कानपुर, एक प्रतिनिधि : मंधना से बिठूर तक आमान परिवर्तन पर फैसला सितंबर में हो जाएगा। इस संदर्भ में बिठूर के विधायक मुनींद्र शुक्ला ने 26 अगस्त को रेलमंत्री से दिल्ली में मुलाकात कर उन्हें ज्ञापन भी सौंपा था। इसका सकारात्मक परिणाम मिलने की उम्मीद है।

इससे पूर्व भी पूर्वोत्तर रेलवे के जीएम को अनवरगंज स्टेशन पर मुनींद्र शुक्ला, अखिल भारतीय उद्योग व्यापार मंडल के महामंत्री ज्ञानेश मिश्र ने ज्ञापन सौंपते हुए आंदोलन की धमकी भी दी थी। रेलवे सलाहकार समिति के सदस्य संजय वर्मा ने बताया कि उन्होंने शुक्रवार को पूर्वोत्तर रेलवे इज्जतनगर मंडल के रेल मंडल प्रबंधक उमेश सिंह से मुलाकात की। डीआरएम ने सदस्य को बताया कि रेलवे बोर्ड को प्रस्ताव भेजा गया है और सितंबर में आमान परिवर्तन पर फैसला हो जाएगा कि कब से काम शुरू होना है। गौरतलब है कि अनवरगंज से फर्रुखाबाद तक वर्ष 2005 में जब आमान परिवर्तन किया गया तो उसी दौरान मंधना से बिठूर तक रेलवे लाइन को नक्शे से ही हटा दिया गया। क्षेत्रीय लोगों ने अधिक दबाव बनाया तो तत्कालीन रेलमंत्री लालू प्रसाद यादव ने इस आमान परिवर्तन का शिलान्यास फर्रुखाबाद में कर दिया। लेकिन तबसे ये योजना ठंडे बस्ते में है।

SURAT: As Asaram Bapu was remanded in 14-days judicial custody, his supporters in the city halted three trains for 10-15 minutes near Utran railway station on Monday evening.Railway sources said that over 150 Asaram Bapu supporters arrived at Manisha railway underbridge near Utran railway station and halted the Shatabdi train bound to Mumbai. The protestors shouted slogans against the Jodhpur police and the judiciary for remanding their self-styled godman in the police custody.Raiz Mirza, area manager of Surat railway station told TOI, "The trains were halted for 10-15 minutes. It was after the police arrived on the spot, the Asaram supporters disappeared". SD Yadav, RPF inspector from Ankleshwar division said, "There were more than 150 supporters of Asaram Bapu. Our RPF personnel immediately rushed to the spot after the trains were halted. None of the protestors have been arrested as all managed to flee."

Demands have emerged from Kandhamal district for railway link.

It may be noted that this district of Odisha is yet to be connected by railway track. Its inhabitants have to depend on Berhampur or Bhubaneswar railway stations for their transportation through rail service. Different organisations and citizens of the district have formed an organisation named ‘Kandhamal Rail Sangram Samity’ to strengthen their demand for railway link.Sadasib Patra, a key activist of this organisation said although this demand for railway link is continuing from Kandhamal district since decades, successive governments have not shown much interest towards it.According to him railway connectivity could become a major catalyst of development for this under developed region. Assistant standing counsel of East Coast Railway, Naren Barik, who is also in support of the demand said although railways is planning to invest around Rs. 2 lakh crore for development of infrastructure, the share of Odisha in it was not as desired.

Panel formed

The ‘Kandhamal Rail Sangram Samity’ has formed an advisory committee which included the MPs and MLAs of the area as well eminent personalities of different fields. Different organisation of the district including the district bar association and leaders of different political parties have extended their support to the demand of the organisation.According to the inhabitants of Kandhamal district railway connectivity would increase tourism prospects of this virgin natural region. It would also increase market prospects of the forest and organic agricultural produce of tribal people and dalits of Kandhamal district.

The activists of the organisation proposed that railway link for Kandhamal district can materialise through two ways.

There should be new railway connectivity between Berhampur and Phulbani in Kandhamal district via Aska and Bhanjanagar, which till date have no railway connectivity. Apart from it a railway track from Phulbani can be connected to the proposed railway track between Khurda and Bolangir at Charichhak.

They have decided to put forward their demand before different forums and authorities. In coming days we may take up democratic agitation for the demand, said leaders of the organisations.

