Allahabad : थोड़ी राहत और थोड़ी जेब की टेंशन को रेलवे एडमिनिस्ट्रेशन ने हरी झंडी दिखा दी है. राहत की खबर यह है कि जल्द ही पैसेंजर ट्रेनों में भी तत्काल कोटा स्टार्ट किया जा रहा है. यानी अब आपको पैसेंजर ट्रेन का भी तत्काल टिकट मिलने लग जाएगा. वहीं टेंशन इस बात की है कि तत्काल कोटा इंट्रोड्यूस करने के बाद काफी सीटें तत्काल कोटा में शिफ्ट हो जाएगी, ऐसे में कंफर्म टिकट के लिए आपको तत्काल का चार्ज भी देना पड़ेगा. रेलवे बोर्ड के ऑफिसर्स ने इस संबध में सभी जोन को सर्कुलर जारी कर दिया है. पैसेंजर ट्रेनों में तत्काल कोटा शुरु होने के बाद इलाहाबाद की कई ट्रेनों में भी पैसेंजर्स को तत्काल कोटा की यह सुविधा मिलेगी.

रेलवे के सीनियर ऑफिसर्स ने बताया कि प्रयाग से चलने वाली प्रयाग-लखनऊ पैसेंजर में स्लीपर क्लास की फैसेलिटी है, लेकिन इसमें तत्काल कोटा नहीं है. ऑफिसर्स ने बताया कि इस नियम के लागू होने के बाद इस ट्रेन के स्लीपर क्लास में भी तत्काल कोटा लागू कर दिया जाएगा. ऑफिसर्स ने बताया कई और ट्रेनें भी हैं जिनमें तत्काल कोटा की इस फैसेलिटी को लागू किया जाएगा. इसमें एक बात यह है कि इन ट्रेनों के स्लीपर में 60 प्रतिशत तक सीटों का रिजर्वेशन हुआ हो. जोनल रेलवे द्वारा इसकी गणना की जाएगी.

राहत भी, लेकिन टेंशन भी
तत्काल सहित अन्य कोटे में करीब 30 प्रतिशत सीटें कम हो जाती हैं. ऐसे में रिजर्वेशन के लिए आपको तत्काल चार्ज भी देना होगा. रेलवे द्वारा प्रजेंट में कई पैसेंजर-एक्सपे्रस ट्रेनों में स्लीपर का रिजर्वेशन किया जा रहा है. लेकिन पॉपुलर न होने के चलते इसमें तत्काल का कोटा नहीं दिया जाता है. रेलवे द्वारा कुछ ही पैसेंजर ट्रेनों में स्लीपर कोच लगाया जाता है. जानकार बताते हैं कि इस तरह से रेलवे की इनकम में भी काफी ग्रोथ होने की उम्मीद है. फिलहाल, हो सकता है कि तत्काल का खेल इन पैसेंजर ट्रेनों में भी स्टार्ट हो जाए.

The high-level investigation committee, instituted by Delhi Metro Rail Corporation (DMRC) MD Mangu Singh, has held the contractor — Gammon India Ltd-JMC JV -— responsible for the cracks in one of the cantilever arms of the Noida City Centre Metro Station."The detailing of reinforcement as provided in the approved drawing has not been completely adhered to by the execution team of the contractor. Responsibility for ensuring work as per drawing is with design and building contractor, which was M/s Gammon India Ltd-JMC JV, and design consultant M/S Arch Consultant," said a spokesperson of DMRC. It may be recalled that Gammon India was responsible for the terrible mishap at Zamrudpur in july 2009 that had claimed the lives of five DMRC labourers.The DMRC committee has decided to take action against contractor as per the terms of contract since liability lies with the contractor. Taking a serious view of the lapses in supervising the construction of Noida Metro Line, the DMRC has also suspended two of its engineers for their failure in detecting lapses during the construction. A decision to this effect was taken by the DMRC MD on Saturday after the probe team submitted the report.

Sources said, "The contractor did not use proper mixture of concrete and steel required as per the drawing and design of the structure."

A deflection in one of the cantilever arms of the Noida City Centre Metro station and reports of the platform sinking with cracks appearing on it prompted a worried DMRC to constitute a high-level committee to look into the problem.Meanwhile, well-placed sources said that DMRC has decided to bar the guilty contractor from any future works in DMRC's Phase-3 projects.

The MD has directed the DMRC to adopt a monitoring methodology to avoid such incidents in the future. He also ordered that photographic evidence of the material used should be kept on the record to reinforce the checking process before any concreting is done in such cases.

