सरप्राइज होगी चेकिंग, अब पुलिस की निगरानी पर भी होगा सख्त पहरा

जबलपुर। रेलवे का सुरक्षा विभाग अब निगरानी पर भी पहरा बैठाने जा रहा है। दरअसल सुरक्षा कर्मियों के लिए सख्त फरमान निकाले गए हैं कि ट्रेनों और प्लेटफार्मों की चौकसी बढ़ा दी जाए। ट्रेनों में दिन और रात को पेट्रोलिंग की जाए। खास बात यह है कि पेट्रोलिंग के दौरान भी सरप्राइज चैकिंग की जाएगी और इसमें लापरवाही नजर आने पर सत
कार्यवाही भी तय है।

समर सीजन के दौरान ट्रेनों में बढ़ी भीड़भाड़ को देखते हुए मण्डल सुरक्षा आयुत सैय्यद सरफराज अहमद की ओर से निगरानी बढ़ाने दिशा-निर्देश जारी किए गए हैं। गर्मी के मौसम में ट्रेनें खचाखच हैं। इसके बावजूद ज्यादातर गाडिय़ों में लंबी-चौड़ी वेटिंग चल रही है। मुसाफिरों की बेतहाशा संया को देखते हुए सुरक्षा विभाग ने चौकसी बढ़ाने की बात कही है। खास तौर पर लंबी दूरी की ट्रेनों में विशेष एहतियात रखने के निर्देश दिए गए हैं।

सरप्राइज चैकिंग खोलेगी राज- सुरक्षा संबंधी दिशा-निर्देशों का किस तरह पालन किया जा रहा है, इसके लिए सरप्राइज चैकिंग भी की जाने वाली है। सूत्रों का कहना है कि आरपीएफ कर्मचारी जिस वत ट्रेनों में पेट्रोलिंग करेंगे, उसी दौरान एक एस्ट्रा टीम उन पर नजर रखेगी। पेट्रोलिंग के दौरान हल्की सी भी लापरवाही दिखाई पड़ती है तो बड़ी कार्यवाही निश्चित
रहेगी।

तालमेल के बगैर फेल- सुरक्षा संबंधी मामलों में चूक की एक बड़ी वजह आरपीएफ और जीआरपी में तालमेल की कमी बताया जा रहा है। जानकारों का कहना है कि दोनों विभागों की तकरीबन एक जैसी जिम्मेदारी हैं, लेकिन आपसी समन्वय की जगह खींचतान में उलझे होने के कारण कुछ खामियां सामने आती रही हैं। अमला हरकत में आया-फरमान मिलने के साथ ही आरपीएफ हरकत में आ गई है।

नए सिरे से समीक्षा करने के बाद सभी ट्रेनों के लिए चार्ट तैयार किया जा रहा है और उसमें मुताबिक तैनाती भी तय की जाने लगी है। मैदानी अमला इस बात को लेकर हैरान है कि लापरवाही का मामला उच्च अधिकारियों के सामने आने पर न जाने कौन सी सजा भुगतनी पड़ जाए।

Guwahati, Sept. 3:The ministry of railways has told the parliamentary committee on home affairs that inadequate funds are holding up projects in the Northeast and that it gets less than half of the funds to complete the schemes.
The ministry informed the committee that projects worth Rs 48,000 crore had been allocated for the region and Rs 16,000 crore had already been spent. The committee submitted its report in the ongoing Parliament session.
“The ministry needs about Rs 7,000 crore every year to complete these projects in a designated time frame, but it was only able to get about Rs 3,000 crore, less than half of what it needs,” the committee, quoting the ministry, said in its report.
The ministry is dependent on gross budgetary support for allocation of funds for the projects. Since the ministry did not get even half of what was promised by the Planning Commission, the projects suffered time and cost overrun, the report said.
The ministry said three very important projects, Rangiya-Murkongselek broad gauge conversion with extension up to Pasighat, the Lumding-Silchar BG project and the Bogibeel bridge, were held up owing to inadequate funds. The report said if these projects are completed within the next few years, it would bring about improvement in the rail network in the region.
The Centre decided to clear additional funds for both the Bogibeel and the Lumding-Silchar projects recently.
On a query regarding absence of a targeted time period for completion of certain projects, the ministry said it was concentrating on certain important schemes to avoid spreading of the finances too thin.
“In view of this, it would like to complete certain important projects and then go ahead with others. That was why the ministry did not indicate completion dates for certain projects,” the report said.
On the issue of transfer of railway land at Pandu terminal in Assam to connect it to a national highway, the ministry said 6,000 square metres of railway land had to be acquired but because of 2,150 encroachments, which were still to be cleared by the state government, the ministry could not go ahead with the project.
But according to the finance ministry, it is not funding constraints that are holding up or delaying the execution of national projects in the Northeast but the lack of execution capacity.
The parliamentary committee said there appears to be communication gap between railways and finance ministries. “There is complete discord among the two ministries and the Planning Commission and we recommend that the commission and the ministries meet to resolve the issue and apprise the committee of the exact position in this regard,” the report said.

