ट्वाय ट्रेन के लिए जू में पेड़ काटने पर रोक
कानपुर। चिड़ियाघर में ट्वाय ट्रेन का ट्रैक बनाने के लिए पेड़ काटे जाने पर सेंट्रल जू ऑफ अथॉरिटी ने रोक लगा दी है। मेंबर सेक्रेटरी सेंट्रल जू आफ अथारिटी बीएस बोनल ने प्रमुख सचिव वन जेएस अस्थाना और जू निदेशक के. थॉमस को यह निर्देश दिया है। जू में ट्वाय ट्रेन चलाने के रास्ते में आ रहे कुल 241 पेड़ काटे जाने हैं इसकी जानकारी सेंट्रल जू ऑफ अथारिटी को मिलने पर शनिवार को पेड़ काटने पर रोक लगा दी गई। निर्देश में बीएस बोनल ने कहा कि जू हरियाली का केंद्र माना जाता है। ऐसे में पेड़ों को काटना गलत है। पेड़ काटे जाने पर जू प्रशासन के खिलाफ कड़ी कार्रवाई की जाएगी। प्रमुख वन्य जीव संरक्षक रूपक डे कहा कि जू निदेशक से इस संबंध में बात हो गई है, ऐसा मैप तैयार किया जायेगा, ताकि पेड़ों की कटाई न हो।

HYDERABAD: The Greater Hyderabad Municipal Corporation (GHMC) has decided to provide a common duct for cables and other utility services on the metro rail corridors on a priority basis.A committee, headed by GHMC commissioner MT Krishna Babu, held a meeting with service providers regarding common ducton Saturday and decided in favour of having common ducts in the middle of the roads. The panel decided to charge the service providers for constructing ducts at the calculated rate per km which would be decided after considering the expenditure incurred to lay the duct. The rate would be calculated for the entire length of that corridor and agencies have to pay for it irrespective of whether they utilize the duct partly or completely.It has also been decided to give incentive to service providers. The operators who come first would be charged at the calculated rate based on the expenditure, while the agencies that apply later would be charged at the discretion of the corporation. Operation & maintenance (O&M) of the ducts would be given to private contractors based on tender basis every year. The committee has entrusted INCAP (Infrastructure Corporation of Andhra Pradesh) with the work of feasibility study and preparation of detailed project report (DPR). It would also act as transaction adviser and study the potential for laying the number of cables in each and every major road of the city. INCAP would also suggest the mode of execution of project i.e., private public partnership mode on build operate and transfer or by GHMC itself.

The committee has decided to send a team of officials from GHMC along with the representatives of FACO ( Federation of Arial Cable Operators) to visit Chennai and Kolkata to finalise the method of construction of the proposed duct.

Selected representatives from the service providers, who are technically conversant with the system of cables and their details, along with officials of GHMC

would finalise the cross-section of the proposed duct with regard to the size, shape, number of cables and diameter of cables, the officials said. GHMC additional commissioner (planning) D Ronald Rose, engineer-in-chief R Dhan Singh and representatives of 26 service providers attended the meeting.

आतंकी संगठन लश्कर-ए-तैयबा उत्तराखंड और उत्तर प्रदेश के मुख्यमंत्री को धमकी देने के अलावा कई रेलवे स्टेशनों को उठाने की धमकी भी दी थी। इसके बाद रेलवे ने हाई अलर्ट जारी कर दिया है। जंक्शन पर छह प्लेटफार्म हैं। सुरक्षा के लिए प्लेटफार्म एक पर चार सीसीटीवी कैमरे लगा गए। बाकी पांच प्लेटफार्म पर सुरक्षा के इंतजाम नहीं हैं। न तो ठीक से चेकिंग होती है और न ही सीसीटीवी कैमरा से मॉनीटरिंग की जा सकती है। आरपीएफ थाना प्रभारी एसएस गब्र्याल ने बताया कि हाई अलर्ट जारी कर दिया गया है। जंक्शन पर सिपाही पूरी तरह से मुस्तैद हैं। परिसर व ट्रेनों में लावारिस सामानों पर कड़ी नजर रखी जा रही है। वहीं जीआरपी एसओ कृपा शंकर सरोज ने बताया कि संदिग्ध यात्रियों के सामान चेक किए जा रहे हैं और उनकी जानकारी भी ली जा रही है। साथ ही उनकी पूरी जानकारी ली जारी है।