New Delhi: After estimating that more than 1,000 buses and 3,000 passenger vehicles will be expected for the BJP rally at Rohini tomorrow morning, the Delhi Traffic Police has advised people who wish to join the rally to use the Metros to avoid the congestion on the roads.The rally is being organised at the Japanese Park ground at 10 am. According to the police, a large gathering of people is expected from Delhi, Haryana, Rajasthan and Uttar Pradesh. "Those who wish to join the rally should avoid private vehicles and use the Delhi Metro till the Rithala Metro station, which is located near the venue," said Addl Commissioner of Police (Traffic) Anil Shukla.The DMRC has arranged services in anticipation that at least 50,000 people will use the Metro to reach the venue. "The frequency of the Metro arrival on Sundays will be reduced from five minutes to 3.3 minutes. The number of Metro trains running on Sundays has been doubled to 26 on the Red Line from Kashmiri Gate to Rithala. The DMRC has also facilitated feeder buses to ferry people to the venue from the Rohini West Metro station," said a BJP press release.The developments came after former Delhi BJP president Vijender Gupta, who is the convenor of the rally, discussed the travel arrangements with DMRC MD Mangu Singh.

The congestion is expected on the route of the rally and in the outer district from 8 am onwards. These areas are from Mukarba Chowk to Peeragarhi Chowk on Outer Ring Road, from Wazirpur depot to Rithala Metro station and from Punjabi Bagh Chowk to Azadpur. To reduce traffic congestion, the goods vehicle will be diverted at Shahbad Dairy, Peera Garhi Chowk, Wazirpur Bus Depot and Mukarba Chowk.

"The public and motorists are advised to avoid the places in vicinity of Japanese Park, Dr. K.N. Katzu Marg and Outer Ring Road from the Peeragarhi flyover to the Mukarba flyover. No vehicle will be allowed to park on the arterial roads in and around the venue. A heavy penalty will be imposed on such vehicles," said Shukla.

MANGALORE: V Narayanasamy, Union minister of state for personnel, public grievances and pensions will flag off the inaugural special train 06858 Mangalore Central - Puducherry express at Mahe Railway station at 4.30pm on Saturday.This special train will leave Mangalore central at 1.45 pm on September 28 and will reach Puducherry at 10am on September 29.Regular service of Train 16857 Puducherry - Mangalore Central will start at 4.35pm on September 28 reaching Mangalore Central at 9.50am on Sunday. Departure time of this train at Mahe is 6.07am on Sunday. Regular service of Train No.16858 Mangalore Central - Puducherry will be from September 29 leaving Mangalore central at 4.50 pm on Sunday. It will reach Puducherry at 10am on Monday. These trains will halt at all stations between Sion and Mulund during the block period. Up line fast trains leaving Thane from 10.50 am to 3.36 pm will halt at Mulund, Bhandup, Vikhroli, Ghatkopar and Kurla during the block period. The trains will run 15-20 mins behind schedule.

Bandra/Andheri and CST: There's a Mega block between Borivali and Goregoan stations of the western line today. Local trains will not be running between these stations from 10:35 am to 3:35 pm.

All down Harbour line services for Bandra/Andheri leaving CST from 10.20 am to 4.04 pm and all Up harbour line services leaving Bandra/Andheri for CST from 10.40 am to 3.44 pm will be cancelled. Harbour line passengers for Bandra/Andheri are permitted to travel via Main line and Western Railway from 10.00 am to 6.00 pm o­n 29th September 2013.

Kurla and CST: All Up Harbour line services for CST leaving Kurla from 11.08 am to 3.20 pm will run via main line between Kurla and CST. These trains will not halt at Currey Road and Chinchpokli.

Borivali and Goregaon: Fast local trains will run on slow like between Goregaon and Borivali stations from 10:35 am to 3:35 pm. Some trains will be cancelled. Union Minister for Railways Mallikarjun Kharge said on Saturday that the new railway projects are getting delayed as the State government is slow in sanctioning funds and acquiring land.

After flagging off the Yeshwantpur-Mangalore-Yeshwantpur16565/16566 Weekly Express, Kharge said that the Union government is quick in implementing the railway projects, but the State government is not able to cope up with the Centre in this regard.

The Centre has taken up 13 new railway projects and some are almost complete. Four more projects will be completed in the next four to five months.

For the new railway project, the State had to release Rs 700 crore, but till now only Rs 50 crore has been released with delay in the acquisition of land to lay the new track.

Mangalore-Kadur railway track laying work has been completed and  it will become functional in another two months. Kottur-Harihar route will start in another three months and Kolar-Chikballapur route has completed trials, he said.