Dhanbad railway police are going out of their way to make a difference in the lives of some of the most vulnerable and despised children — vagabonds at the station.
From August 30, Government Railway Police (GRP) at Dhanbad junction have started an informal, self-financed school for destitute children, the first such initiative under East Central Railway.
Children, who pick rags, beg or steal or just loiter, are seen at every Indian station. Traditionally, they not persons whom the railway police view kindly. The children, on the other hand, are plain scared of policemen, wary atbest.
But the GRP at Dhanbad station is making a brave effort to be a game-changer with 11 children aged between eight and 16 on its school rolls.
Though it’s been four days, the police may have earned the trust of Raju (8), Suraj Kumar (10), Ajay Kumar (12), Soni Kumari (12), Om Prakash (12), Akhilesh (12), Golu Bhuiyan (12), Pradip Kumar (13), Arbaz Khan (14), Ravi Kumar (14) and Mohammed Shakil (16).
It’s a rare sight, as any policeman will agree.
Children, many of whom the police know as pickpockets and drug addicts, troop in anytime between 10am and 2pm for a two-hour class on the verandah of GRP thana on Dhanbad railway station, depending on mutual convenience.
They also get books, pencils and copies and other stationery free of cost.
“We launched the school last Friday. Sunday was their holiday, so effectively, this (Tuesday) is the fourth day of school. On Day One, nine children came. The number has gone up to 11. It is encouraging,” said officer in charge of GRP (Dhanbad) A.K. Verma.
His fellow teachers are lady sub-inspector M.T.M. Tirkey and munshi Rajnikant.
Children, who live on station premises, are orphans or abandoned by parents or runaways. Though a few take up menial work, many turn to crime, sniff glue or inject drugs.
“But they are children, after all, and we have a soft corner for them,” Verma said. “We are at present teaching them alphabets and numbers. This apart, we teach them hygiene basics,” he said.
On the scope of their school, he said: “If the number of children increases, we may shift to a rented accommodation with the help of some NGO. Even if we don’t get external aid, we can manage expenses on our own if each of our 70 colleagues donate Rs 50 a month,” Verma said.
On Day One, children were given aset of new clothes and a haircut. “We funded these from out of our own pocket,” Verma said. “We thought, if it’s a new start, there should be a special marker. Lice-infested hair and dreadlocks aren’t conducive to learning ABC,” he smiled.
Verma, while thanking NGO Childline for help, admitted a lot needed to be done.
“We need shelters with de-addiction centres, vocational courses,” he said. “If these young lives get an overhaul, they won’t grow up into criminals.”
He added society overlooked their innate goodness. “Only this Sunday, eight-year-old Raju returned a cellphone to a passenger that had fallen on the platform. Don’t you think Raju deserves a better life?”

South Central Railway Vijayawada Divisional Railway Manager Pradeep Kumar has donned the role of an instructor in the Electric Traction Training Centre (ETTC). He explained the Apprentice Loco Pilots (ALPs) about major components in the engine.

The DRM, who visited the ETTC last week, interacted with the students. He explained that sand box was an important part of the engine, which helps prevent slipping of wheels from the tracks.

