जम्मू कश्मीर में बडगाम जिले के हरदुएल गांव मे रहने वाले मोहम्मद अफजल इन दिनों बेहद उत्साहित हैं। उनके उत्साह की वजह यह है कि जिस रेल को वर्षों से बनते हुए देखते थे, मंगलवार से उस पर सवारी कर सकेंगे। दिहाड़ी मजदूरी करने वाले अफजल को इसका सबसे बड़ा फायदा तो यह होगा कि वह कम समय और धन खर्च कर श्रीनगर जा-आ सकेंगे।

दरअसल, आगामी मंगलवार (25 जून) को प्रधानमंत्री मनमोहन सिंह और संयुक्त प्रगतिशील गठबंधन की अध्यक्ष सोनिया गांधी नवनिर्मित बानीहाल-काजीगुंज रेल मार्ग राष्ट्र को समर्पित करेंगे। यह वही रेल मार्ग है जिसके लिए देश की सबसे बड़ी सुरंग खोदी गई है।

बडगाम जिले के ही पारनिवाह गांव के रहने वाले नूर मोहम्मद आजकल रोज बानिहाल स्टेशन पर पहुंच जाते हैं। उन्होंने कहा,'बहुत दिनों से इसे बनते हुए देख रहे थे और सोचते थे कि कब चलेगी रेलगाड़ी। अब वह घड़ी आ गई है। रोज ही ट्रायल के सिलसिले में रेलगाड़ी के एक दो फेरे लग रहे हैं।

एक बार तो उसकी सवारी भी कर ली है।Ó वह अपने गांव के पहले व्यक्ति हैं जिसने रेल की सवारी कर ली। वहीं मोहम्मद अफजल ने बताया कि सड़क मार्ग से श्रीनगर जाने में कम से चार घंटे लगते हैं और किराया 150 रुपये पड़ता है।

आने-जाने में 300 रुपये। इसीलिए वह श्रीनगर से रोज अपने गांव आते-जाते नहीं हैं। अब रेल खुल जाएगी तो रोज घर आ जा सकेंगे क्योंकि इसमें किराया और समय दोनों बचेगा। उन्होंने अभी से रेलवे का मंथली पास बनवाने के लिए फोटो भी खिंचवा लिया है।

नूर मोहम्मद का कहना है कि जब बर्फबारी शुरू हो जाती है तो रास्ता बंद हो जाता है। पर अब ऐसा नहीं होगा क्योंकि रेलगाड़ी तो बर्फबारी के दिनों में भी चलती है। इसी गांव के निवासी कासिम ने कहा कि अभी तक वह अपने बगान के फल यहीं बेच देते हैं, अब तो फलों को रेल से श्रीनगर ले जाकर बेचेंगे तो ज्यादा दाम मिलेगा।

गौरतलब है कि कश्मीर घाटी में वर्ष 2009 से ही रेलगाड़ी चल रही है लेकिन इसकी सेवा काजीगुंड से श्रीनगर होते हुए बारामुला तक (119 किलोमीटर) ही है।

कश्मीर घाटी से निकल कर जम्मू की तरफ रेल पहुंचाने में सबसे बड़ा रोड़ा पीर पंजाल पर्वत शृंखला थी जिसके नीचे सात वर्ष की मेहनत और करीब 1300 करोड़ रुपये के निवेश से 11.3 किमी सुरंग तैयार की गई है। अब बानिहाल से भी श्रीनगर की सीधी रेलगाड़ी चल सकेगी।

Chennai: Southern Railway has seldom learnt from its mistakes. There is no guarantee that a fatality like the Vyasarpadi EMU incident would not recur. Instead of making stringent rules after the 2009 incident, the department has relaxed them.   
DC learnt from motormen that precisely after the Vyasarpadi incident, the department started giving EMU keys to them, apparently, shunning responsibility. Several motormen preferring anonymity admitted to carrying train keys even during non-duty hours.   
Worse, the maintenance workers at Tambaram, Avadi, Velachery, Beach and MMC also have easy access to keys, they revealed.   
The following day after the 2009 Vyasarpadi incident, motormen recommended RDSO to introduce biometric system or at least have custom made keys to restrict access to EMU piloting and therefore avoid mishaps.  
The recommendations have not seen the light of the day as yet, leaving the city’s EMU network vulnerable to ‘misuse’. “My duty starts at Tambaram. But I carry the key from home in Kodambakkam. Most motormen do this,” a senior motorman admitted, pointing out how a motorman lost his key-kit on his way to duty. Ironically, the keys are universal and a key could be used to operate any EMU.   
“Vyasarpadi incident was due to mishandling of train key. With a biometric system, the mysterious man would not have piloted the EMU and killed six people,” opined a member of All India Loco Running Staff Association. A motorman wondered why the railways was content with passing the buck to motormen instead of optimising public safety by introducing biometric system.

