Angry commuters pulled the alarm train and the train detained twice

Duplication of bookings in the second class chair car coaches of the Chennai-bound Guruvayur Express caused huge confusion among travellers who pulled the alarm chain thrice leading to the detention of the train for about 20 minutes at Tiruchi Junction on Sunday evening. The chair car coaches went packed from here, causing great inconvenience to passengers who had to jostle with each other.

Angry passengers in the crowded coaches pulled the alarm chain again at Kattur near Lalgudi leading to the detention of the express train for 10 minutes. The train was detained again for about 10 minutes at Pennadam after the alarm chain was pulled by travellers.

Railway sources said duplication of reserved tickets issued for the chair car coaches (of the Tuticorin complement of the train) apparently led to the confusion.

The duplication was apparently because of a technical glitch in the passenger reservation system.

Passengers were issued reserved tickets for D-5 to D-10 coaches as well as for DT5- DT10 coaches of the train, according to railway sources.

However, passengers who were to board the train in Tiruchi could not find the DT5-DT10 coaches and were asked to board D5 to D10 coaches. But most of them found that other passengers, also with reserved tickets, were travelling in their seats. Irate travellers demanded additional coaches to accommodate them but that could not be arranged.

Railway officials offered to refund the fare. Most passengers chose to travel in the train.

A few of them alighted at Villupuram Junction and were accommodated in the Rameswaram – Bhubaneswar Express, sources said.

The Tuticorin complement comprising six second class chair car coaches was attached to the Chennai Egmore – Guruvayur – Chennai Egmore Expresses following an announcement in the Railway Budget 2013-14. This complement, named Tuticorin – Chennai Egmore – Tuticorin Link Expresses (16130 / 16129) is attached with the Chennai-bound Guruvayur Express at Vanchi Maniyachi Junction.

State controlled miner Odisha Mining Corporation is set to pick up nine per cent stake in Angul-Duburi-Sukinda Special Railway, a special purpose vehicle formed to implement the INR 1100 crore rail link project.The state government will hold 10% stake in the SPV through its two PSUs of which nine per cent equity will be of OMC and the residual one per cent of Odisha Industrial Infrastructure Development Corporation.Mr Saswat Mishra CMD of OMC said that "OMC has given its consent to pick up nine per cent stake in the Angul-Sukinda rail link project. We are now awaiting a formal proposal from the SPV.”In the SPV, Rail Vikas Nigam Ltd holds 45% stake while Jindal Steel & Power Ltd and Bhushan Steel & Power Ltd have 25% and 20% equity respectively.Construction work on the Angul-Duburi-Sukinda Road rail link project, projected as the life line of the fast growing industrial belt, was expected to take off by end of April 2013. But commencement of work on the project was delayed due to pending land acquisition and also delay in decision making by OMC to acquire stake in the project. While Idco had earlier confirmed its one per cent equity participation in the SPV, dithering by the OMC was hampering the availability of loan and implementation of the project.

This rail project is set to handle traffic of 70.28 million tonne and will serve industries like Bhushan Steel, Uttam Galva Steel, Jindal Stainless Ltd, Visa Industries, Tata Steel, Monnet Ispat & Energy and Rungta Mines.

Two Express trains heading towards Chennai, Bengaluru and Ahmedabad have been given a two-minute halt Bapatla Railway station.Howrah-Yeshwantpur Express will stop at Bapatla at 7.35 a.m. en route to Yeshwantpur. In the return direction, the train stops at 6.20 p.m.Train no 12655 Ahmedabad-Chennai Navajeevan Express will also stop at Bapatla at 9.35 a.m. In return direction towards Vijayawada, it will stop at Bapatla at 2.40 p.m.Union Minister of State for Railways Kotla Suryaprakash Reddy and local MP and Union Minister of State for Petroleum and Natural Gas Panabaka Lakshmi are expected to flag off the trains at Bapatla Railway Station on October 2.

Rail users’ plea

Meanwhile, the Guntur Divisional Rail Users Association demanded halts to several express and trains in major municipalities in the division. Secretary U. Sasidhar Chowdary in a press release said passengers in several important stations in the division have been put to inconvenience as there was no stoppage for several express trains.He demanded that train no 17225/17226 Vijayawada-Hubli-Vijayawada Amaravathi Express should be provided with a halt at Mangalagiri station, an important pilgrim centre.

Similarly, train no 17211/17212 Machilipatnam-Yeshwantpur-Machilipatnam Kondaveedu Express should be provided with a halt at Vinukonda, an important trading centre.

