sniffer dogs, which are being used in Dhanbad and Danapur divisions during the movement of VIP passengers and at the time of departure of Rajdhani and other premier passenger trains. However, railways intends to increase the number of sniffer dogs so that they could be readily available in each division of ECR, an RPF official of Patna Junction said.

That apart, railways has asked RPF personnel to keep a tab on CCTVs installed at all major stations of ECR to ensure tight security on railway platforms, the CPRO said, adding about 500 RPF personnel are engaged in train escort duty.

Despite stern action being taken by the Railway Protection Force (RPF), the number of unauthorised persons travelling in coaches for the handicapped in Mumbai’s suburban (Central and Western) railways has gone up by more than 42%.The figures provided by the RPF showed that in 2011, they had arrested 25,992 persons  and the court had collected a total fine of Rs51.64 lakh from these offenders. However, in 2012, they arrested 37,022 persons and collected a total fine of Rs92.49 lakh from them.At the same time, the court sent 130 to jail in 2012 for not paying the fine whereas in 2011, only 37 offenders were sent to jail by the court.“To curb the menace, the Railway Board should increase the fine amount from Rs500 to Rs2000,” pointed out Jeetendra Karelia, president of Disability Advocacy Group of India and added that he had written a letter to the Railway Board and both general managers of CR and WR recently to increase the fine amount.He also observed that often, women who are only one or two months pregnant travel in the handicapped coaches with their husbands for their comfort. Karelia said that pregnant women must carry a certificate from a hospital, showing that the pregnancy is in the advanced stage. The railway authority should check this certificate, he added.

On the other hand, Rajendra Rupnavar, senior divisional security commissioner, RPF, Western Railway, said, “We have been conducting drives regularly against unauthorised persons traveling in handicapped coaches persons.” He pointed out that their aim is not to collect the fine, but to educate and create awareness among physically fit commuters.