मीरजापुर : जिले में बढ़ती रेल दुर्घटनाओं को रोकने के लिए रेलवे प्रशासन जल्द ही नई कवायद शुरू करने जा रहा है। इसके तहत इलाहाबाद-मुगलसराय व चुनार-चोपनरेल प्रखंड पर पड़ने वाले प्लेटफार्म विहीन उन स्टेशन पर दुर्घटना रोकने को ऊंचे प्लेटफार्म का निर्माण कराया जाएगा। इसके लिए रेलवे अभियंताओं को प्रस्ताव बनाकर भेजने का निर्देश दिया गया है। सर्किल स्तर पर कवायद भी शुरू हो गई है।
उत्तर मध्य रेलवे इलाहाबाद के मीरजापुर सर्किल में विरोही, झिंगुरा, डगमगपुर, लूसा, शक्तेशगढ़ स्टेशन पर प्लेटफार्म नहीं है। यहा रेलवे लाइन पार करने के लिए ओवरब्रिज भी नहीं बना है। मालूम हो की झिंगुरा स्टेशन पर वर्षभर पहले लाइन क्रास करते समय ट्रेन की चपेट में आने से एक की मौत हो गई थी जबकि आधा दर्जन लोग घायल हो गए थे। इस घटना को संज्ञान में लेते हुए स्थानीय अधिकारियों ने प्लेटफार्म को ऊंचा करने का प्रस्ताव भेजा था लेकिन इसके लिए बजट नहीं मिल पा रहा था।
आए दिन झिंगुरा, विरोही, लूसा व डगमगपुर स्टेशन पर अप और डाउन लूप लाइन में ट्रेन खड़ी हो जाती है फिर क्या लोगों को जान जोखिम में डालकर बोगी के नीचे से ही लाइन पर करनी पड़ती है। इससे दुर्घटना की आशंका हमेशा बनी रहती है। दुर्घटना को रोकने के लिए प्लेटफार्म व ओवरब्रिज का निर्माण आवश्यक है।
रेल यात्रियों की सुविधा को ध्यान में रखते हुए उत्तर मध्य रेलवे के मंडल रेल प्रबंधक हरेंद्र राव ने इन जगहों पर प्लेटफार्म निर्माण के संकेत दिए हैं। इसे लेकर जहां दैनिक यात्रियों राजगढ़ के रामकुमार सिंह, लूसा के राजन प्रसाद सहित कई न हर्ष जताया है। वहीं कई यात्रियों ने खगड़िया बिहार के धमारा घाम स्टेशन पर सोमवार को रेलवे ट्रैक पर हुए हादसे में जान गवांने लोगों के प्रति श्रद्धांजलि अर्पित की है।

Rameswaram: Tight security is in place in this temple town following reports that 12 terrorists were trying to sneak in from Maniyachi in Tuticorin district, police said on Saturday. Armed police personnel have been deployed at the bus stand, TV towers, Pamban bridge and other important sites including the temple and railway station, police said. Besides secret cameras have been installed at vantage points to monitor the movement of people.Passengers and pilgrims were being thoroughly checked before they were allowed to board trains and enter the temple. The Government Railway Protection Force also had been deployed in sufficient strength to monitor the trains and passengers, officials said.

Nearly 500 persons working as substitutes in safety categories under Group D services in railways are to be benefitted with the Madras High Court permitting the administration to regularise their services from the date of their engagement.A Division Bench comprising Justices R.Banumathi and T.S.Sivagnanam passed the order while confirming an order of the Central Administrative Tribunal (CAT) of November 16, 2006.The educational qualification for Group D was a pass in Standard VIII. The services mainly comprise unskilled labour such as Khalasi, Sweepers, Sweeper-cum-Porters, Trackman etc. In June 2004, the Railway Board said Course Completed Act Apprentices (CCAAs) may be engaged as substitutes in administrative exigencies by General Managers. The Southern Railway General Manager approved the engagement of such apprentices trained in railway establishments as substitutes in vacancies to meet out the bare minimum requirement of manpower. On November 29, 2004, a notification calling for applications from CCAAs was issued.Aggrieved by the notification, two persons filed an application before the CAT contending that in the guise of engaging substitutes to regular vacancies in Group D, the railways was attempting to make a backdoor appointments, ignoring rules and constitutional provisions. The Supreme Court had held that CCAAs had no right to be appointed in preference to other applicants and they should go through the selection process. Hence, the notification was illegal.

