A case of 'conflict of interest' seems to be playing out in the Railways.Member Mechanical, Arunendra Kumar - who holds charge as the additional Chairman, Railway Board (CRB) - is himself a candidate for the top job. In this capacity, he will be required to fulfill a bizarre and a constitutionally untenable function: Of seeking ACC approval for his own candidature for the post of full-time CRB.Established governmental norms are that a civil servant cannot be a part of a tender or a selection committee in a case involving even a close relative. Can the government permit a civil servant to process his own proposal for promotion?Kumar was the senior-most officer on the panel of General Manager's (GM), but a junior to two other Board members in terms of the date of joining the Railway Board.  Therefore, the decision to empower him with "looking after" charges as the acting CRB was inexplicable.

Department of Personnel and Training (DoPT) norms since 2003 are that a candidate for the CRB's job must fulfill the twin norms of having one year experience as an open line General Manager, with two years residual service remaining. In order of seniority, three officers fulfill this criteria: RS Virdhi, GM of Northeast Frontier Railway; AK Mittal, GM, South West Railways and VK Gupta, GM, Northern Railways.

In the pre-2003 situation, the senior-most Board member was promoted as the CRB. "Kumar fulfills neither the pre-2003 nor the post-2003 norms, but is placed in an advantageous situation of having access to the movement of ACC files in his capacity as the acting CRB," sources point out.

Such a predicament might have been avoided, if the charge as acting CRB had been given to any of the two members: Member (Electrical) Kulbhushan, the senior-most among the board members; or Member Engineering Subodh Jain, who is not in the race for the CRB's job.

But since this was not done, the only option open for the government to avoid a conflict of interests and ensure a fair and just appointment of the new CRB seems this: To direct the Cabinet secretary to formulate the proposal for appointment of CRB without involving the interim Chairman Railway Board.

The buzz about town is that the Cabinet secretariat has already moved a file to the PMO to post a technically competent candidate from non-Railway services as the CRB.

To avoid confusion over which authority grievances on long distance railway journeys should be reported to, the Railway Board has decided to identify senior train ticket examiners (TTEs) as 'captains'. As per the system, which will be introduced in long distance mail and express trains, the term 'captain' will be displayed on the left arm sleeve of TTEs.

Western Railway has complied with the Board's directive and TTEs in three of its trains — Mumbai to Indore Avantika Express, Mumbai-Delhi-Amritsar Golden Temple and Mumbai Central Jaipur Superfast Express, will wear the arm bands.

A senior railway official said, "Badges have been provided to senior ticket checking staff. The arm band has to be worn on the left arm by the TTE on duty. In case of multi-leg journey, the ticket checking staff changes, causing confusion among passengers. This will now be avoided."

For example, in Golden Temple Mail, the ticket checking staff changes at Ratlam Junction, Kota Junction, Delhi Hazrat Nizamuddin before arriving at Amritsar Junction. Midway into the journey, if passengers want to complain they find it difficult to locate the TTE.

Captains will be required to perform supervisory duties similar to train superintendents who accompany superfast trains such as Rajdhani, Shatabdi and Duronto that operate as point-to point services. Captains will also be required to monitor on-board housekeeping crew.

KOCHI: City residents' associations are feeling let down, and not without reason. Though the district administration and the Delhi Metro Rail Corporation (DMRC) agreed to start construction of Kochi Metro on MG Road only after Onam, residents feel that the authorities had failed to resolve their major grievances at the meeting held on Saturday, including those related to parking, the diversion of traffic, toll at Pullepady rail overbridge (ROB) and the widening of approach roads to the bridge.The Ernakulam District Resident Association Apex Council (EDRAAC) said they have decided to give a written appeal to the collector citing these issues. According to EDRAAC president Rangadasa Prabhu, when the Metro work moves into top gear on MG Road it will be difficult to divert traffic through the ROB without doing away with the toll system and the booth at Pulleppady ROB. They want the collector to remove the toll booth.

