पलपल इंडिया ब्यूरो, मुंबई. वडोदरा मंडल के वडोदरा-सूरत खंड में पालेज, नबीपुर, सायन तथा गोथनगाम में बाढ़ तथा भारी जल-जमाव के कारण बुधवार को लम्बी दूरी की कई ट्रेनों को निरस्त करना पड़ा, जबकि कुछ गाडिय़ों के मार्ग में परिवर्तन कर चलाया गया. जिसके कारण मुंबई आने वाली ट्रेनें लगभग 5 घंटे देर से पहुंचीं.

इस समस्या के कारण बुधवार को पश्चिम रेलवे की 18 ट्रेनें रद्द रहीं, जिनमें 8 मुंबई से तथा 2-2 ट्रेनें अहमदाबाद, सूरत एवं वलसाड से, जबकि 1-1 ट्रेन वडोदरा, सुरेन्द्रनगर, महुवा तथा भावनगर से रद्द की गईं.

बुधवार को मुंबई से चलने वाली 12953 अगस्त क्रांति राजधानी एक्सप्रेस, 12955 जयपुर एक्सप्रेस तथा 12216 गरीब रथ अपने निर्धारित समय के बजाए पुनर्निर्धारित समय पर चलाई गईं. साथ ही

12 से अधिक ट्रेनों को परिवर्तित मार्ग से चलाया गया. इस संदर्भ में विस्तृत जानकारी पश्चिम रेलवे की वेबसाइट www.wr.indianrailways.gov.in पर उपलब्ध है तथा ट्रेन सूचना प्रणाली से भी प्राप्त की जा सकती है.

·12471 Swaraj Express rescheduled at 11.50 hrs .

SURAT/VADODARA/BHARUCH: Lakhs of commuters were stranded on railway platforms and highways on Wednesday as continuous downpour on the third day in south Gujarat forced cancellation of 18 trains and jammed all the main roads and highways.

The national highway 8, the arterial link between Ahmedabad and Mumbai, witnessed a nearly 30-km-long traffic jam near Bharuch on both ends of Sardar Bridge on Narmada.

Police teams are working to clear the traffic but it will take several hours. “The jam on NH8 near Bharuch is due to potholes on Sardar Bridge. It is taking a long time for the vehicles to cross it and that has led to the major jam,” Bharuch SP Bipin Ahire said.

Railway officials said a breach on tracks between Vadodara and Bharuch has forced the cancellation of trains going to Surat and Mumbai. “Important trains like Shatabdi Express were moved along the down track that was functional,” said an official.

With little sign of rain abating, rail and road traffic disruptions are likely to continue for some time.

Meanwhile, Surat, Vadodara and Bharuch continued to reel under rain fury on Wednesday. Situation was particularly grim in Karjan taluka of Vadodara where many people are reported to be stranded amid flood waters. The Army has been kept on stand-by to tackle any eventuality. Over 1,200 people stranded in 16 villages in Karjan, Padra and Vadodara (rural) were rescued.

Vadodara remained on the edge for the second day as Vishwamitri continued to flow above the danger mark at 28.6 feet. Authorities closed a bridge at Kalaghoda as river swelled dangerously.

Surat city was battered by 211mm in eight hours since Wednesday morning, leaving all the major areas in knee-deep waters. Five creeks in the city started overflowing due to massive influx of water due to heavy rains in the adjoining talukas, which received an average 200mm rainfall.

Pushing for private participation in railway infrastructure development to tide over the financial handicap, East Coast Railways (ECoR) has mobilised around Rs.1200 crore for different projects in the State.

National Mineral Development Corporation (NMDC) has invested Rs.800 crore for doubling railway line from Jagdalpur to Kirandul in Chhattishgarh.

The additional line over 150 km will connect Bailadila iron ore mines at Kirandul to the proposed 3 mtpa steel plant at Jagdalpur, thus augmenting the evacuation capacity of minerals to meet the requirements of NMDC. The investment would be recovered by the PSU through freight rebate.

“With Odisha witnessing rapid industrialisation, expansion of railway network and infrastructure has assumed utmost importance. The industrialisation spree has also increased the prospects of private participation in railway development. In the last one and a half years, ECoR has generated ` 1,200 crore worth of investment from the stakeholders,” said Chief Operations Manager GD Brahma.

The Railways has introduced participative models where stakeholders invest in projects like new line, additional lines with revenue sharing arrangement by way of freight rebate.

 It has also facilitated deposit work where stakeholders make necessary investment for augmenting terminal and sectional capacity for higher loading and evacuation.

Mahanadi Coalfields Limited has invested Rs.200 crore on autosignalling installation from Paradip to Talcher.

MCL will be able to recover its investment within the very short period as the upgradation will enable higher evacuation of  the freight leading to enhanced profit.

From around 23-24 rakes a day, autosignalling will enable carriage of about 45 rakes.

Likewise, Andhra Pradesh PSU APGENCO has invested Rs.80 crore in autosignalling from Talcher to Gundapalli and beyond.

 “The participatory approach is the way forward as we cannot keep up with the infrastructure development necessities with limited funds. For every industry, we can have customised solutions,” Brahma said at the Transport Infra Conference here.

ECoR is pushing establishment of private freight terminals (PFT) in a big way. Private investors can develop terminals to handle multi-party cargo and provide value added services like warehousing, road transport. Railway sidings can be developed and shared by the owners.

The first PFT has been set up at Lapanga station by Aryan Ispat and Energy Limited and three more are in the offing.