‘Running time of trains will be reduced’

Railways will need to install automatic signalling system on all the double line and single line sections of its network to optimise the use of track for the proposed suburban service and run more mail and express trains in the State.The new system would reduce the operational time of signalling systems at railway stations by eliminating manual operation, a top railway official said. This in turn would reduce the running time of trains.

Rs. 60 lakh
The signalling systems of all stations would work by remote control. The cost of installing this technology was estimated at Rs.60 lakh for a kilometre of double line section.To lay a kilometre of track, the investment was estimated at Rs.5-6 crore as per current estimates.The works on automatic signalling could be executed in two to three years or earlier depending on local conditions, the official said.On implementation, line capacity would get enhanced to over five trains an hour each way.In the railway network, a line is divided into block sections between railway stations situated 15 to 20 km apart.Instead of conventional absolute block system, which permits only one train at a time in the block section of 15-20 km, the automatic signalling splits the block section into sub-sections of 1 to 2 km.Signals are automatically operated once the train occupies the track.Once that block sub-section is clear, the next train is automatically given the signal to enter the sub-section.Railway officials in the operations and traffic wing said line capacity would be optimally used and a safe distance between trains would be maintained.Compared to the cost for creating a third dedicated corridor for operating Mainline Electric Multiple Units (MEMU) or suburban trains in the State where land cost is higher and acquisition difficult, the official said automatic signalling was cheaper though the capital cost was on the higher side.“Automatic signalling will become inevitable in future if new trains are to be introduced,” Assistant Divisional Secretary, Southern Railway Employees Sangh, Thomas Moraes said.

Manifold benefits

The system had been in vogue in the metropolitan cities for the past few decades. It would have multiple benefits in the State — more long-distance trains, reduction in travel time, operating suburban and MEMU trains at three-minute intervals, fuel conservation as more vehicles can be taken off the roads, and cheap and hassle-free travel, he said.Mr. Moraes said the icing on the cake was that automatic signalling could be achieved without fresh land acquisition and implemented within two to three years.

Even as Pallavan Express began its maiden service to Karaikudi on Sunday following its extension, Tiruchiites expressed their protest over the Railways’ decision by resorting to a fast in the city.The protest was called by Rockfort, Pallavan Express Trains Retrieval Committee following the Railways’ announcement of extension of Pallavan Express to Karaikudi with effect from September 1. Members of consumer and service organisations and functionaries of political parties participated in the day-long fast.The agitators condemned the extension of the superfast express train, which had been operating from Tiruchi ever since its introduction years ago and demanded its operation from here.The fast observed near the railway junction was led by committee coordinator M. Sekaran in which Tiruchi urban district Congress president Jerome Arockiaraj, Communist Party of India city secretary K. Suresh, and members of various service organisations participated.The decision to extend Pallavan Express to Karaikudi had been taken against the wishes of the people of Tiruchi, the committee said.The Railways could have introduced a new train from Karaikudi to benefit the people of that town and those residing in its neighbouring districts, it said adding that it was unjustified to snatch a train that had been starting from Tiruchi for several years.The Communist Party of India (Marxist) also condemned the Railways for extending the Tiruchi-Chennai Pallavan Express to Karaikudi from September 1, giving scant respect to the sentiments of the people of Tiruchi district.

The announcement on the extension of the Pallavan Express to Karaikudi drew sharp response from the people of the district, who launched a series of agitations against the decision.

The railways went ahead with the extension of the train to Karaikudi said, S. Sridhar, secretary, Tiruchi district unit of the CPI (M) in a statement issued here.

He urged the Railways to reconsider its decision and suggested to take steps for operating a separate train from Karaikudi to Chennai.

Ludhiana : An Assistant Sub-Inspector (ASI), a woman constable and an unidentified woman have been booked for kidnapping a three-year-old girl and wrongly confining a woman and her elder granddaughter at the Railway Protection Force (RPF) office. The child was kidnapped on January 19 this year.The registration of case against ASI Manohar Singh and constable Surjit Kaur has again brought to the fore how kidnappers are thriving at the railway station under the patronage of the police and kidnapping children by posing as child right activists.The FIR, a copy of which is with The Tribune, was registered today after victim Urmila (grandmother) (50), a resident of Ambedkar Colony in Khanna, with the help of social activist Sameer Kumar, brought the matter to the notice of the higher authorities. Urmila is a juggler and performs acts in the moving train to eke out a living. She said that the incident took place on January 19, when she was returning home from Mullapur. Urmila stated to the police that when the train reached Baddowal, a woman grabbed her by the arm. "The woman said that she was a child-right activist and rescued children who were forcefully made to work. I told her that both the girls were my granddaughters and she was not indulging in child labour," stated Urmila in her complaint.

