LUCKNOW: With a view to checking crime on trains, Uttar Pradesh police plans to install CCTV cameras in special trains passing through the state. "There is a proposal to install CCTV cameras in AC as well as general coaches of special trains for video recording," director general of police (railway) Rizwan Ahmad said. He said the purpose was to go through the footage in case of any incident so that the criminals could be identified easily. "I have written to the railway authorities in this regard. For now, the proposal has been made for some special trains," he said. There were also plans to install CCTV cameras at important and crowded railway stations in the state, he said. "All the SPs of the government railway police in the state have been directed to take assistance of authorities concerned in this regard," he said. The DG said under the 'vision scheme', CCTV cameras have been installed in Moradabad and Lucknow divisions, monitoring of which was being done through section headquarters.

"SPs of GRP in other places have been directed to chalk out similar scheme," he said.

He said directives have been issued to ensure that wherever CCTV cameras were installed, they were operational.

Ahmad said a scheme had also been chalked out to paste stickers of phone numbers of GRP railway stations on the route in all coaches of trains passing through UP.

"This has been planned so that the victim can call GRP and get required assistance. Similarly, it has been planned to paste numbers of railway control room," he said.

The DG said at times when platform was not vacant, incoming trains were halted at outer signal during late hours, which increases possibility of crime. He said high-mast lights should be installed and GRP and Railway Protection Force jawans should be deployed.

Ahmad said a police assistance centre would be constructed for such jawans.

He said it has been directed that if rail traffic was disrupted due to accident or other reason and a train stops at a small station, GRP should coordinate with local police and deploy adequate force so that incidents of crime, including misbehaviour with women, do not take place.

The DG said the GRP officials have been directed to carry out verification of all vendors and attendants and take action against unauthorised ones.

Members of the CPI, CPI (M) and YSR Congress joined the residents of Bhanunagar to stage a dharna at the colony on Saturday to protest against the fencing of a part of the residential area by the Railways.According to CPI leader Navaneetham Sambasiva Rao, the residents had been living in the colony since 1981 and even the district administration had promised to build the required infrastructure, but now Railways was pouring water over their dreams.According to the activists of the political parties, about 400 families had been living in about 100 houses on the land in question since last four decades.

लखनऊ । नई दिल्ली जाने वाली वीआईपी ट्रेन शताब्दी एक्सप्रेस में शनिवार को खराब खाना परोस दिया गया। यात्रियों को बदबूदार पनीर और कच्ची दाल दी गई। जिसे खाने के बाद कई लोगों की तबियत बिगड़ गई वहीं कुछ यात्रियों ने खाना खाने से मना कर दिया और नई दिल्ली पहुंचकर जमकर हंगामा किया। इसके बावजूद उनकी शिकायत दर्ज नहीं की गई।

शताब्दी एक्सप्रेस (ट्रेन-12003) दोपहर 3:35 बजे लखनऊ से नई दिल्ली को रवाना हुई थी। कोच सी-10 में करीब 80 यात्रियों को जो खाना परोसा गया उसमें पनीर से बदबू आ रही थी, मीठा दही भी खराब हो गया था जबकि, रोटी और दाल भी कच्ची थी। इसे देखकर कई यात्रियों ने खाना खाने से मना कर दिया। दिल्ली के राजेश शर्मा सहित एक दर्जन से अधिक यात्री खाना खाते ही उल्टियां करने लगे। कई यात्रियों के पेट में दर्द शुरू हो गया। यात्रियों ने दवा के लिए कोच कंडक्टर से सम्पर्क किया लेकिन रास्ते में कहीं भी डॉक्टर नहीं पहुंचे। इसी बोगी में लखनऊ से नई दिल्ली जा रहे राजेश शर्मा के पेट में भी दर्द उठा और उल्टियां हुईं। बर्थ संख्या 30 पर यात्रा कर रहे एक यात्री को भी उल्टी होने लगी। यात्रियोें ने इसकी शिकायत करने के लिए टीटीई से शिकायत पुस्तिका मांगी। पहले तो टीटीई काफी देर तक मामले को टालने का प्रयास करता रहा लेकिन यात्रियों की नाराजगी बढ़ते देख वह बोगी से भाग गया। किसी तरह बीमार यात्री नई दिल्ली पहुंचे तो वहां जमकर हंगामा किया। मामले की शिकायत रेलवे बोर्ड से भी कर दी गई है। तीन दिन पहले कानपुर के पास सियालदह राजधानी एक्सप्रेस में भी खराब खाना परोसा गया था। जबकि नवंबर 2012 में हावड़ा राजधानी में खराब खाना खाने से 50 लोग बीमार हो गए थे। इनमें कई सांसद भी थे।