“Automatic sanders (sand boxes) and manual sanders are arranged in the engines. Wheels usually lose grip during rainy and winter seasons and when oil and grease falls on the tracks. The pilot should press the pedal to apply sand on the tracks to provide friction between the wheels and the tracks. Only river sand should be used in the process”, explained Mr. Pradeep Kumar.

Likewise, simulators (computer-based locos) will help identify the mistakes committed by a driver during training.

The instructors explain the apprentice loco pilots about the mistakes committed by the learners on the screens. The ALPs can rectify their faults and improve their driving skills, said ETTC Principal D.R.J. Prasad.

The ALPs, who arrived from different States, completed training on technical and general and subsidiary rules at the ETTC.

They will undergo training on ‘road learning’ for about 15 days.

The apprentice pilots would accompany the senior loco pilots on running trains and learn on road rules. Finally the loco inspectors inspect the driving skills of the fresh candidates, Mr. Pradeep Kumar told The Hindu.

“The Indian Railways arranged three model cars to explain the ALPs on different components in the engine. A display of the major components is arranged in the loco training centre”, said Mr. Pradeep Kumar.

Later, he observed the driving skills of the women loco pilots on the model cars.

In a noble gesture, a senior Railway official, the first woman athlete from Tamil Nadu to receive the Arjuna Award, has donated Rs one lakh towards the Railway Minister's Relief Fund on her retirement. V Anusuya Bai, who retired as Deputy Chief Personnel Officer/Welfare on August 31, handed over a cheque for Rs one lakh to Southern Railway General Manager Rakesh Misra, a release said. "I feel just as a child that takes pride and feels happy putting food in her mother's mouth, even as the mother's hand feeds the child, contributing to my organisation, which sheltered and took care of me for 40 years of long official and sports career," an emotional Bai said. Bai was the first woman athlete from Tamil Nadu to receive the coveted Arjuna Award for athletics in 1978.

INDORE: Trains still remain an unsafe zone, as women commuters get jitters while travelling alone. TOI spoke to few women and found that most of them prefer a male company while travelling.For upper middle class travellers, flight seems to be the safest bet. "I opt for trains only when airline tickets are not available. If not plane, my parents accompany me while travelling in train for security reasons, " said Khushbu Dixit. Her father Jitendra H Dixit feels that there must be strict security in trains to keep a keen eye on the miscreants.23-year-old Pratibha Patidar, who regularly shuttles between Rau and Indore by metre gauge trains, said that she feels vulnerable while travelling in trains, and often becomes the target of lewd comments from anti-social elements. "Not only young men, but even elderly people tease girls, which is really disgusting," she added.Jyoti Taralkar, 49, travels often to Pune with her husband. She finds sleeping in trains unsafe. "Travel used to be more of a joy, but now, it has become a worry," she said, adding that even batting an eyelid while travelling is impossible for the fear of getting robbed.

Blood bank technician Akhilesh Joshi said, "I am scared to let my wife travel alone in train." Demanding tight security on trains, his wife Preeti said, "There should be female security guards on train to keep a check, as women shy away from complaining about any untoward action to a male officer."

GRP Indore in charge Dilip Gangrade said, "Data says that crimes against women in trains have declined. Women shy away from getting the complaints registered, which further embolden the miscreants." He added that mainly cases of robbery and theft on running trains are being reported.

GRP deputy superintendent Mankamna Prasad said that crime will never come down, as it is directly related to population growth but to keep a check on crime against women, GRP has appointed personnel in every coach and provided helpline numbers as well.