She further added that the woman took her to the Railway Protection Force office where ASI Manohar Singh and Constable Surjit Kaur confined her and her elder granddaughter for nearly half-an-hour, while the woman took away her three- year-old granddaughter.

She added that after half-an-hour she and her elder granddaughter were released. When she asked the police about the whereabouts of her younger granddaughter, the police officials, including Manohar Singh and Constable Surjit Kaur, told her that the woman had taken her granddaughter to an orphanage.

She said that it had been eight month since the incident took place, but there was no clue of her granddaughter.

The two police officials were booked under Sections 363 of the IPC for kidnapping and 342 of the IPC for wrongfully confining a person.

Protest is mounting among the residents of Mahe against the high-speed rail corridor proposed by Kerala that apparently will pass through the Union Territory.The Anti High-Speed Rail Corridor committee carried out protests recently against the project which they said would in no way benefit their region and would prove adverse to the territory which had very high population density.Speaking to The Hindu , Mahe MLA E. Valsaraj said the move to encroach upon the Union Territory for the rail project would be opposed at any cost.“The move may not be deliberate, and the region may have got included while mapping the area for the rail route through satellite. However, since around nine square kilometre of land in the territory with nearly 43,000 residents have been included, the project is bound to affect the development and socio economic activities of the region. Moreover, it carries no benefit to Mahe. The protest may seem premature, but none should take our silence to be consent for the project,” he said.“Mahe cannot even afford to give land for the elevated paths as envisaged in the project, as it required building pillars with a width of 15-20 metres. Moreover, it is an inter-State issue. Also, as per the sketch put up by the Kerala High-Speed Rail Corporation Limited, it is not a straight path and follows a zigzag route. That shows that an alternative route excluding Mahe can be considered,” Mr. Valsaraj said.

The administration and members of the action committee have decided to meet the Chief Minister of Kerala Oommen Chandy to apprise him of the issue.

Hundreds of activists belonging to the Bahujan Samaj Party led by its state general secretary Jarnail Nangal, today blocked rail traffic on Jalandhar-Phagwara Rail Section near Satokhpura Rail Crossing for about one hour in support of their demand to arrest an alleged accused NRI Baghicha Singh, allegedly responsible for the suicide of BSP Sarpanch Des Raj who was forced to took this extreme step yesterday evening.New Delhi bound 14674 Flying Mail was stopped and remained standard for 50 minutes as the agitating BSP activists sat on a dharna in the middle of the railway track and hold a protest rally against the police failure to nab the accused, booked by GRP last night.Dharna could be lifted and rail traffic was restored this afternoon when DSP Phagwara Manjit Singh and GRP In-charge Pawitra Singh reached on the dharna site and assured for the early action against the accused. The train could proceed towards its destination after lifting of dharna.

Later hundreds of the residents attended funeral of the deceased Sarpanch in his village on Sunday evening. It may be recalled that Des Raj(45), BSP Sarpanch of nearby village Khangurra reportedly committed suicide by jumping in front of a Jejon bound 74954 Diesel Multiple Unit Train near DAV College on Phagwara-Chiherru rail section on Saturday afternoon. GRP In-charge Pawitra Singh said an application written to Phagwara DSP against Canada-based NRI villager Baghicha Singh was found from his pocket.

In the application, the deceased had alleged that he was being abused by the NRI who delivered caste- based remarks in his abusive language when the deceased refused to sign few suspicious papers of Bagicha Singh. The body of the deceased was handed over to the family members after conducting post-mortem examination. Later the GRP registered a case under Section 306/3/4 of Sc/St Act against Baghicha Singh, who could not be arrested till filing of this report.

