रेलवे सुरक्षा बल (आरपीएफ) कांस्टेबल भर्ती परीक्षा के लिए रविवार को जयपुर जंक्शन और गांधीनगर स्टेशन पर की गई रेलवे प्रशासन की व्यवस्थाएं धरी रह गईं। रेलवे ने खुद की परीक्षा होने के बावजूद कोई स्पेशल ट्रेन नहीं चलाई। खमियाजा अन्य यात्रियों को उठाना पड़ा।



परीक्षा छूटते ही बड़ी संख्या में अभ्यर्थी आरक्षित डिब्बों में घुस गए। गांधीनगर स्टेशन पर जयपुर-मथुरा पैसेंजर ट्रेन की छत पर युवाओं को चढ़ने से रोकने में आरपीएफ जवान नाकाम रहे। मिनी बसों व लो फ्लोर बसों में भी पैर रखने की जगह नहीं बची। सिंधीकैंप बस स्टैंड पर भी यात्रियों को खासी परेशानी उठानी पड़ी।

न सर्दी का मौसम और न ही धुंध-कोहरे की मार, इसके बावजूद ट्रेनें तीन से ग्यारह घंटे तक देरी से चल रही हैं। इस बार मानसून से पहले आई बारिश रेल यातायात के लिए मुसीबत बन गई है, जगह जगह ट्रैक पर पानी भरने व पेड़ गिरने से गाड़ियों की रफ्तार धीमी हो गई हैं और रेल सफर यात्रियों के लिए परेशानी भरा साबित हो रहा है।
सुबह पंजाब सहित पड़ोसी राज्यों में लगातार कई घंटे तक हुई झमाझम बारिश और तेज हवाओं के झोंकों से सड़क एवं रेल यातायात प्रभावित हुआ। बारिश का पानी जहां रेलवे ट्रैक में भर गया, वहीं ट्रैक पर गिरे पेड़ों व टहनियों ने भी व्यवधान खड़ा किया। रेल लाइनों से पानी निकालकर उन्हें साफ करने में रेल कर्मी लगभग 13 घंटें से जुटे हुए हैं, ट्रैक में आए व्यवधान की वजह से गाड़ियां, विशेषकर लंबी दूरी की गाड़ियां तीन से छह घंटे देरी से चल रही हैं।
बीती शनिवार की रात श्रीगंगानगर-दिल्ली के मध्य चलने वाली उद्यान आभा तूफान एक्सप्रेस गाड़ी सं. 13008 अपने निर्धारित समय रात 11.15 की बजाए देर रात 3.15 बजे बठिंडा पहुंची। इसी तरह गुवाहाटी-लालगढ़ एक्सप्रेस गाड़ी सं. 15609 निर्धारित समय रात 10 की बजाए छह घंटे देरी से सुबह चार बजे बठिंडा पहुंची। गाड़ियों की लेटलतीफी का क्रम रविवार भी जारी रहा, दिल्ली से चलकर फिरोजपुर वाया बठिंडा होकर चलने वाली पंजाब मेल गाड़ी सं. 12137 सुबह 3.40 बजे की जगह सुबह 5 बजे आई, जबकि सुबह 4 बजे आने वाली हावड़ा-श्रीगंगानगर वाया बठिंडा आभा तूफान एक्सप्रेस गाड़ी सं. 13007 लगभग ग्यारह घंटे देरी से दोपहर 3 बजे बठिंडा पहुंची। श्रीगंगानगर से हरिद्वार के मध्य चलने वाली गाड़ी सं. 14712 भी लगभग 55 मिनट देरी से सुबह 6.40 की बजाए 7.40 बजे बठिंडा पहुंची।

PUNE: Train passengers faced hardships on Sunday as services on the Mumbai route were affected in the morning for almost two hours when a high-tension electricity cable of the MSEDCL crossing the railway tracks between Chinchwad and Akurdi station snapped and fell on the overhead wires providing energy to run trains on the route.Train movement was halted till the problem was rectified. The heavy downpour throughout the day had a major impact on train services between Pune and Mumbai.Except Sinhagad Express, other trains to Mumbai including Pragati Express, Deccan Queen and Sahyadri Express were stopped at various stations after they had left Pune station. These trains were running behind schedule by at least two hours. Train services on Mumbai-Pune section also remain disrupted. The Mumbai-Pune Indrayani express reached Pune an hour late, while the other trains chugged in at least half hour behind schedule. Two local trains each departing from Pune and Lonavla were cancelled.

An official from railway administration said, "The wire snapped between Chinchwad and Akurdi stations. An overhead wire was damaged after the high tension wire fell on it around 7.10 am. A team was sent immediately. The traffic was restored at 9 am. The power was cut during repair works and the train traffic stopped on both tracks."

A continuous rainfall throughout the day impacted train services between Pune and Mumbai. Movement of trains remained largely affected owing to water logging on tracks especially in Mumbai region. A railway official said no cancellation of trains was reported. Long-distance trains including Konark Express, Nagercoil Express departing from Mumbai and running via Pune were rescheduled, while intercity trains to Pune reached more than an hour late.