2012 से लेकर अब तक करीब साढ़े सात करोड़ रुपये केवल रेल पार्सल पर होने वाले जुर्माने व टैक्स से पंजाब सरकार के खजाने में जमा हो चुके हैं। जबकि ट्रेनों के मार्फत सोना-चांदी, आभूषण की भी तस्करी के कई मामलों में विभाग 19 महीने में 29 लाख से अधिक रकम विभाग ने वसूल कर पंजाब सरकार के खजाने में जमा की। कुल मिलाकर केन्द्र सरकार से सियासत को लेकर भले ही विरोधाभास हो लेकिन यह सौ प्रतिशत सच है कि 'मनमोहन' की रेल पंजाब का खजाना भर रही है।
रेल पार्सल के जरिये होने वाली टैक्स चोरी रोकने के लिए एक्साइजएंड टैक्सेशन विभाग ने पंजाब के लुधियाना, खन्ना, फगवाड़ा, जालंधर, अमृतसर, पठानकोट, फिरोजपुर जैसे कई रेलवे स्टेशन को टारगेट में रखा है, इन रेलवे स्टेशन पर दो नंबर रेल पार्सल को रोकने के लिए विभाग ने अलग-अलग टीमों का गठन करके उन्हें जिम्मेदारी सौंपी है।
फिरोजपुर रेल डिवीजन के डीआरएम (डिवीजनल रेल मैनेजर) एनसी गोयल पहले ही साफ कर चुके हैं कि रेल पार्सल के जरिये दलालों के मार्फत की जाने वाली टैक्स चोरी को लेकर डिवीजन के सभी रेलवे स्टेशनों पर चौकसी और बढ़ाई गई है। दलालों को प्लेटफार्म से भगाया जा रहा है।
एक्साइज एंड टैक्सेशन विभाग के मोबाइल विंग की असिस्टेंट एक्साइज एंड टैक्सेशन कमिश्नर (एईटीसी) हरदीप भांवरा कहती हैं कि रेलवे स्टेशन के मुख्य गेट पर विभाग का चेकिंग सेंटर है, जबकि रेल पार्सल के जरिये दो नंबर के खेल पर पूरी तरह अंकुश लगाया जा चुका है। रेल पार्सल से पूरे पंजाब की बात करे तो उनके पास जालंधर मोबाइल विंग का अतिरिक्त चार्ज है, करोड़ों रुपये के पार्सल दो नंबर में मिलीभगत से इधर से उधर होते रहे हैं, अब इन पर शिकंजा कसा गया है।
2012 में करोड़ों रुपये रेल पार्सलों से जुर्माने व टैक्स के साथ विभाग वसूल चुका है।

मुगलसराय(चंदौली): स्थानीय जंक्शन पर क्या कुछ चल रहा है अभी तक इसकी जानकारी केवल जीआरपी कोतवाली तक सीमित होती थी लेकिन अब इस पर ऊपर के अधिकारी भी आनलाइन नजर रखेंगे। इसके लिए जंक्शन पर कुल आठ आनलाइन सीसी कैमरे लगाए जा रहे हैं। सबसे अहम यह है कि एक कैमरा जीआरपी कोतवाली में लगाया जाएगा जिसके माध्यम से अधिकारी रोजाना के जीडी का अवलोकन भी करेंगे।
पहले से लगे हैं कैमरे
दरअसल पहले से भी सुरक्षा की दृष्टि से जंक्शन पर कैमरे लगे हैं लेकिन ये आनलाइन नहीं है। इन कैमरों के माध्यम से स्थानीय जीआरपी प्रशासन जंक्शन पर नजर रखती है। वर्तमान में वहां लग रहे 8 आनलाइन सीसी कैमरे हमेशा इंटरनेट से जुड़े होंगे। जंक्शन पर क्या चल रहा है इसकी जानकारी इलाहाबाद व लखनऊ में बैठे उच्चाधिकारी सीधे देख सकेंगे। इतना ही नहीं मौके की नजाकत को समझते हुए समय-समय पर स्थानीय पुलिस अधिकारियों को निर्देशित भी करेंगे। अब तक इस काम के लिए या तो उन्हें अपने मातहतों से अथवा संबंधित सूचना एजेंसी से जानकारी मिल पाती थी। कई बार ऐसा भी होता था कि अधिकारियों के सामने सच्चाई से हट कर भी जानकारी पहुंचती थी। अब आनलाइन कैमरों के लग जाने के बाद एक तो जंक्शन की सुरक्षा व्यवस्था सुदृढ़ होगी दूसरे किसी आपातकालीन स्थिति में अधिकारी वहीं बैठे-बैठे पूरी व्यवस्था को मानीटरिंग कर सकेंगे।
कैमरा लगाने का कार्य शुरू
इस संबंध में कोतवाल रतन सिंह ने बताया कि जंक्शन के विभिन्न प्लेटफार्मोँ, आने जाने वाले रास्तों, मुसाफिर खाने सहित अन्य जगहों पर प्रोजेक्ट दृष्टि के अन्तर्गत 8 सीसी कैमरे लगाने का कार्य मंगलवार से शुरू हुआ।
एक कैमरे की जद में 50 फीट एरिया
वहीं ई मित्र एटी इन्फोटेक प्राईवेट लिमिटेड संस्था के प्रोजेक्ट मैनेजर राबीन राणा ने बताया कि खुद एडीजीपी रेलवे ने इसका डिमास्ट्रेशन कराया था। उसके बाद प्रदेश के सभी बड़े जंक्शनों पर इसे लगाने का निर्णय लिया था। उसी के तहत ये कैमरे लगाए जा रहे है। बताया कि ये विशेष तरह के कैमरे है जो 150 फीट एरिया को अपने जद में हमेशा रखेंगे। हालांकि इससे दूर का दृश्य भी कवर होगा।