BANGALORE: The Karnataka government is drawing up a Rs 2,100 crore project with loan assistance from Asian Development Bank, to develop and upgrade eight city clusters around Bangalore to woo investment and ease the load on the State capital.The city clusters proposed to be developed are Nelamangala, Magadi, Anekal, Bidadi, Dabaspet, Harohalli, Devanahalli and Hoskote, Urban Development Minister Vinay Kumar Sorake told reporters here.Officials said the objective is to attract investment in those clusters by developing and upgrading them and "dispersing Bangalore investment" into these areas.Meanwhile, they said detailed project report on Phase-I of the Rs 8,759-crore suburban rail system for Bangalore comprising five corridors, including from the city to Tumkur, Ramanagara and Bangarpet, would be completed "very soon".Officials said a Special Purpose Vehicle -- Bangalore Suburban Rail Corporation -- would be set up for implementing the project which is expected to ease congestion in the city.

Sorake said a Cabinet note has been prepared to upgrade city municipal councils of Tumkur, Shimoga and Bijapura to city corporations.

The Minister said during the transition phase of Jawaharlal Nehru National Urban Renewal Mission (JnNURM), 61 projects with estimated cost of Rs 5,265.22 crore have been forwarded for approval to the Union Ministry of Urban Development, adding, Rs 168 crore of them had already been approved.

"Seventeen water supply projects with estimated cost of Rs 711.92 crore have been submitted to the Central government under UIDSSMT (Urban Infrastructure Development Scheme for Small and Medium Towns)", Sorake said.

He said a Rs 1,760 crore project has been prepared to provide 24X7 water supply to the entire corporation area of Belgaum, Gulbarga and Hubli-Dharwad cities on PPP basis with World Bank assistance.

Sorake also said a project is under preparation for state-level heritage-based urban development programme for Karnataka with World Bank assistance.

He said a master plan would be prepared in phases to project requirements of cities of Karnataka in the year 2040.

Workshops would be conducted for corporators of at the city and state-levels, Sorake said, adding, ward committees and citizen foras would be set up to create awareness among the people on funding in their areas and to monitor quality of works undertaken there.

रेलवे भर्ती बोर्ड इलाहाबाद की नॉन टेक्निकल पॉपुलर कैटेगरी की परीक्षा में 36.3 फीसद अभ्यर्थियों ने अपनी उपस्थिति दर्ज कराई। इस दौरान एसटीएफ ने केंद्रों पर निगाह रखी थी। वहीं रेलवे भर्ती बोर्ड, गोरखपुर की परीक्षा में रविवार में सिर्फ 22 फीसद अभ्यर्थी ही पहुंचे। परीक्षा 71 केंद्रों में कराई गई।
रेलवे भर्ती बोर्ड गोरखपुर के चेयरमैन एच सिंह के अनुसार रविवार को हुई दो पालियों की परीक्षा में सिर्फ 22 फीसद अभ्यर्थी ही आए। 131 पदों के लिए आयोजित हुई परीक्षा के लिए 5.77 लाख अभ्यर्थियों ने आवेदन किया था। आरआरबी इलाहाबाद की ओर से वाणिज्य लिपिक एवं टिकट परीक्षक, लेखा लिपिक, कनिष्ठ लिपिक सह टंकक, कनिष्ठ गाड़ी लिपिक के 208 पदों के लिए आवेदन पत्र मांगे गए थे। परीक्षा के संचालन के लिए जिले में 50 केंद्र बनाए गए।
तीन ट्रेनों के निरस्तीकरण ने बढ़ाई यात्रियों की परेशानी
रेलवे की परीक्षा के अभ्यर्थियों की भीड़ ट्रेनों और बसों में दिखाई पड़ी। रविवार को अभ्यर्थियों ने ट्रेनों को फुल कर दिया तो बसें भी खचाखच भरकर रवाना हुई। कोढ़ में खाज का काम इलाहाबाद-चोपन, इलाहाबाद-मुगलसराय पैसेंजर एवं लखनऊ-विंध्याचल इंटरसिटी के आंशिक निरस्तीकरण ने किया। वहीं रेल प्रशासन ने अभ्यर्थियों की सुविधा के लिए चारबाग स्टेशन पर अनारक्षित श्रेणी के कई काउंटर खोले गए थे। उधर यात्रियों की भीड़ को देखते हुए चंडीगढ़ एक्सप्रेस में दो स्लीपर कोच, एक कंपोजिट क्लास (आधा सेकेंड व आधा थर्ड एसी), एसी एक्सप्रेस में एक सेकेंड एसी, दो थर्ड एसी और एक फ‌र्स्ट एसी कोच लगाया गया इसी तरह स्वर्ण शताब्दी में दो चेयर कार कोच लगाए गए।