·        आपदा प्रभावित उत्‍तराखंड के इलाकों से फंसे हुए व्‍यक्तियों को सुरक्षित बाहर निकालने के लिए विशेष रेलगाड़ियों की व्‍यवस्‍था की गई है।

·        विशेष रेलगाड़ियां का परिचालन हरिद्वार से आरम्‍भ हो गया है। कल 20.06.2013 को तीन विशेष रेलगाड़ियां लखनऊ, दिल्‍ली और अम्‍बाला के लिए चलाई गईं। आवश्‍यकतानुसार और विशेष रेलगाड़ियां चलाने की योजना है।

·        भारतीय रेलवे ने उत्‍तराखंड सरकार के साथ ताल-मेल कर फंसे हुए यात्रियों को उनके गंतव्‍यों तक निशुल्‍क पहुंचाने का फैसला किया है।

Russia and China have agreed to build a joint railway crossing worth $275 million on the border over the Amur River.
This was announced at the Saint Petersburg International Economic Forum (SPIEF).The construction of a railroad bridge to connect the village of Nizhneleninskoye in Russia and the town of Tongjiang in China may be launched as early as this year.The 2.2 km long railway bridge will be used to transport iron ore, coal, chemical fertilizers, and wood from Russia to China.The decision to build the railroad comes as Russia pivots eastward and tries to increase its trade with Asia.“Russia certainly is eager to find ways to participate in the economic growth of the region, and there are several ways in which you can try to do this. The share of Russia’s trade with Asia is growing although slowly. Today it accounts for 25 per cent of the total, four years ago – 21 per cent,” Yermolai Solzhenitsyn, director of McKinsey & Company, Russia told The BRICS Post at SPIEF.He also added that there are two elements to achieve the goal, and one of them is regional and cross-border economic activity.“For example today we have the governor of Primorsky krai talking about how Vladivostok economy is growing a lot because of its proximity with China and within a one hour flight from Vladivostok there are 400 million people – no other Russian city has that. So there is local growth,” Solzhenitsyn said.

— Special trains have been arranged to evacuate stranded persons from the calamity hit Uttarakhand areas.

— Special Trains have started running from Haridwar. Yesterday i.e. on 20.6.2013, three specials were run to Lucknow, Delhi and Ambala respectively. More specials are being planned as per the requirements.

— In coordination with Government of Uttarakhand, Indian Railways has decided to carry stranded passengers free of cost to their respective destinations.

— Railway administration is ensuring that sufficient Empty Coaching Rakes are sent to Haridwar/Dehradun.

— A Task Force has been set up at the level of Railway Board under Chairman Railway Board, Shri Vinay Mittal to monitor the situation.

— Northern Railway and its Muradabad Division have fully geared up for making appropriate arrangements (Uttarakhand falls mostly under Muradabad Railway Division of Northern Railway).

— The following Senior officers have been deputed as Special officers in charge of four most crucial points:

मुगलसराय जंक्शन रेलवे स्टेशन तथा ट्रेनों का शुक्रवार को हाजीपुर जोन से आए यात्री सेवा सुधार समूह की टीम ने लगभग 3 घंटे तक विधिवत निरीक्षण किया। टीम के सदस्यों द्वारा संबंधित विभाग के अधिकारियों को जगह-जगह निर्देश भी दिया गया।
टीम का नेतृत्व कर रहे मुख्य वाणिज्य प्रबंधक दीपक छाबड़ा ने जंक्शन के सर्कुलेटिंग एरिया, आरक्षण कार्यालय, टिकट घर, यात्री प्रतिक्षा हाल, रिटायरिंग रूम, पूछताछ काउंटर, फूड प्लाजा, इलेक्ट्रानिक आरक्षण चार्ट डिस्प्ले बोर्ड सहित प्लेटफार्म संख्या 1 व 2 परस्थित बुक स्टाल, महिला पुरुष प्रतीक्षालय आदि का गहन निरीक्षण किया। इस दौरान टीम के सदस्य प्लेटफार्म संख्या 2 पर खड़ी डाउन नई दिल्ली-पटना मगध एक्सप्रेस ट्रेन के स्लीपर कोचों में भी गए। वहां उन्होंने यात्रियों से यात्रा के दौरान हुई समस्याओं के बाबत जानकारी भी ली।
निरीक्षण के दौरान टीम के सदस्यों ने यात्री सुविधा से जुड़ी व्यवस्थाओं में और भी सुधार करने की जहां बात कही, वहीं कई कमियों पर उन्होंने विभिन्न विभागीय अधिकारियों को दिशा निर्देश भी दिया। इसके उपरांत टीम स्थानीय मंडल कार्यालय पहुंची और प्रेमचंद्र हिन्दी पुस्तकालय का निरीक्षण किया। इसके बाद मुख्य वाणिज्य प्रबंधक व उनके साथ आए अन्य विभाग के अधिकारियों ने मंडल रेल प्रबंधक अनूप कुमार संग बैठक कर यात्री सुविधाओं के बाबत चर्चा की।

MYSORE: Two infrastructure projects pending for long have made it to the list of top priorities of new district minister V Sreenivasa Prasad.