आरपीएफ इंस्पेक्टर के अनुसार महरावल में गश्त करते जवान को एक व्यक्ति ने अपना नाम राजेंद्र बताया जबकि इस नाम का कोई रेलवे कर्मचारी वहां नहीं है। शनिवार तड़के आरपीएफ एसआई हीराचंद्र मीणा और हेड कांस्टेबल परमाल सिंह ने नगला पटवारी के साबिद अली को पकड़ लिया, उसकी नियुक्ति मृतक आश्रित कोटे से ट्रैक मैन के पद पर हुई है। उसकी निशानदेही पर नगला पटवारी में छापा मारकर कबाड़ी अमरुद्दीन को गिरफ्तार किया गया और जोगल प्लेट बरामद की गई।
जोगल प्लेट है अहम
अधिकारियों का कहना है कि जोगल प्लेटों से ही दो लाइनों को जोड़ा जाता है। अगर ये प्लेट न हो तो रेलवे लाइन खुल सकती है जिससे वहां ट्रेन पलटने की आशंका हो जाती है।
दो लाइनों को जोड़ने के लिए अब बैल्डिंग की जाती है। अल्ट्रा सोनिक मशीन ट्रैक पर बाल बराबर दरार को पहचाने का काम करती है। दरार होने पर उस हिस्से को जोगल प्लेट से कस दिया जाता है। महरावल में भी इन्हीं प्लेटों से उस हिस्से को जोड़ा गया था।

In the absence of any boundary wall on the railway station premises and ample space, the station has become a safe haven for stray dogs. The stray dogs can be seen roaming on the station premises.During a visit to the railway station, a number of stray dogs were seen roaming on the platform. Some of the dogs were seen sleeping inside the offices at the railway station. Tables of officials at various offices seem the favourite place of dogs for sleeping.The dogs were also spotted under the benches installed for passengers on various platforms. Though no passenger or visitor at platforms complained against stray dogs, a vendor said a dog tried to bite a girl last Sunday at platform No 1.“With the increase in the number of dogs at the railway station, we can see them roaming everywhere. The government should control the population of dogs in the state. The railway authorities are helpless in keeping the dogs away from the station as they can enter the station through railway tracks,” said Sukhdev, a Railway employee.The stray dogs are also seen sleeping inside cloak room, goods godown and parcel office in the railway station.A worker of the railway station said: “It is too hot outside and the dogs find the surfaces of offices and platforms comfortable. However, no case of dog bite has been reported yet".

LUCKNOW: The first phase of North-South (N-S) corridor of Lucknow metro rail from Amausi airport to Munshipulia would commence over the next six months and its completion is estimated by March 2018, announced the high level committee headed by chief secretary, Jawed Usmani in a meeting held on Thursday with the principal secretaries of finance, housing and urban development, transport, home and planning department.Though each corridor would take about 5-6 years to complete, senior officials predicted that the first train may start plying anytime after 2016, essentially on the N-S corridor which is proposed to be completed by 2018.Likewise, the East-West (E-W) corridor from Lucknow railway station at Charbagh to Vasantkunj on Hardoi Road would start after a gap of about one year and be complete by March 2019. The North-South Corridor would run on 22.878 kms with three underground and 19 elevated stations while the East-West Corridor will cover 11.098 kms with seven underground and five elevated stations.An official said, "Normally, about 5-6 kms of metro stretch is taken in every phase which takes about 3-4 years to complete as it involves a lot of formalities." Officials said till the time next phase starts, metro feeder services would be given to passengers of the left out areas on that route and their feeder fare would be inbuilt in the metro fair.The committee revealed a comprehensive blueprint of the mass rapid transit project which is planned keeping in mind 28 years of traffic forecast up till 2041. It is estimated that both corridors extending up to 42 kms including the loop links (alternative routes) would easily help about 4 lakh passengers commute daily.

A significant move in the direction was that Delhi Metro Rail Corporation submitted the revised DPR (detailed project report) to the committee which would now discuss it in detail and forward it for cabinet approval. The committee gave a green signal to the construction of the North-South Corridor.The metro tracks would be designed to sustain a maximum speed of up to 80 kmph. However, the scheduled speed for metro on N-S Corridor would be 34 kmph and for E-W Corridor would be 32 kmph. Total estimated completion cost (including cost escalation factor and Central taxes) for N-S Corridor would be Rs 6,757 crore and for E-W Corridor would be Rs 5,396 crore. Hence, the total estimated project cost is Rs 12,153 crore.The fare collection system would be automatic through smart cards and POM. Metro rail would have two maintenance facilities-at Transport Nagar for N-S Corridor and at Vasnat Kunj Depot for E-W Corridor.

To execute the project, an SPV (special purpose vehicle) - 'Lucknow Metro Rail Corporation' is to be formed regarding which a proposal of memorandum of association and article of association was floated. A committee has been formed under the chairmanship of principal secretary of finance to review the proposal and submit its report to the high level committee over next 15 days.

The committee also approved conducting a techno-feasibility study of about 42 kms of the first phase of the project including the loop links (alternative corridors) namely Gomtinagar link, Tulsidas Marg, Subhash Marg, Mill Road and Ring Metro line by DMRC based on its terms of reference.It has formed a high-level committee comprising principal secretaries of all related departments to inspect a proposed site at 32 battalion of PAC to create the depot for N-S corridor and give its approval in the next 15 days.Also, the options of financial assistance through alternative resources presented by the sub-committee formed under the chairmanship of housing secretary and chairman of metro cell Rajiv Agarwal were discussed at the meeting. It was decided that approval would be sought from the departments concerned and submitted to the high-level committee.The sub-committee proposed that the stamp duty of all properties lying within 500 metre of metro track on both sides shall be increased by 1% to avail necessary funding for metro's operation. Also, UP Bridge corporation has been deployed to carry out geo-tech exploration of the project at a later stage.
