The State government will release Rs. 150 crore this month to expedite work on the ongoing railway projects taken up on cost-sharing basis with the Ministry of Railways.Chief Minister Siddaramaiah, who on Thursday chaired a meeting of officials of the South Western Railway, Infrastructure Development, Revenue and other departments concerned, said that Rs. 100 crore had earlier been released and Rs. 150 crore more would be released this month.The Chief Minister reviewed 18 projects taken up by the Railways in the State and directed Deputy Commissioners to expedite land acquisition process.The State government has spent Rs. 1,500 crore on railway projects. It has agreed to take up 10 projects on cost-sharing basis.In addition to the Rs. 373 crore set aside in the State budget 2013-14, the government would have to provide another Rs. 200 crore as its share as Railway Minister M. Mallikarjuna Kharge has announced additional funding for such projects in the State, the Chief Minister said. The Railways released Rs. 328.84 crore in 2013-14.Minister of State for Infrastructure Development Santosh Lad said that the State would give within a week a list of projects to the Railways to be taken up on priority.

The Railways has been completing work on 100-km network a year and Mr. Kharge has instructed the Railways to increase this to 180-200 km a year in the State.

Amritsar : Yuvinder Singh Matta, Deputy Commissioner, Excise and Taxation Department, alleged that non-compliance of norms while filling the forms for transporting goods through rail made it difficult for the department to nab the VAT evasion.He said despite repeated intimations, requests and even judicial injunctions the railway here was not implementing the rule. He said this was causing revenue loss to the state.In a recent instance, he said 66 bales of dry fruit, utensils, plastic goods and others worth over Rs 15 lakh were seized from the Paschim Express on September 30. He said the department could not locate the tax violator as the form was incomplete and neither any specific information regarding consigner and consignee was provided.He said the railway authorities annually hand over the break vans to transport the goods to individuals who give maximum bid through tenders. These individuals are called lease agents. He said as per the 13.5 clause in the agreement between the railways and lease agents ‘”the leaseholder shall obtain clear and complete address of the consignor and consignee with their sales tax registration number/TIN in case the consignments are meant for sale. The leaseholder shall mention the same on manifesto.”Also, clause 23.1 of the agreement stated that, “The railway administration shall have the right to terminate the operation of lease contract/agreement for any reason whatsoever after serving one month’s notice to the leaseholder. Railway shall also reserve the right to terminate the contract without giving any notice at any time for whatsoever reason as a punitive measure or breach of agreement by the leaseholder or in case of operational exigencies or it is necessary to do so in public interest.”He urged the railways to strictly implement the rules to assist in nabbing the tax evasion.

Chandigarh: The weekly Amritsar-Lalkuan train was flagged off from the city railway station by former Railway Minister and MP Pawan Kumar Bansal today. The train will directly connect city to Uttarakhand.However, representatives of the Kumaon Sabha, who were present during the flagging off ceremony, said most of the halts of the train were in Punjab and Uttar Pradesh and not in Uttarakhand. The train will depart from Chandigarh every Wednesday at 10.30 am and will reach Lalkuan at 8.50 pm. On its return journey, the train will leave Lalkuan every Wednesday at 11.15 pm and will reach Chandigarh at 9 am the next day. The train will have halts at Beas, Jalandhar City, Phagwara, Ludhiana, New Morinda, Sahibzada Ajit Singh Nagar, Chandigarh, Ambala Cantt, Jagadhari, Saharanpur, Roorkee, Laksar, Nazibabad, Moradabad and Kashipur stations.Bansal said the new train would not only cater to the needs of Uttarakhand residents but also tourists from Punjab and the region as Lalkuan is close to Nainital.

Adding a new chapter to passenger amenities, East Coast Railway has provided another facility by inaugurating air-conditioned Dormitories at Bhubaneswar Railway Station yesterday.The Upper Class waiting Hall in the first Floor of the Station Building at Bhubaneswar Station has been converted as air-conditioned dormitories both for ladies and Gents, separately in which 10 beds for Gents and 04 beds for ladies passengers have been kept.
The dormitories were opened to facilitate the passengers who come to Bhubaneswar from far places. Any person with a valid ticket can book a bed in the dormitory for Rs 135 for 12 hours and Rs 225 for 24 hours at Bhubaneswar Station. The passengers can book a dormitory to avoid fleecing by cabbies, who charge excessive fare during the night.

