GUWAHATI, Sept 13 – Chief  Minister Tarun Gogoi today asked the agitationists to withdraw road and rail blockades immediately otherwise the Government will be compelled to take appropriate steps.
In a statement here today, Gogoi said the Government cannot remain a passive spectator to the series of road and rail blockades which have caused great inconvenience to the people and put a spanner in the wheels of development.
“We cannot allow the situation to deteriorate further. The rail and road blockades caused great miseries and hardships to the people and affected the economy. Such agitations are detrimental to the State’s march towards the path of development and we cannot allow this to continue,” he said.

The Divisional Railway Manager (DRM) Pradeep Kumar on Friday said that five lifts at Vijayawada Railway Station would be operational by the end of September. In addition, five escalators would be put to use. Of this, two are already functioning, and three more were installed recently, he said. Another five lifts would be installed in the division; two lifts each at Rajahmundry and Ongole and one lift at Eluru. Escalators have been sanctioned for stations like Guduru, Ongole, and Samalkota, he said.

Complex shortly

To a question, he said that the Railway Land Development Authority (RLDA) would develop the multi functional complex at Vijayawada shortly. A complex is already functioning at Rajahmundry. To another question, he said that there were 108 unmanned railway gates in the division, against the total of 485 gates. Mr Pradeep Kumar said that there was no impact of 72-power stir on the railways. Meanwhile, Mr. Pradeep Kumar and Chief Security Commissioner R. Pacharwal inaugurated a dog squad here. The squad already has two trained dogs, and two more dogs are under training. A dog training house, worth of Rs. 10 lakh, was constructed for the dog squad for the Railway Protection Force (RPF).

PUNE: The Pune division of Central Railway registered an increase in passenger fare earnings in first five months (April to August) of the current year as against earnings registered last year in the same period.

An official from the Pune division said the earnings increased by 6 per cent. In five months ended on August 2013 the division registered earnings of Rs. 230.77 crore, as against last year’s earnings of Rs.217.14 crore, an increase of Rs.13.63 crore.

Prominent stations like Pune, Khadki, Kolhapur, Satara, Miraj and Chinchwad fall under the Pune division which always witness rush of passengers, said an official. The administration has undertaken steps to increase passenger amenities at stations on Pune-Lonavla and Pune-Kolhapur tracks, he said.

The official said that parking slots for visitors have been started recently at the Shivajinagar and Chinchwad stations. One additional parking slot is proposed at the Pune station to benefit daily commuters and people who come to the station to see of friends and relatives.

The officials said that the administration has initiated ticket checking drive at prominent stations. Action is being taken against illegal travel which included ticketless travel in trains, entering railway stations without valid tickets and unbooked luggage. More than 5,000 cases have been booked by the administration pertaining to illegal travel in last five months in Pune division.

Railway Minister M. Mallikarjun Kharge has said the Railways has started the process of filling 40,000 of the over 60,000 vacancies in different cadre.

Mr. Kharge told reporters here on Saturday that there was a plan to open a Railway Examination Centre in Gulbarga city to facilitate students from the region to write the test. The Railways was also considering a proposal on introducing one regional language paper in the Railway Recruitment Examination for Group C and Group D posts.Mr. Kharge admitted that there was a shortage of security staff in the Railways. However, there was no immediate proposal to increase the strength of the Railway Protection Force (RPF). The Railways would discuss with respective State governments to depute more number of police personnel to assist the RPF in providing security to passengers and safeguarding the freight.To a question, Mr. Kharge said the Railways had taken a serious note of the increasing instances of harassment to women passengers, and added that this would be put down with an iron hand. The Railways had formed a special squad of the RPF to deal with crimes against women on trains.

Direct train

The Minister announced that from September 22, the Solapur-Yeshwantpur Superfast Express train, which used to run on alternative days, would be a daily service. He said the longstanding demand of the people of north Karnataka for a direct train from Hubli to the Hyderabad Karnataka region would become a reality soon with introduction of a new train from Hubli to Secunderabad passing through Gadag, Bagalkot, Bijapur, Hotgi, Solapur, Gulbarga, Wadi, Chittapur, Sedam, Tandur, Vikarabad and Secunderabad. The new train is likely to be flagged off in October.

New rail hub

To a question, Mr. Kharge said the Yelahanka Railway Station would be developed as a third railway hub in Bangalore city. The two railway hubs in the city — Bangalore City and Yeshwantpur — had reached a saturation point and introducing new trains to Bangalore city had become a major problem due to the non-availability of platforms. Developing the Yelahanka station as the third hub would help overcome the problem, he added.

Delay

Inordinate delay on part of the Commissioner of Railway Safety to inspect new railway lines was preventing the Railways from starting services on at least five new routes in the country, he said.The Commissioner of Railway Safety was attached to the Union Civil Aviation Ministry and the official had to be deputed to inspect the new lines and provide safety certificates.“I have spoken to Civil Aviation Minister Ajit Singh to ensure early deputation of the Commissioner of Railway Safety,” Mr. Kharge said.Five new train services, including those between Bidar and Humanabad, Chikmagalur and Kadur, and Raichur and Gadhwal (in Andhra Pradesh), could not be introduced because of the delay in getting safety certificates from the Commissioner of Railway Safety. These new lines were ready over six months ago, he said.