Though DMRC has provided an assurance to maintain a one-lane traffic on both sides of MG Road during construction, the association wanted the authority to divert buses through other routes.

"When buses halt at bus bays it will block other vehicles and lead to traffic jams," said Prabhu. Since it has been decided not to allow parking on the stretch between Madhava Pharmacy Junction and Jos Junction on MG Road, the district administration and police should clarify where people should park their vehicles. EDRAAC also wants district administration to announce a concrete plan for widening the approach roads to Pulleppady ROB.

Meanwhile, Kochi Metro officials said that they would only be able to complete the work on MG Road in six months if it's considered as a single stretch. The merchant community has agreed to the plan as of now. "Kochi Metro hopes the civil society will understand the situation and help us meet the deadlines," said an official associated with the project.

Following request from traders and merchants, citing the high volume of sales during Onam and Ramzan, DMRC had agreed to start construction along MG Road on September 19.

NEW DELHI: Reeling under financial stress, railways is planning to set up captive nuclear power plants which will help the national transporter cut its fuel bill substantially and contribute to energy security."We are in talks with Nuclear Power Corporation to set up power plants at existing nuclear sites," Kul Bhushan, member (electrical), railway board, said.The transporter will soon sign an MoU with the government PSU and is also exploring some options in Uttar Pradesh, Haryana, Karnataka and Tamil Nadu.The move is part of the strategy by railways, the country's largest high speed diesel consumer, to revisit its energy consumption considering recent hikes in diesel price for bulk users. Railways spent Rs 8,000 crore on electricity in 2012-13, while its diesel bill was around Rs 15,000 crore.However, in terms of productivity, the larger share of work is done by electric locomotives. Around 65% of freight and 50% of passenger traffic is carried using such locomotives.Among the strategies being worked out by railways is to increase electrification of tracks, increase production of electric locomotives and to set up captive power plants to ensure adequate and cheap power.The transporter, which pays about Rs 5.4 a unit of electricity, is expecting to get electricity at Rs 4 or even less through its own captive power plants.

Railways is expecting to operationalize the first phase of its captive power plant at Nabi Nagar in Bihar in May 2014. "The 1000MW plant will be full operational by March 2015," Kul Bhushan said.

The state-run transporter is also hoping to fast-track commissioning of 2x660MW 'super critical' thermal power plant in Purulia's Adra in West Bengal. The Rs 7,700 crore project is a joint venture between NTPC and railways.

From the present level of 3,000MW of peak requirement, it is estimated that the demand for electricity over the next 10 years will be nearly 5,000MW. "These plants will bring down the cost at which electricity is available to us," Kul Bhushan said.

"The plan is to ensure cost-effective and environment-friendly solution for rail transport," he said.

Due to the unprecedented cutting of trees, the whole ecological balance has been disturbed. Calcutta, July 27: A 39-year-old man has been arrested from Uttarpara and identified by police as the person who chased a young TCS employee in the near-empty ladies’ compartment of the Delhi-Howrah Janata Express last Sunday till she fell off near Belur station.
Deb Shankar Sau was picked up around 8.30 last night by the government railway police (GRP), who were armed with a sketch drawn on the basis of a description given by the victim.
The police had also activated their “sources” to trace Sau. The victim is yet to identify him, though.
“We are certain about his involvement. Why else would he change his looks by trimming his moustache and sporting a new hairstyle?” an investigating officer said.
Officers said Sau had a criminal record and had “confessed” to stealing the woman’s cellphone but denied attempting to molest her.
“The accused has admitted to stealing the mobile phone of the woman and selling it off to a person in Uttarpara,” said Milan Kanti Das, superintendent of the GRP in Howrah.
“We hope to recover the mobile phone. Once that is done, the link will be clearly established.”
Sau, driver of a motorised van, lives in a shanty near Uttarpara railway station. He was on his way home last night when the police swooped on him.
Another officer said Sau had been arrested in 2012 in connection with a robbery in Singur.
“A few months ago, he was arrested again in a petty case involving the theft of iron-ore dust in Howrah.”
A few days ago, when the police had started tracking Sau, they learnt that he had left home saying he was going to take up a part-time job at a construction site in the locality. He did not turn up at the site, though.
The police said Sau had boarded the train at Serampore. The victim saw him at Bandel when all other passengers in the ladies’ compartment had got off.
“After she fell off the moving train (the victim is unsure whether she fell or was pushed), he thought she was dead. So he too jumped off when the train slowed between Belur and Liluah,” an officer said.