Bangalore:  The Karnataka government will release Rs 150 crore this month for railway projects in the state being taken up with the Ministry of Railways on a cost-sharing basis, Chief Minister Siddaramaiah said on Thursday.

A sum of Rs 100 crore has already been released in this regard, and Rs 150 crore would be pumped in this month, the Chief Minister said after a meeting with senior Railway officials.

“The remaining amount, including additional would be released this year,” Siddarmaiah said.

In addition to the Rs 350 crore Budget provision made by the Karnataka government for the projects, the state would have to provide another Rs 200 crore as its share as Union Railway Minister M Mallikarjuna Kharge, who hails from the State, had announced additional funding for such projects in Karnataka, the Chief Minister said.

Minister of State for Infrastructure Development Santosh Lad said Karnataka would give within a week a list of projects to the Railways that needed to be taken up on a priority basis.

State officials said the government has taken proactive steps to speed up land acquisiton, including invoking emergency clause, and 2500 acres was acquired and handed over to the Railways in the last three years.

The state government urged the Railways to focus on completing and operationalising ongoing projects that are nearing completion such as Kolar-Chikkaballapura gauge conversion, Kadur-Chikmagalur and Kottur-Harihara lines.

State officials expressed concern that the burden of cost-sharing is high and uncertain. While initial approval for projects is based on line estimates, their cost gets escalated, they said.

They also pointed out that the fund requirement for already committed projects is around Rs 10,000 crore in addition to land acquisition cost.

“Hence, Railways should encourage public-private-partnership when PPP policy has been announced,” officials said.

According to officials, there are 27 Railway projects in Karnataka having a total length of 2876 km and anticipated cost of Rs 22,400 crore. There are 16 projects which are being cost shared by Government of Karnataka.

NASHIK: The railway administration is planning to use a colour coding system for crowd management during the Kumbh meal scheduled in 2015-2016."Our officials had visited Allahabad during the last kumbh mela there to study what methods the railway authorities adopted for crowd control. Colour codes were assigned to passengers coming to the city from each region. The same method is going to be implemented in Nashik," a senior central railway official from Bhusawal said.The officials in Allahabad had colour coded major railway stations in the country and erected makeshift camps around the station building.Passengers moving out of the city were told to report at the respective camps identified by the colours. Whenever the trains for the particular destinations were scheduled for departure, announcements would be made for the passengers for those regions who were divided based on colour.

"For instance, the people travelling towards Aurangabad and beyond from Nashik will be grouped together, and arrangements will be made for them in a particular colour coded camp. Another colour code will be assigned to passengers towards Kolkata. Since the heaviest traffic is likely from Uttar Pradesh and Bihar, two different camps will be set up for these regions," the official said.

The colour code was being thought over because of the ease with which people coming from a region could be identified.

This would help in the movement of the passengers of a particular region only instead of all the people waiting together in different camps causing chaos.

The railway official said, however, that though the method was successfully implemented in Allahabad, the authorities in Nashik were still thinking about various other methods of crowd management.

Local Member of Parliament Ravneet Singh Bittu flagged off the Hazoor Saheb-Nanded Express train here today.The weekly train will depart from the Nangal dam at 4.20 pm every Thursday, halt at Chandigarh at 7:08 pm and reach Nanded at 11:45 pm the following day.The train will return on Saturday. It will start from Nanded at 11 am and reach the Nagal dam at 8:25 pm the next day.The train will halt at Anandpur Sahib, Ropar, Morinda, Mohali, Chandigarh, Ambala Cant, Panipat, New Delhi, Mathura, Gwalior and Basmat. It will traverse a distance of 1,870 km.
Punjab Pradesh Congress Committee vice-president Rana KP Singh and Ambala Divisional Regional Manager (DRM) AK Kathpal were among those present on the occasion.Bittu said the train connecting two Takhts would facilitate Sikh pilgrims. He said it was on public demand that the Railways had agreed to provide a two-minute halt at the Morinda station.

He would now work for town's rail link with Amritsar, the MP added.