In order to clear extra rush of passengers during Dussera/Diwali ensuing festival season, South Central Railway will run eight Special Trains between Secunderabad and Vijayawada via Nalgonda, Guntur as per the following schedule:-
Train No. 07208 Secunderabad-Vijayawada Special Train will depart Secunderabad at 23 15 hrs o­n 8th, 15th, 22nd and 29th November 2013 (Fridays) and arrive Vijayawada at 05 30 hrs o­n the next day.
In the opposite direction, Train No. 07207 Vijayawada-Secunderabad Special Train will depart Vijayawada at 23 00 hrs o­n 7th 14th, 21st and 28th November 2013 (Thursdays) and arrive Secunderabad at 05 40 hrs o­n the next day.
Enroute, these special trains will stop at Nalgonda, Miryalguda, Nadikude, Piduguralla, Sattenapalle, Guntur and Mangalagiri stations in both directions.

These special trains will have 15 coaches viz, o­ne AC II Tier, o­ne AC III Tier, six Sleeper Class, five General Second Class and two Luggage cum Brake Van Coaches.

In view of work related to doubling of Shoranur-Mangalore line between Karakkad and Shoranur, Coimbatore-Mangalore-Coimbatore Fast Passenger (56323/56324) were cancelled between Palakkad Junction and Pallippuram Stations from Sept. 25 to October 16.

A press release said train numbers 16605/16606 Mangalore Central – Nagarcoil Junction– Mangalore Central Eranad Express will be cancelled between Thrissur and Kuttipuram stations. Train no.16606 will run as a passenger special between Kuttipuram and Central, leaving Kuttipuram at 2 p.m. and reaching Mangalore Central at 8.25 p.m.

Reserved passengers arriving at Thrisur by train No.16606 Nagaercoil – Mangalore Ernad express to Kuttipuram and beyond will be transported by bus which leaves Thrisur at 09.55 a.m. This bus will reach Kuttipuram at 11.20 a.m. They can then board the passenger special train to Mangalore Central, which leaves Kuttipuram at 2 p.m.

Reserved passengers arriving at Kuttipuram by train No.16605 to Thrisur and beyond will be transported by bus which leaves Kuttipuram at 1.15 p.m. This bus will reach Thrissur at 2.45 p.m.

The release said passengers arriving by trains from Thiruvananthapuram/Ernakulam side bound to Shoranur and via Shoranur should to get down at Wadakkancheri, as no transportation has been arranged for passengers arriving by these trains between Ottappalam and Shoranur. The implementation of the meter system for autorickshaws has been a blow to the pre-paid services at Chennai Central Station and Chennai Mofussil Bus Terminus (CMBT) in Koyambedu.Over the last few days, barely 10 per cent of registered auto drivers have showed up at these stands, causing passengers immense difficulties.“Auto drivers registered at the prepaid stands go by a fixed rate, but they are free to pick up passengers on their way back to the stand here. However, many of us are being stopped by the police, who ask us where our meter is.  After over 130 of us were fined recently, many of us stopped coming here and prefer to stay at home, or drive in our own areas,” said a senior member of the Central Station Prepaid Auto Drivers and Commuters Welfare Association.The association has over 370 registered autos, but this week, fewer than 60 drivers have reported for work.Passengers at Central say there are no prepaid autos after 6 p.m. The stand at Central had been closed for two months due to nearby Metro Rail work, and re-opened only on September 12, three days before the deadline for meters.“There are very few vehicles now and it is a big problem for single travellers with only a few bags. Cabs charge at least Rs. 90 more,” said Prem Kumar who works in Tiruchi and comes to Chennai on weekends.

The drivers say that despite having valid documents, they have been fined because their meters are not ready. “Because of the shortage of electronic meters, most of us who went to get our meters calibrated have been asked to come back after a month,” said Uma Maheswari, who has already been fined once.  “Many of us come only between 4 a.m. and 9 a.m. to avoid checking and operate for the rest of the day only in our areas,” said Dasan, a driver from Ambattur.

CMBT, Koyembedu where there are nearly 200 registered prepaid autos, has been facing the same problem. “We requested officials to spare prepaid autos from fines but they are not doing so. On some days, there are just about 20 autos here, and many drivers are not even willing to take a savaari because they don’t want to be caught while coming back,” said a driver.

Members of auto associations said they expected these stands to be fully functional in about two months as soon as the drivers get their meters ready. 

“The transport department needs to know that the demand for prepaid autos is very high and by not letting us ply, it is passengers and tourists who are being inconvenienced,” said an auto driver at Central Station.

Pramod Madhwaraj, MLA, has demanded a separate Konkan Railway Division comprising Mangalore, Madgaon and Ratnagiri areas.In a press release issued here on Wednesday, Mr. Madhwaraj said that he had put forward this suggestion at the Konkan Railway Consumers Advisory Committee meeting of Konkan Railway held at Belapur in Maharashtra.The Ullal bridge and New Mangalore Port Trust (NMPT) areas in Mangalore should come under the proposed division. Though the length of Konkan Railway was actually 961 kilometres, it was now 940 km because NMPT had been kept in a different railway zone. If the NMPT was included in Konkan Railway, its annual income would go up by Rs. 200 crore.A passenger train should be started from Vasco-da-Gama to Mangalore. The Bhatkal-Thokur train should be extended to Karwar. The Karwar-Bangalore train was taking a long time to reach its destinations. Hence, an alternative route Nandikur-Karkala-Ujire-Charmadi-Mudigere (220 km) should be developed, Mr. Madhwaraj said. The meeting was chaired by president of the Committee Bhanu Prakash Tayal.