लखनऊ । नई दिल्ली जाने वाली वीआईपी ट्रेन शताब्दी एक्सप्रेस में शनिवार को खराब खाना परोस दिया गया। यात्रियों को बदबूदार पनीर और कच्ची दाल दी गई। जिसे खाने के बाद कई लोगों की तबियत बिगड़ गई वहीं कुछ यात्रियों ने खाना खाने से मना कर दिया और नई दिल्ली पहुंचकर जमकर हंगामा किया। इसके बावजूद उनकी शिकायत दर्ज नहीं की गई।

शताब्दी एक्सप्रेस (ट्रेन-12003) दोपहर 3:35 बजे लखनऊ से नई दिल्ली को रवाना हुई थी। कोच सी-10 में करीब 80 यात्रियों को जो खाना परोसा गया उसमें पनीर से बदबू आ रही थी, मीठा दही भी खराब हो गया था जबकि, रोटी और दाल भी कच्ची थी। इसे देखकर कई यात्रियों ने खाना खाने से मना कर दिया। दिल्ली के राजेश शर्मा सहित एक दर्जन से अधिक यात्री खाना खाते ही उल्टियां करने लगे। कई यात्रियों के पेट में दर्द शुरू हो गया। यात्रियों ने दवा के लिए कोच कंडक्टर से सम्पर्क किया लेकिन रास्ते में कहीं भी डॉक्टर नहीं पहुंचे। इसी बोगी में लखनऊ से नई दिल्ली जा रहे राजेश शर्मा के पेट में भी दर्द उठा और उल्टियां हुईं। बर्थ संख्या 30 पर यात्रा कर रहे एक यात्री को भी उल्टी होने लगी। यात्रियोें ने इसकी शिकायत करने के लिए टीटीई से शिकायत पुस्तिका मांगी। पहले तो टीटीई काफी देर तक मामले को टालने का प्रयास करता रहा लेकिन यात्रियों की नाराजगी बढ़ते देख वह बोगी से भाग गया। किसी तरह बीमार यात्री नई दिल्ली पहुंचे तो वहां जमकर हंगामा किया। मामले की शिकायत रेलवे बोर्ड से भी कर दी गई है। तीन दिन पहले कानपुर के पास सियालदह राजधानी एक्सप्रेस में भी खराब खाना परोसा गया था। जबकि नवंबर 2012 में हावड़ा राजधानी में खराब खाना खाने से 50 लोग बीमार हो गए थे। इनमें कई सांसद भी थे।

The ‘Science Express- Biodiversity Special’ (SEBS), an innovative mobile exhibition mounted on a specially-designed 16-coach AC train which has been on the move since April, will chug into the state on August 12. A unique collaborative initiative by the Ministry of Environment & Forests, Department of Science & Technology and Indian Railways, the Science Express has contributed largely in creating awareness among the public on the rich biodiversity found in different geographical belts on the Indian sub-continent. Railway officials say the initiative gained prominence with the United Nations declaring the 2011-20 decade as the UN Decade on Biodiversity and UN Decade for Deserts and Fight against Desertification. “Eight coaches focus exclusively on exhibiting myriad biodiversity across the bio-geographical zones of the country through a variety of interactive exhibits, short films and videos displayed on plasma and LED TV screens, large format displays, kiosks and backlit panels,” a railway release has said.