रेलवे: गैंगमैनों को उनका हक दिलाकर रहेंगे
सागर -!- रेलवे इंजीनियर विभाग के गैंगमैनों की विभिन्न मांगों को लेकर सोमवार को वेस्ट सेंट्रल रेलवे एंप्लॉइज यूनियन ने सहायक मंडल अभियंता ऑफिस के बाहर प्रदर्शन किया। सभा को संबोधित करते हुए यूनियन के पदाधिकारियों ने गैंगमैनों को लारजेस स्कीम, कैडर स्ट्रक्चर,वेतन वृद्धि लाभ दिलाने की बात कही।
करीब 1 घंटे चले प्रदर्शन के दौरान यूनियन के जोनल अध्यक्ष कामरेड हुसैन बख्श व सचिव नवीन तिवारी ने रेलवे कर्मचारियों को संबोधित किया। मांगों में मुख्य रूप से लारजेस स्कीम के तहत सेवानिवृत्त होने वाले गैंगमैनों का सेटलमेंट, बैंक से वेतन पाने वाले गैंगमैन को अतिरिक्त समय देने, महिला कर्मचारियों की अलग यूनिट बनाने, उन्हें कठिन व रात्रि कार्य से छूट देने, कैडर स्ट्रक्चर का लाभ देने, अतिरिक्त वेतन वृद्धि के एरियर्स का भुगतान, बैंक में वेतन समय से पहुंचाने, एमएसीपी का लाभ तुरंत देने, इमरजेंसी में दो दिन की छुट्टी देने का प्रावधान, एसआर की प्रति गैंगमैनों को उपलब्ध कराने, धुलाई भत्ता देने, एनएचए का भुगतान उसी माह के वेतन में करने आदि मांगे शामिल हैं। प्रदर्शन संदीप तिवारी, महेंद्र कुर्मी, राजेश पटेल, मनोज पांडे, रोशनी, भागवती देवी, सपना जैन, मनोज प्रजापति, मजीद खां, अनवर खां, श्रीराम, भोलाराम, हजारी लाल, प्रवीर देवनाथ, संजीव, आरएस पांडे, निरंजन आदि शामिल थे।

SURAT: The anti-tout squad of Western Railway along with the Railway Protection Force (RPF) conducted surprise checking against the unauthorized railway ticket agencies in the city.

Official sources said that the raids were conducted few days ago at M/s Thakkar International located at Sargam shopping complex at Parle Point.

The owner of the firm identified as Laxmichand Thakkar and his employee were arrested on the charges under section 143 of the Railway's Act, 1989.

During the check, an employee present in the shop admitted to generating tickets without any licence or authority issued by IRCTC for railway e-ticketing. He also admitted to generating tickets on different personal IDs and selling them at a premium of 200-300 per person above the actual fare.

Several articles such as 10 e-tickets generated using personal IDs, 2 e-tickets using different agent IDs, one partially used order-cum-bill book, etc were seized from the office.

A senior WR officer said, "The above action was taken in view of an incident brought to the notice of Mumbai Central Division of WR by an aware citizen in the city."