Buses were also running late

Besides trains, travellers to Mumbai via buses and private cars also faced delays. Shivneri buses of Maharashtra State Raod Transport Corporation (MSRTC) were at least two to three hours late due to water logging on roads in Mumbai. An official from MSRTC Pune division said, "Buses left from here in morning returned late in evening. There was a delay of at least two to three hours. No trips were canceled." The ST stands were overcrowded owing to Sunday evening as people wanted to go back to Mumbai. The road traffic remained slow all through the day.

KONKAN RAILWAY CARRIES OUT VARIOUS GEO-SAFETY WORKS TO ENSURE SAFETY & SECURITY OF PASSENGERS AS WELL AS PUNCTUALITY OF TRAINS DURING THE MONSOON SEASON.
Konkan Railway is always committed to the cause of Safety and Security of its Esteemed Passengers. In order to ensure safety measures before the onset of monsoon, as also to stabilize the cuttings and make the track safe to travel, KRCL has carried out various Geo-Safety Works on its route as a precautionary measures prior to on-set of monsoon this year.
The intensity of rainfall is very high on KR region. The annual average rainfall is 3500 – 4500mm with intensity of rainfall frequently exceeding 80mm per hour.
The lateritic rocks, with the lethomargic clay combinations is having constant geological change, and the experience has been that the deep cutting slopes become unstable under the heavy rainfall conditions. Since then efforts are being made to regularly inspect the vulnerable spots and stabilize them by carrying out various Geo-Safety works. Multi disciplinary Expert Committees had been appointed to address the issue. Based on the recommendations of the expert committees / teams, essential works have been identified and completed since the commissioning of Railway line.
KRCL has continuously been executing the following Geo-tech safety works to stabilize the cuttings. The main Geo-tech safety works already done are:
Easing of slopes by providing berms and flattening of deep cuttings slopes and protecting slopes by plantation to prevent soil erosion.
Providing steel boulder netting as isolated boulder fall prevention measures in cuttings.
Loose scaling, Shot creting and rock bolting of tunnels.
Providing RCC retaining wall and Gabion wall.
Providing micro piling & soil nailing.
Providing side drains and catch water drain lining etc.
The incidences of boulder fall/soil slips have been reduced considerably after completing flattening of deep cutting slopes, rock bolting / shotcreting of tunnels, construction of lined catchwater drains etc. As of now 87 nos of cuttings have been completed.
The total expenditure for the period from 1999 to April 2013 incurred towards the various Geo – Tech safety works on Konkan Railway is approximately Rs.292.52 Crores.
GROUND SETTLEMENT AT NIVSAR STATION YARD.
KRCL has successfully tackled the problem of Ground settlement at Nivsar Station Yard which was a bottle neck in smooth running of traffic. KRCL had tackled the problem by providing a diversion line at Nivsar Station yard before monsoon 2011.
Thereafter, there was no unusual occurrence of ground settlement during the last year and the traffic has been running uninterrupted since then.
POMENDI CUTTING :

Pomendi cutting is one of the vulnerable cutting in Ratnagiri region. The depth of the cutting is more than 45 metres. KRCL approached Technical Expert Committees to help resolve the difficulties faced at Pomendi cutting. Accordingly as per the recommendations of the Expert Committees various Geo tech safety works were carried out which included widening of the deep cutting slopes by providing berms, concrete lined Catch water drains, Berm water drains, cross drains, side drains, Retaining wall, grass plantation to help preventing soil erosion etc. for making the slopes stable.
Approximately 3 lacs cum of Earthwork was executed and approximately 1200 cum of concrete lining is done and no unusual observed during monsoon 2012.
This year all the requisite monsoon precautionary works have been executed to avoid any unusual/ landslides at Pomendi Cutting.
Other than the above, following additional safety precautions have been taken
Patrolling of unlined portion of tunnels round the clock and throughout the year is being done.
A system has been developed in getting advance weather warning messages from regional meteorological centers for adopting preventive measures to ensure safety of trains.
Additional control offices have been set up at Ratnagiri and Karwar for immediate and timely attention to emergent situations.
Monsoon patrolling (block section to block section) is done during monsoons.
Watchmen are posted at vulnerable locations i .e at identified cutting, bridges and embankments.
Adequate stock of reserve material has been made available for tackling monsoon emergencies.
One excavator mounted on BFR has been kept at Ratnagiri and Verna to attend to any cases of soil slippage/boulder fall if any during monsoon for immediate restoration of traffic.
Necessary liaison is also maintained with the concerned State Govt. Authorities so that release of excess water from reservoirs/dams/bunds no not affect the Railway Traffic.
Konkan Railway implements a monsoon time table on its route to ensure smooth train operations during rainy season.
Konkan Railway has spent about 26 Crores for the geo-tech safety works during the current year. It can thus be seen that all out efforts have been made by KRCL for ensuring the safety and punctuality of the running train so as to render utmost comfort to the public travelling on KRCL route.