Kharge further said, all the projects which were promised by the Central government have been completed, for women safety, Centre is planning to appoint women constables and inspectors.

Union Minister for Petroleum and Natural Gas M Veerappa Moily, Food and Civil Supplies Minister Dinesh Gundurao, Home Minister K J George and Transport Minister Ramalinga Reddy were present.

Condemning the railway freight tariff increase, Chief Minister Jayalalithaa on Saturday demanded a roll back as the increase would have a cascading impact on the prices of essential commodities.Describing the Centre’s decision as adding fuel to fire, Ms. Jayalalithaa said the increase had come at a time when frequent hikes in petroleum product prices were fuelling inflation.The upward revision in the freight tariff would only accelerate inflation, affect the country’s economy and add to the burden of the people.In a statement, the Chief Minister said besides the prices of essential commodities the tariff increase would also make key inputs for industries – cement, coal and iron – expensive.A rise in the construction material cost would translate into more financial burden for those building houses.The price of food products was witnessing a continuous increase.Ms. Jayalalithaa also criticised the dynamic pricing policy of the Centre, as part of which the tariff was determined based on the ‘busy’ and ‘lean’ season.

Such a classification was not justified as all months were alike so far as railway freight was concerned.

Holding it guilty of poor upkeep of train coaches, a consumer forum has directed Railways to pay Rs. 1 lakh as compensation to a Supreme Court advocate, who injured his fingers due to a loosely covered fan in a train in 2011.

"We hold Indian Railways guilty of deficiency and direct chairman, Railway Board, who is impleaded by us as main party, to pay compensation of Rs. 1 lakh inclusive of litigation charges for the deficiency of poor upkeep of coaches," the New Delhi Consumer Disputes Redressal Forum said.

A bench headed by CK Chaturvedi and members Asha Kumar and SR Chaudhary directed Railways to pay the amount in a month while also pulling it up for trying to dismiss the issue on the ground of jurisdiction.

The order came on the complaint of Bharat Bhushan Dinkar, who said that he was travelling from Muzaffarpur in Bihar to Delhi in Sapt Kranti Express on August 21, 2011 when upon reaching the upper berth, his hand hit the overhead fan which was fitted with a broken cover, leading to grievous injuries to his fingers in the right hand.

He said upon reporting the matter to railway employees on board, he was given first aid at Narkatiyaganj junction and had to complete his journey in pain.

He said he got his fingers examined at the health centre of Delhi high court and was referred to Ram Manohar Lohia hospital where he took treatment till January last year.

The complainant also told the forum that being an advocate, he was not able to work on the laptop, handle books properly or even hold a pen.

The bench rejected Northern Railway's contention that the forum does not have the jurisdiction to hear the complaint and that as he suffered his injury in Bihar, he should go to that state to file the complaint.

"The whole contention is misconceived and deserves to be thrown out at the threshold. India Railway is one entity and for efficient management of its organisation, it is divided in Nine Zones under the Railway Act.

"He (complainant) suffered pain and inconvenience in whole journey till Delhi and in Delhi he got injury examined and got treated... Railway is directly responsible for injury sustained due to loosely covered fan, to any person in journey anywhere. The facts speak for themselves in the case," it said.

Bangalore: M. Mallikarjuna Kharge, Union railway minister urged the state government to immediately release its share of funds for the railway projects including Bangalore- Hassan railway lines and ensure quick land acquisition process to complete the ongoing projects.He was speaking after flagging off the Yeshwantpur-Mangalore Weekly Express in Bangalore, Kharge said that only Rs 50 crore has been released by the State government, while the Railways released Rs 320 crore. “We have earmarked over Rs. 700 crore for projects in Karnataka and the funding should be shared equally by the State government. In the next six months, the government has to release the balance Rs 650 crore at the rate of Rs 109 crore a month, but it is lagging behind,” he said.The Yeshwantpur-Mangalore Weekly Express will leave Yeshwanthpur at 11.55 p.m. on Sundays and arrive at Mangalore at 5.40 p.m. on Mondays. It will start from Mangalore at 8 pm on Mondays to reach Yeshwantpur at 1.30 pm on Tuesdays. The train will stop at Banaswadi, Krishnarajapura, Bangarpet, Kuppam, Salem, Erode, Tirupur, Coimbatore, Palakkad, Shoranur, Tirur, Kozhikode, Vadakkara, Thalassery, Kannur, Payyanur and Kasargod. It will have one two-tier air-conditioned coach, one three-tier air-conditioned coach, seven second class sleeper coaches, six second class coaches and two second class sitting-cum-luggage vans.