Four-laning of Mysore-Nanjangud road and doubling of Mysore-Bangalore railway line will now get attention. While upgrading a stretch of NH 212 connecting Mysore to Nanjangud will help both the tourists and for extension of industrial belt, the double line between the IT city and the tourist hub will improve connectivity. Prasad, who is revenue minister, on Friday, said delay in land acquisition at Mandya district has slowed down doubling the railway track. A part of land required for laying new line at Maddur was caught in legal dispute. We've funds to acquire land that is not a problem. I'm convening a meeting of Mysore and Mandya DCs to focus on the problem, Prasad told reporters after inaugurating district minister's office at Public Offices abutting Mysore Palace. The project was delayed given the delay to shift an armory from Tipu Sultan's period at Srirangapatna railway station. It is also okayed now, he stated.

While South Western Railway is completing building major bridges across Cauvery river to lay the tracks and has completed doubling from Mysore to Naganahalli and from Bangalore to Ramnagaram. The missing link is delaying completion of the rail project, which, subsequently is adding to pressure on Mysore-Bangalore expressway. While the railway has increased trains between Mysore and Bangalore since five years, extension of better services hinges on the completion of the missing link.

Aware that land acquisition is the primary reason for the delay; the revenue minister said he will fix the problem. Prasad, who represents Nanjangud, said work to four-lane the stretch between Mysore and Nanjangud will commence in two months. Pointing at the appointment of senior Congress leader from Karnataka Oscar Fernandes as the Union minister for transport, road and highways, Prasad said it will help the Congress government put back the project on the track. The National Highways Authority of India (NHAI) has approved the four-laning even as there are demands to realign the stretch to facilitate the expansion of workable Mysore Airport. The Airports Authority of India is seeking to extend the runway that cuts across Mysore-Nanjangud road.

However, Prasad said the four-laning will be taken up now, which could delay the expansion of the Mysore airport.

The ‘missing link’ between Virudhunagar and Manamadurai has been finally established with the conversion of the metre gauge railway track into broad gauge.Commissioner of Railway Safety Sathish Kumar Mittal began an inspection of the track from here on a trolley along with senior railway officials on Thursday. Regular train service will start on the track in a few months after he certifies its safety.With this, people going from Rameswaram to Kanyakumari can avoid touching Madurai. Similarly, people can go from Kanyakumari to Rameswaram and reach Chennai without going to Madurai. It will save a lot of time for passengers. Goods trains can also be diverted through this route so that over-utilisation of Madurai line can be minimised. It will also help maintain timings of all trains.However, more remains to be done. The most vital is the ‘missing link’ to the fourth platform at the junction. The overbridge is now extended only up to the third platform. The newly laid track is on the fourth platform but passengers do not have access to the platform. Till the foot overbridge is extended, no passenger train could be operated on this new track. The first three tracks are utilised to the maximum.

Only one counter

The railway station has only one counter to issue unreserved tickets for all the trains. Express trains such as the ones from Madurai to Shencottah, Mysore to Tuticorin, Tirunelveli to Erode/Mayavaram and Nagercoil to Mumbai run between 8.00 a.m. and 9.00 a.m. Likewise, trains such as those from Madurai to Shencottah, Shencottah to Madurai, Tuticorin to Mysore, Chennai to Guruvayur, Erode/Mayavaram to Tirunelveli run between 5.30 p.m. and 6.15 p.m.

Besides, special trains operated from Tirunelveli to Jummudavi (two days a week) and from Nagercoil to Mumbai (three days a week) are passing through this station.

The staff manning the single counter could not handle the large number of passengers waiting to board these trains. There has been a demand for opening a counter on the eastern side, where about 50 per cent of town’s population lives. They have to take a circuitous route and travel two to three more kilometres to reach the station in the absence of an overbridge and a counter.

If the railway level-crossing is closed, the plight of passengers becomes worse.

The railways is running a special train from Delhi to Secunderabad for survivors of Uttarakhand floods belonging to Andhra Pradesh.The special train leaving Friday night will bring back the pilgrims who have reached the national capital from Uttarakhand. This special train will leave Nizamuddin at 9.30 p.m. Friday and is expected to arrive Secunderabad on Sunday."Extra coaches are also being attached to Dakshin Express and Duronto Express leaving Delhi today (Friday) to Secunderabad to clear the extra rush of passengers," said a statement by the South Central Railway (SCR) here.The SCR has also dispatched a special empty rake consisting of 15 coaches from Secunderabad to Haridwar. It is part of the efforts of railways to attach extra coaches/operate special trains for clearing the pilgrims stranded due to floods in Uttarakhand.Senior officials of SCR are in close liaison with Railway Board and Northern Railway authorities to coordinate the movement of special trains/attaching extra coaches on trains from northern region towards Andhra Pradesh.About 500 pilgrims from the southern state have reached Andhra Pradesh Bhavan during last two days. Minister of State for Railways Kotla Surya Prakash Reddy visited them and assured that the railways would make all arrangements for their return to their respective destinations.Union Tourism Minister K. Chiranjeevi and other central ministers from the state also visited AP Bhavan to meet the pilgrims and review the arrangements being made for their return.Eight pilgrims from Andhra Pradesh were killed and scores of others were missing. About 3,000 people from Andhra had gone to Uttarakhand for pilgrimage when heavy rains and floods struck the hill state.