Disposing of the application, the tribunal said that as public employment should be strictly in terms of the constitutional scheme, the railways could not short-circuit its responsibility for recruitment to departmental posts through public notice from the market. The tribunal modified the relief sought for by the applicants to the extent that the November 2004 notification should not become a source of recruitment for departmental position en masse.

Challenging this order, the railways preferred the present petition before the High Court.

Dismissing the petition, the Bench said that after referring to Supreme Court judgments, the tribunal had rightly held that regular posts were to be filled only through open recruitment as per rules and in keeping with the law laid down by the Supreme Court. It said there was no infirmity in the tribunal’s order.

As regards 530 candidates who were engaged as substitutes in safety categories during November 2009 and who were still continuing without being regularised, the Bench said they had been engaged pursuant to an interim order of the court.

Also, in an affidavit, the railways had stated that the candidates for Act apprentices training were taken based on the numbers prescribed by the Directorate of Apprenticeship Training by issuing a notification calling for applications from the open market with copies to employment exchanges, and selections were being done after a written test and viva voce. Therefore, it could not be said that the engagement of the 530 persons was illegal. It could not be said to be without reference to extant rules, the Bench said and permitted the railways to regularise their services.

While trains resumed their full operation in Kashmir on Tuesday after nine days, officials claim that railway property worth lakhs was damaged in stone-pelting incidents during Eid festivity.The stone-pelting on racks on August 10 had forced the authorities not only to suspend the additional trains that were to be run for three days during the Eid festivity, but the full train operation from Banihal to Baramulla remained suspended for nine days. The trains, however, plied partially between Budgam to Banihal during that period.“The preliminary estimates show that railway property worth Rs 2 lakh was damaged during the stone-pelting incidents on August 10 at various railway stations of south Kashmir,” said a railway official. “Apart from racks, railway stations were also damaged in the stone-pelting incidents,” he added.The railway police had later arrested dozens of youth allegedly involved in the incidents from various localities. The youth were arrested from Awantipora, Anantnag, Kakapora, Pampore and various other areas.

After the communal clashes in Kishtawar, the Railway authorities were advised by the police in Jammu not to ply any trains up to Banihal on August 10 fearing damage to the rail property. So the Railways decided to ply the trains between Qazigund to Baramulla. When passengers were asked to alight before their destinations they were caught unaware and subsequently vented their anger by pelting the railway racks with stones. Incidents of stone-pelting were reported at several stations, including Qazigund in south Kashmir.

आसनसोल से दुर्गापुर के बीच रात 8.25 बजे चलनेवाली मेमू सवारी गाड़ी को प्रतिदिन आसनसोल से विलंब से छोड़े जाने के विरोध में दैनिक यात्रियों ने शुक्रवार रात डिप्टी स्टेशन मैनेजर के कक्ष में आक्रोश जताया। यात्रियों का आरोप है कि ट्रेन के आसनसोल से लेट खुलने के कारण उनको ड्यूटी में अनुपस्थित कर दिया जाता है। पिछले सप्ताह आश्वासन दिया गया था कि समय सही कर दिया जाएगा लेकिन सुधार नहीं हुआ है। गौरतलब है कि इस ट्रेन से डीपीएल, डीएसपी दुर्गापुर स्टील प्लांट, डीवीसी तथा वारिया स्थित फैक्ट्री में कार्य करनेवाले कर्मी जाते हैं। शुक्रवार को यह ट्रेन आसनसोल से रात 8.25 के बजाय 9.09 मिनट पर खुली। बताया गया कि रैक नहीं रहने के कारण जसीडीह से रैक आने पर उसे दुर्गापुर के लिए रवाना किया गया। यात्रियों ने बताया कि वारिया उतरकर डीएसपी जाने में काफी समय लगता है। लेट होने पर उन्हें कारखाना में घुसने नहीं दिया जाता है। कभी-कभी ट्रेन आसनसोल से सही समय पर खुलती भी है तो बीच रास्ते में दूसरी गाड़ियों तथा माल गाड़ियों के कारण स्लो लाइन में डालकर लेट कर दिया जाता है। इस बारे में स्टेशन मैनेजर हसन न्याज का कहना है कि रैक नहीं रहने के कारण जसीडीह से आयी मेमू सवारी गाड़ी को आसनसोल से दुर्गापुर के लिये भेजा गया, जिसमें आधे घंटे की देरी हुई।
