The Railways had evaded sale tax payments of Rs 4,551 crore from New Delhi and Old Delhi Railway Stations, according to information collected by the Punjab Enforcement Department Excise and Taxation. Regarding the goods dispatched from Delhi to various stations in Punjab, Joint Director Enforcement YS Matta, while talking to Daily Post said that he had personally gone to Delhi to collect the relevant information.

From the information he came to know that the railway officials were booking the goods without taking the required information under the law, which was facilitating tax evasion worth billions of rupees. According to information received from the various mobile wings of Punjab, readymade garments, medicines, mobile phones, copper wire, LCDs , electronics items and other consumable goods

enter Punjab through railways without valid documents.

The information which should have been taken by the railways in order to curb evasion of tax was not being taken.

The average value of each parcel has been estimated to Rs 25,000 and if the total value of the goods entering Punjab in the last three and a half years is totalled, at Rs 4,115 crore.

If the information regarding the import of goods from other states and the value of goods exported out of Punjab without payment of tax would be taken, the total value may cross this amount.

It is worth mentioning here that on August 21, 2012 the Divisional Railways Managers of Ambala and Ferozepur divisions along with other officers appeared before YS Matta.

The managers had submitted the affidavits stating that they are complying with the recommendations of Joint Committee report of the Railway Ministry and the Ministry of Revenue released in 2006 and in accordance with para 19, 20 and 21 of the judgement of the Punjab and Haryana High Court in CWP No 16043.

Matta said, “I am sorry to say that these senior officers have filed false affidavits before my court, as tax evasion on large scale had come to my knowledge. Action as warranted by law may be taken, if necessary, later on."