Reservation

To a question, Mr. Kharge said Union Law Minister Kapil Sibal had informed him that the Law Department had cleared the proposal sent by the State government for issuing notification empowering the Governor to frame the rules and fix the quantum of reservation in employment and educational opportunities for people of the Hyderabad Karnataka region according to the provisions of the Article 371 (J). The proposal had been sent to the Home Ministry for approval before it is placed before the Cabinet. After getting the Cabinet nod, the proposal would be sent to the President, he added.

LUCKNOW: The chairman of Lucknow Metro Cell, Rajiv Agarwal, has said that there was no proposal to charge additional tax from the residents to create financial resources for the project in the city.The project would be executed on 50:50 model (DMRC model) according to which, 20% funds would be disbursed by the Centre and other 20% by the state government in the form of equity participation. The rest amount would be arranged from an external loaning agency.garwal clarified: "The detailed project report prepared by the DMRC only suggests some alternative sources of income. However there is no proposal at the moment on levying any kind of charge." To implement such proposals, consultations need to be made with the departments concerned and various stakeholders which is a time-taking process. "Only then such proposals can be approved," he added.Also such proposals need necessary changes /amendments in the existing law and Act, only after which the new taxes can be levied. He said that as of now there was no such proposal in the pipeline but in future some 'user charges' would be taken from residents for a new facility.

अंग्रेजी राज में बना कैथल रेलवे स्टेशन सुविधाओं को तरस रहा है। यदि आय की दृष्टि से देखा जाए तो कैथल जिला रेलवे विभाग को प्रतिमाह लाखों रुपये आय दे रहा है, लेकिन इसके बावजूद विभाग कैथल में सुविधाएं देने के लिए हाथ पीछे खींच रहा है। जहां रेलवे स्टेशन पर यात्रियों को ठहरने के लिए पूर्ण सुविधाएं नहीं है, वहीं लोगों की सुरक्षा के लिए लगाए गए रेलवे पुलिस कर्मचारी भी आज सुविधाओं को तरस रहे हैं। कर्मचारी खंडहर भवन में रहने को मजबूर हो रहे हैं। जहां कैथल राजकीय रेलवे पुलिस में छह पुलिस अधिकारी व कर्मचारी कार्यरत हैं, वहीं रेलवे सुरक्षा बल के कर्मचारियों की भी स्थाई नियुक्ति आज तक नहीं हो पाई है। कैथल रेलवे स्टेशन पर अनाज चोरी सहित अन्य प्रकार की चोरी के मामले पूर्व में सामने भी आ चुके हैं। इन मामलों में पुलिस द्वारा चोरों के खिलाफ केस दर्ज कर कार्रवाई की जा चुकी है।
देश की आजादी से पूर्व अंग्रेजों द्वारा कैथल रेलवे स्टेशन बनाया गया था, लेकिन सरकार व विभाग के अधिकारियों की बेरूखी के कारण कैथल रेलवे स्टेशन की अनदेखी की जा रही है। कैथल रेलवे स्टेशन आज कई सुविधाओं को तरस रहा है। रेलवे स्टेशन पर राजकीय रेलवे पुलिस में मात्र छह कर्मचारी ही इस समय ड्यूटी पर तैनात है।
इतना ही नहीं, पुलिस कर्मचारी खंडहर भवन में रहने को मजबूर हैं। मालखाना व पुलिस कार्यालय की हालत खस्ता है। एक कमरे को अनफिट घोषित किया हुआ है, लेकिन जगह की कमी के कारण पुलिस कर्मचारी वहां भी रहने को मजबूर हो रहे हैं। पुलिस कर्मचारियों के लिए रात्रि ठहराव को लेकर कोई स्थान नहीं है।
12 कर्मचारियों की और जरूरत :
कैथल रेलवे स्टेशन पर यात्रियों की संख्या को देखते हुए करीब 12 कर्मचारियों की ओर जरूरत है। कैथल रेलवे स्टेशन के अलावा, ढांड, पबनावा, टीक, ग्योंग, कुतुबपूर, सजुमा व कलायत स्टेशन पर कोई भी कर्मचारी तैनात नहीं है। इस कारण यात्री अपने आपको असुरक्षित सा महसूस कर रहे हैं। लोगों का कहना है कि पुलिस कर्मचारियों की संख्या को बढ़ाया जाए।
आवारा पशुओं का स्थान बना माल गोदाम
कैथल रेलवे स्टेशन पर बना माल गोदाम रेलवे प्रशासन की अनदेखी व लापरवाही के कारण आज पशुओं का स्थान बनकर रह गया है। यहां अवारा पशु हर समय घूसे रहते हैं। गंदगी का आलम होने के कारण यहां से गुजरने में लोगों को परेशानी का सामना करना पड़ रहा है।
पुलिस कर्मियों की बढ़ाई जाए संख्या : ढुल
जिला रेलवे कल्याण समिति के महासचिव जगरूप ढुल ने बताया कि कैथल रेलवे स्टेशन पर पुलिस कर्मचारियों की संख्या कम होने के कारण चोरों के हौसले बुलंद है। चोरी की वारदात को रोकने व महिला यात्रियों की सुरक्षा को देखते हुए सरकार व रेलवे विभाग द्वारा कर्मचारियों की संख्या बढ़ाई जानी चाहिए। इसके साथ-साथ रेलवे स्टेशन पर कर्मचारियों व यात्रियों को सभी सुविधाएं मुहैया करवाई जानी चाहिए।