PUNE: Passengers will now be able to book railway tickets even on Sunday afternoons till night. Three counters have been set up to provide computerised reservations from 2 pm to 10 pm. This pilot project was inaugurated at the Pune railway station on Sunday. Divisional Railway Manager ( Pune) Vishal Agarwal inaugurated the project. "Earlier, reservation counters used to be closed on Sunday afternoons for regular system maintenance. Now, the system will be available even on Sunday afternoons. We want to provide people with good service and hence three counters -- 28, 29 and 30 -- will now be functional every Sunday from 2 pm to 10 pm," Agarwal said. The first passenger to book a rail ticket using this facility on Sunday was Haribhau Tingade. He said, "Last Sunday no such facility was available and so I couldn't book a ticket to Mumbai. I came to book it on Tuesday but I did not get a confirmed booking. I had to rush to Mumbai for some important work." Public Relations Officer (PRO), Pune Railway Division, YK Singh said this facility is a pilot project launched first at the Pune railway station. "If it succeeds, then we are planning to set up such facilities at other stations in the city as well," he said.

In a bid to check the increasing harassment of women passengers on board trains, the Government Railway Police, Secunderabad, has stepped up its response mechanisms. A distress call is all it takes for the cops to swoop down on the perpetrators, officials promise.Police control room numbers have been prominently displayed on all coaches in trains passing through the Secunderabad station, among others.Mobile police outposts have also been established to ensure visible policing at railway stations. Posters on the repercussions of harassing women have also been put up at several stations in the twin cities, authorities say. Police records show that 11 cases pertaining to crime against women were registered in the 10 railway police stations under the Secunderabad GRP limits in 2012, as against eight cases in 2011.

While nine of the 11 cases were resolved, the rest are under investigation, police say. Three railway employees and a teacher were among those arrested by the railway police on charges of harassing women.

Police booked the accused under Section 354 (assault or criminal force to woman with intent to outrage her modesty) of the IPC and arrested.

Officials say 26-year-old Vijay Kumar, an air-conditioner attendant on the Dakshin Express, was nabbed by the Macherial railway police at Ramagundam railway station for trying to outrage the modesty of a co-passenger while she was going to the washroom.

In another case, 36-year-old teacher Muthu Kumar of Tamil Nadu’s Nagapattinam district, was caught at Khammam when tried to molest a 24-year-old passenger. The incident happened while the duo was travelling on the Grand Trunk Express from New Delhi to Chennai.

Steps to ensure safety

Secunderabad Railway Superintendent of Police M. Kantha Rao said several steps were being taken to ensure the safety of passengers, especially that of women. “Apart from arresting the accused, we are also taking measures to secure their conviction,” he adds.

BOKARO: Security has been beefed up in trains passing through Bokaro and other stations falling under Adra railway division following the Maoist attack on Dhanbad-Patna Intercity Express. Railway security officials while taking precautionary measures have sounded alert and sought effective coordination from state police in this regard. Senior divisional security commissioner of Railway Protection Force (RPF), Adra division, Jyoti Kumar Satija said escort party in trains was alerted. tnn"Officers of sub-inspector and assistant sub-inspector ranks to go along with escort parties in trains for strict supervision."Satija said he asked state police to keep informing them about Naxalite movement in civil areas near railway tracks if they get any tip-off so that they could provide extra security on the route."We never discriminate between passengers travelling on Rajdhani or any passenger train. For us they all are same and we give equal importance in providing security," said Satija. A dog squad was seen patrolling in Bokaro station while RPF personnel were also inspecting trains arriving at the station.

इलाहाबाद। ट्रेनों की लेटलतीफी यात्रियों के लिए बड़ी मुसीबत बन गई है। हालत यह है कि नार्थ ईस्ट और राजधानी जैसी वीआईपी ट्रेनों ने भी लेटलतीफी का रिकार्ड तोड़ दिया है। नार्थ ईस्ट का हाल यह है कि वह एक दिन की देरी से चल रही है तो राजधानी 14, 15 घंटे की देरी से पहुंच रही ह्रै। ेनों में सफर करने वालों के लिए जंक्शन पर उसका इंतजार करना भारी पड़ रहा है। रविवार को जंक्शन पर ट्रेन पकड़ने पहुंचे यात्रियों को पता चला कि गुवाहाटी से नई दिल्ली के बीच चलने वाली नार्थईस्ट 32 घंटे लेट है। इसी तरह अलीपुरद्वार से नई दिल्ली के बीच चलने वाली महानंदा एक्सप्रेस रविवार को 13.30 घंटे लेट रही। गुवाहाटी से दिल्ली के बीच चलने वाली राजधानी एक्सप्रेस रविवार को 14.30 घंटे लेट रही, जबकि जोगबनी-दिल्ली सीमांचल आठ घंटे, हावड़ा से मुंबई के बीच चलने वाली मुंबई मेल आठ घंटे लेट रही। इसके अलावा दर्जनभर ट्रेनें दो से छह घंटे तक जंक्शन पर पहुंची।