Train no 22882/22881 Bhuvaneswar/Pune/Bhuvaneswar Express should be provided with a halt at Piduguralla, 22883/22884 Puri-Yeshwantpur-Puri Garibrath Express should be provided with a halt at Giddaluru.

Train no 22831/22832 Howrah-Srisatyasai Prasanth Nilayam-Howrah Express should be provided with a halt in Giddaluru.

Mr. Sasidhar said the Guntur Railway Division has always been neglected in provision of halts.

Out of 23 halts provided at various stations, eight have been allotted to Vijayawada division, five at Secunderabad, four each at Guntakal and Nandyal and two at Hyderabad leaving out Guntur.

      For the convenience of rail passengers, Northern Railway has decided to provide additional stoppage to the train no. 14201/14202 Jaunpur- Rae Bareli- Jaunpur Express at Barsathi station o­n experimental basis for six months from 01.10.2013as per the following schedule:

The 14201 Jaunpur- Rae Bareli Express train will reach Barsathi station at 05.20 p.m., while in the return direction, the 14202 Rae Bareli- Jaunpur Express train will reach Barsathistation at 10.06 a.m. with o­ne minute stoppage in both the directions from 01.10.2013.

The other features like route, composition etc. will remain as unchanged.

लाइन में कार्य चलने के कारण ट्रेक को नॉन इंटरलॉक (एनआइ) कर दिया गया है। तीन अक्टूबर तक एचएडी ट्रेन के संचालन बंद रहेगा। एचएडी के बंद होने से हाथरस से दिल्ली व अन्य स्टेशन जाने वाले दैनिक यात्रियों को समस्या का सामना करना पड़ रहा है। संचालन बंद होने के कारण हर दिन दस से पंद्रह हजार रुपये का नुकसान हो रहा है।

he ambitious NCR Rapid Rail Connectivity project that aims to connect Delhi with Alwar, Panipat and Meerut depends on betterment charges for its majority positive cash-flows from start of operation year 2017. The one time betterment charge proposed along the three corridors would be applicable every time the property in the identified area is bought or sold.“The rationale behind imposing betterment charges is that the citizens become partners in development of concerned area”, said Ashwini Parashar, Vice President, Delhi Integrated Multi-Modal Transport Systems (DIMMTS) which is involved in making the detailed project report.NCR Rapid Rail connectivity project has proposed two models to implement the betterment charges. One is based on the percentage of the circle rate, paying 5% during the construction period of the proposed Rapid Rail Corridor and 5-7.5% during the operational period of the Rail Corridor, depending on the type of property. Every time a property is bought or sold the specified percentage would be paid to National Capital Region Transport Corporation (NCRTC). NCRTC was recently formed with participation of four state governments.Other option floated is the fixed rate square metres basis charging Rs 1,000 per square metre during construction of the rail connectivity project and between Rs 1,000-1,500 during operational period of rapid rail corridor, depending upon the type of property.

Planned to be completed through the PPP model- the private partner would be responsible for rolling stock, signalling, elevated stations, operations and management and generates majority of its revenues through fares. On the other hand, the only source of income for the government or NCRTC would be the betterment charges. On the Delhi-Meerut corridor, the cash-flow sheet shows that NCRPB would be in red by 2021 making losses of Rs 179 crore for that year and continue to remain in red till 2036.

In 2017, the project feasibility report expects cash-flows of Rs 608 crore at Panipat line and Rs 498 crore at Meerut line, the only source of cash flows expected till 2046 for the NCRTC. These betterment cash flows are expected to provide the oxygen to the National Capital Region Transport Corporation (NCRTC) till 2045 with no alternative source of funding to repay the soft loans.

This heavy reliance on betterment charges raises questions of financial sustainability for the project. At many instance courts and governments have withdrawn betterment charges amidst local resistance. Officials working on the project are positive over this way of generating revenue. “We have kept the projections reasonably conservative and that should make our projections realistic” says an official working on the project.

Betterment charges in India were planned to be imposed when Delhi Metro was in the initial stages, the proposal was never accepted by the Delhi government. Similarly Bangalore High Court struck down a Bangalore Municipal Council circular for collection of uniform circular charges that it wanted to collect for widening of roads and other amenities.

Ghaziabad development authority has also passed similar betterment charges on any new construction in the metro influenced area, charging 15% of the hiked property cost. This money would be used to fund the Ghaziabad Metro development and help Ghaziabad development authority to raise funds for its share of metro fund amounting to about Rs 1016 crore
